Himachal: 700 home guard volunteers to be recruited
The state cabinet, in its meeting under the chairmanship of chief minister Sukhvinder Singh Sukhu, on Saturday decided to fill 700 posts of home guard volunteers in the home guards and civil defence department. It also gave nod to regularise the services of 203 panchayat secretaries (zila parishad cadre) who have completed two years of contractual services on March 31. The cabinet also approved an amendment to the Postgraduate/Specialist Services (PG/SS) Policy by withdrawing the mandatory requirement of one-year field posting prior to eligibility for senior residency at Indira Gandhi Medical College (IGMC), Shimla, and Dr Rajendra Prasad Government Medical College, Tanda. The decision has been taken in line with the policy followed at AIIMS, Chamiyana. The amendment is aimed at streamlining the selection process, ensuring fairness and bringing coherence between the implementation of the Resident Doctor Policy and the PG/SS Policy.
Apart from this, the cabinet approved shifting of the Himachal Pradesh Real Estate Regulatory Authority (RERA) office from Shimla to Dharamshala. This will be the third office to shift to Dharmashala after Himachal Pradesh Tourism Development Corporation (HPTDC) and office of Principal Chief Conservator of Forests (PCCF) Wildlife Wing. Relocating the office is not just to decongest Shimla but also part of a cost-cutting exercise by the government to shift offices operating from rented buildings in state's capital to vacant facilities in Dharamsala – the winter capital of Himachal Pradesh.
As in 2010, the cabinet gave its in-principle approval to start de-novo reservation roster for the members and chairpersons of Panchayati Raj Institutions. It allowed the Himachal Pradesh Forest Development Corporation to collect minor minerals and carry out dredging operations in rivers and ponds located in forest areas across the state, with the aim of better source management and environmental sustainability.
It decided to bifurcate the Elementary Education Block, Ramshahar, Solan district, by creating a new block in Baddi along with creation and filling up of the requisite posts to ensure smooth functioning. It also decided to re-organise the development blocks of Sulah, Bhawarna and Lambagaon of Kangra district and Bharanj of Hamirpur district to facilitate the people of these areas.

Himachal: Sukhu launches scheme to increase state's green cover
Chief minister (CM) Sukhvinder Singh Sukhu on Monday launched the 'Rajiv Gandhi Van Samvardhan Yojana' from Hamirpur, which aims to increase the green cover in the state. Terming it as a significant step towards environmental conservation and community participation in forest management, Sukhu said that the scheme not only aims to increase the green cover by planting fruit-bearing trees on barren and degraded forest areas but will also generate employment and income for local communities by ensuring participation of mahila and yuvak mandals besides self-help groups. The CM handed over certificates in this respect to two Mahila Mandals from Nadaun, viz: Amlehad and Bhawdan, which will carry out the plantation activities on two hectares of forest land and ensure its maintenance for a period of five years. The CM also launched the 'Green Adoption Scheme'. In the initial phase, Ambuja Company would undertake plantation work on 25 hectares, while the Adani Foundation and UltraTech would adopt 10 hectares each. He handed over certificates to these organisations as a mark of official recognition. During the event, Sukhu also inspected the passing-out parade of the newly appointed van mitras and interacted with them. He said that the forest department had been facing a shortage of field staff, which posed challenges to forest protection. To address this, appointments of van mitras have been made based on merit, with many young women taking the lead in securing these roles. CM Sukhu assured them that the government was committed to framing future policies that safeguard their careers and recognise them as true guardians of the forests. 'The state government was focusing on women empowerment and the reservation for women in police recruitment has been increased to 30 percent and in Lahaul-Spiti, all key administrative officers, including the Deputy Commissioner were women with decision-making authority,' he said.

CM Sukhu inaugurates newly established SDPO office at Nadaun
Shimla (Himachal Pradesh) [India], June 3 (ANI): Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Monday inaugurated the newly established office of the Sub-Divisional Police Officer (SDPO) at Nadaun, aiming to strengthen the law and order infrastructure in the region. The SDPO office will oversee operations at Police Station Nadaun and Police Station Sujanpur, improving coordination, efficiency, and supervision of law enforcement activities. Covering a jurisdiction of 82 Gram Panchayats and one Nagar Panchayat (NAC), the new office is expected to enhance policing, ensure faster response times, and provide better administrative oversight. In addition, the Chief Minister also inaugurated the newly constructed 'Rajasva Sadan' at Nadaun, built at a cost of Rs 18.50 lakh, and dedicated the Panchayat Ghar in Kalur, constructed at a cost of Rs 1.14 crore. While addressing a gathering in Kalur, the Chief Minister said that when the construction of the Panchayat Ghar started, he was an MLA at that time and was happy to inaugurate it today. He announced that the liquor shop in Kalur will be shifted back to its previous location. He stated that ever since the state government has reinstated the Old Pension Scheme (OPS), the state has been facing financial restrictions from the Union government. 'As a result, Rs 1,600 crore as financial assistance to Himachal Pradesh has been curtailed by the Union Government,' he said. The Chief Minister further announced that the Rajiv Gandhi Day-Boarding School in Amlehar will commence from the next academic session. This will be the first CBSE-affiliated Rajiv Gandhi Day-Boarding School in the state. Along with quality education, the state government will also ensure nutritious meals in this school and in the coming years, around one thousand students are expected to enrol in this institution. He added that the state government has fixed a minimum support price of Rs 90 per kilogram for naturally grown raw turmeric, Rs 40 per kilogram for maize, and Rs 60 per kilogram for wheat. He also said that improvements in the state's healthcare services are underway and the medical college and a cancer hospital would soon be operational in Hamirpur. CM Sukhu also inspected the ongoing construction of a state-of-the-art Multipurpose Sports Complex at Kharidi in the Nadaun area. Being developed at a cost of Rs 65 crore, the facility is set to become a major hub for sports and youth engagement in the region. He directed the officers to complete the work by the end of this year. The modern complex will feature an 8-lane swimming pool, a shooting range, and dedicated spaces for wrestling, boxing, kabaddi, yoga, table tennis, and badminton. The Chief Minister stated that similar multipurpose sports complexes are being developed across the state to provide constructive avenues for youth and to help curb the menace of drug abuse. Emphasising the critical role of sports in promoting a healthy and disciplined lifestyle, the Chief Minister said, 'This sports complex will be a symbol of our commitment to nurturing talent and ensuring the physical and mental well-being of our youth.' Later, the Chief Minister also inspected the ongoing work at the Rajiv Gandhi Day Boarding School in Amlehar, within the Nadaun assembly constituency. MLA Sanjay Rattan, HRTC Vice Chairman Ajay Verma, Nagar Panchayat Nadaun President Shammi Soni, District Collector Amarjeet Singh, SP Bhagat Singh, Congress leader Captain Prithvi Chand, and other dignitaries were present at the event. Advt Advt New Delhi, In a significant order, the Supreme Court on Friday issued directions that the post-graduate medical entrance exam scheduled on June 15 be conducted in a single shift, saying holding it in two shifts "creates arbitrariness".A bench headed by Justice Vikram Nath directed the authorities to make arrangements for holding NEET-PG 2025 exam in one shift and to ensure that complete transparency is maintained and secured centres are identified."Any two question papers can never be said to be having an identical level of difficulty or ease," said the bench, also comprising Justices Sanjay Kumar and N V said normalisation may be applied in exceptional cases but not in a routine manner year after bench passed the order on pleas challenging a notification on holding the National Eligibility-cum-Entrance Test-Post Graduate (NEET-PG) 2025 examination in two top court said the total number of candidates who have applied for the examination is 2,42,678 and the test is held all over the country and not in one city."We are not ready to accept that in the entire country and considering the technological advancement in the country, the examining body could not find enough centres to hold the examination in one shift," the bench said."Holding examinations in two shifts creates arbitrariness and also does not keep all the candidates, who take the examination, at the same level," it said the examination is scheduled for June 15 and there was still more than two weeks for the examining body to identify further centres to hold it in one shift."We accordingly direct the respondents to make further arrangements for holding the examination in one shift and also ensure that complete transparency is maintained and secured centres are identified," the bench of the pleas was filed through advocate Sukriti Bhatnagar. Several lawyers, including advocate Tanvi Dubey, appeared in the counsel appearing for the respondents, including the National Board of Examinations in Medical Sciences (NBEMS), said even if efforts were made to identify more centres, it might need more time which might result into delay in holding the NBEMS is entrusted with the responsibility of conducting postgraduate and postdoctoral examinations in approved specialities leading to the award of Diplomate of National Board and Doctorate of National Board and Fellow of National respondents said consequently, the counselling might also be delayed which would not be in line with the timeline fixed by the apex court."This argument is also not accepted as there is still sufficient time for the examining body to identify sufficient number of centres for holding the examination in one shift," the bench top court observed it would be open for the respondents to apply for extension of time, if they find they were not able to identify required number of the counsel for the respondents repeatedly said the process of identifying centres might not be completed by June 15, the bench said they could seek extension of time and the court would consider that."It is for you to identify and pay for it. If you don't want to spend money, it is a different thing," the bench counsel appearing for the respondents said it was not a question of money."Now you burn little midnight oil and try to find the centres," the bench said."We have given you liberty to seek extension," the bench said, adding, "You have already made up your mind that you are not going to be able to do it without even trying. Try at least".It noted the other issued raised in the plea was regarding disclosure of question papers and answer keys on NBEMS's website after the declaration of said this issue would be considered after the examinations are held and posted the matter for hearing on July apex court noted that counsel for the respondents have opposed the plea to conduct NEET-PG examination in one shift on two said as per respondents, the number of candidates to appear in the exam was too large and it was difficult for the examining body to find secured centres to hold the test in one said the second ground was that if examinations were held in one shift, unscrupulous elements might get involved and there could be the hearing, the counsel for the petitioners said NEET-PG exam was a rank-based test and even one marks would make a huge difference in whether the candidate would get the preferred stream."You tell us why do you hold examination in two shifts?," the bench asked the counsel appearing for the counsel said these examinations were held online and there were limited safe centres having required the counsel appearing for one of the respondents said the schedule fixed by the apex court would be disturbed as holding the examination in one shift within 15 days would be difficult, the bench said, "Don't give this kind of a threat that the whole year will go and this will happen and that will happen".The lawyer appearing for another respondent said they have identified about 445 centres for multi shift examination and if it was to be conducted in one shift, they will have to identify about 900 odd centres.
