Centre's fund delay hits Samagra Shiksha uniform scheme: V Sivankutty
THIRUVANANTHAPURAM: The free uniform scheme for government school students covering boys from Scheduled Caste/Scheduled Tribe (SC/ST) and Below Poverty Line (BPL) families, and all girls from Classes 1 to 8 has been disrupted due to the non-disbursal of Central funds under the Samagra Shiksha scheme since the 2023–24 financial year, the state government has said.
General Education Minister V Sivankutty said that the state is actively working to resolve the issue. Under the Samagra Shiksha project, funds for two sets of uniforms per student are released to schools through the Block Resource Centres. However, the Union government has not released any funds to the Kerala unit of Samagra Shiksha since 2023–24, said the minister.

Bhopal: Union minister Bhupender Yadav has advised BJP MPs and MLAs to speak less to avoid controversies. During the second day of the BJP MPs and MLAs training camp in Pachmarhi, the Union minister for environment and forests emphasised that it is not necessary to react to every event. He also advised the party leaders to stay connected with the party workers at grassroots level. Yadav advised the 201 trainees at the camp to speak less, hinting at the controversy following minister for tribal affairs Vijay Shah's May 11 remark on Colonel Sofiya Qureshi, which dented the party's image after Operation Sindoor. Bhupender Yadav stated that sometimes it is better politics to remain calm and avoid giving statements. "It is better to remain silent. Giving a reaction to every incident can prove damaging. About 90% of damage in politics happens because of giving excessive reactions," Yadav added. Union minister Amit Shah, while inaugurating the three-day training camp on Saturday, also cautioned against repeating the mistake made by Vijay Shah. Party MLAs were given guidelines on the management of their assembly seats. During discussions on each of the assembly segments, the gathering was specifically told not to underestimate or neglect the ground workers of the party. Dr Mahendra Singh categorically mentioned that workers make MPs and MLAs, and it is on their hard work that govts are formed, so they should not feel mistreated or ignored. BJP legislators and Parliamentarians from the state were reminded that eight generations of BJP workers struggled to take the party to where it is today. The struggle through the decades from Jan Sangh to BJP is the reason behind them receiving respect as MLAs and MPs. Although the next assembly election is in 2028, discussions were held as though the polls are just around the corner. Sources indicated that deliberations focused on the 82 scheduled caste and scheduled tribe reserved seats in the state. The state has 47 tribal reserved seats and 35 scheduled caste reserved seats, of which 50 are currently with the BJP. Guidelines were provided on how to retain the BJP's vote bank in these assembly seats. BJP National General Secretary Vinod Tawde conducted a special session on social media, advising trainees not to share or post sensitive and controversial material that could harm the party's image. Speaking to reporters, Minister for Renewable Energy Rakesh Shukla said, "Everyone is getting a lot to learn, as there is new technology these days. We are being given detailed information about how we are to use technology. For the last two days, we have been given guidelines. A lot of useful deliberations." Party MLA from Suwasra assembly seat, Hardeep Singh Dang, commented, "Here in the training session, all are the same. No one is a big leader here; all are being trained. Despite being in power and winning the elections, there are still some shortcomings. How can we improve ourselves? The more we improve ourselves, the more we shine. India, US close to finalising 'early tranche' of trade deal

Govt is likely to offer concessions for some of the farm products that are of interest to the US, along with concessions on automobiles, in return for getting a 10 per cent duty - Trump's baseline tariff - for labour-intensive products, such as textiles, footwear and, possibly, certain auto parts. With the current US administration lacking Congressional mandate to finalise trade deals, a zero-duty regime will have to wait until things settle down in the US. With a 10 per cent levy on products where India has a comparative advantage, the government is hoping to make Indian exports more competitive, especially if the reciprocal tariffs kick in. In any case, India, with 26 per cent reciprocal tariffs, including the 10 per cent baseline duty, was seen to enjoy a competitive advantage over several countries with which its exports compete. Besides, with sanitary and phytosanitary standards and technical barriers to trade also discussed during the last round of negotiations with American officials between June 4 and 10, the government is hoping that some of the issues faced by exporters shipping goods to the US will also be addressed. Digital trade, customs and trade facilitation and the legal framework were part of the discussions in the Capital earlier this month. Government sources indicated that India is keen for a text to be ready in some form before the deal is made public. This is seen to be crucial as the current US administration has been making announcements without the draft text in place and then claiming victory. Even the Chinese authorities have had to contend with the claims made by Trump on social media after the last dialogue. The announcement with the UK was seen to be more structured. By all accounts, several issues, including the court ruling on reciprocal tariffs for which Trump had invoked emergency provisions, will, however, play a part in finalising the early tranche for which a Fall (Sept/ Oct) date had been fixed. Besides, India is keen that an arrangement be worked out where it retains an advantage over its peers in case the tariffs are declared illegal by American courts. Amit Shah reviews preparations for 16th Census NEW DELHI: Union home minister Amit Shah on Sunday reviewed preparations for India's 16th Census, which will be conducted in 2027 with caste enumeration included for the first time. The exercise will be carried out in two phases using digital tools, with the official notification set to be published in the gazette on Monday. According to an official statement, the reference date for the census will be March 1, 2027, for most parts of the country, while for snow-bound regions such as Ladakh and certain areas of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, it will be October 1, 2026. The census will be conducted in two stages: Houselisting Operation (HLO): Data on housing conditions, household assets, and amenities. Population Enumeration (PE): Detailed demographic, socio-economic, and cultural information of individuals. For the first time, the Census will be entirely digital, with data collected via mobile apps. Citizens will also have the option for self-enumeration. To manage the large-scale operation, the government will deploy nearly 34 lakh enumerators and supervisors along with 1.3 lakh census functionaries.
