Trade war is not an easy win for Donald Trump, economists say

US President Donald Trump's latest tariff war is far more intense than the first one, but it will not be an easy win for the administration as US dollar assets are under pressure like never before and capital markets volatility could force Washington's hand in softening its stance, economists say. While the tariff war is among the leading threats, the even bigger risk is extreme policy uncertainty in Washington. It has forced nations to seek new alliances and has opened trade and investments avenues for neutral countries such as the UAE, economists told the third Capital Market Summit in Dubai on Tuesday. 'During the first round of the [Trump] administration, one politician said trade wars are beautiful and easy to win [but] this time around for the US administration, it's not going to be easy to win this war,' Sergei Guriev, Dean at London Business School, said. 'Sometimes you hear noises from the White House that they will punish countries trading with China, they will punish countries helping avoid tariffs, [but] I don't think they have capacity for that.' The world remains in very unsettled state with continued mercurial policymaking. However, the volatility in capital markets is a bit of a silver lining, as it is something that has forced Washington to walk back on some of its hardest policy positions. 'My optimistic angle is this administration seems to be sensitive to markets when it sees that people who are friends with administrations are losing money, when they see that capital markets, bond markets are nervous, they sometimes walk back,' said Mr Guriev, who was chief economist at European Bank for Reconstruction and Development at the time of the first Trump presidency, told the delegates. Mr Trump won the US election in 2024 on a promise of improving the economy, including reducing the cost of living, and impose stricter immigration policies. He followed through his campaign promise of imposing tariffs on US trade partners and allies, and levied historic duties that are threatening to disrupt global trade and break out of a full-blown tariff war with China, the world's second-biggest economy. He has put 145 per cent tariff rate on goods going to the US from China, while Beijing has responded with a 84 per cent tariff rate. He also levied stiff duties on partners across the EU bloc and other Asia economies that have clouded prospects for global economic growth. The uncertainty stemming from Washington's insistence on upping the stake in tariffs sent capital markets on a white knuckle ride from US benchmark index crashing from all time highs into correction in a short span of time, losing more than $6 trillion in the first two days of the so-called liberation day announcement in April. Bonds and other US-dollar denominated assets have also felt selling pressure, which forced the US administration to suspend the record-high tariffs for 90 days and levied 10 per cent broad-based duty while it negotiates individual trade deals. Markets still remain jittery and headline-driven and analysts say a clear heading of US dollar assets will not be determined until trade-related uncertainty is removed. 'Where I'm worried, I think, we'll see a lot of dollar volatility because this is something which we've never seen before,' Mr Guriev said. 'During volatile periods, people would usually flock into safe assets [but] the US dollar this time around, nobody's sure how safe US dollar assets are … this is something to think about, when you're a financial investor that how you hedge the US vulnerability?' While nations around the world have taken different approaches to deal with US tariffs, countries in the Middle East such as the UAE have maintained a 'more patient engagement' as it underpins its focus on its geographic advantage in trade and is charting policies to match it, Rajeev Sibal, senior global economist at Morgan Stanley, said. 'The Cepa [deals] that the UAE is negotiating have really opened a pathway,' he said. 'So, I think what's going to happen … you're going to see new trade channels being formed, and it's really going to be about recognising where the opportunity is, and if policy can help effectuate that change and here's the place that I think it is happening.' The UAE, the Arab world's second-largest economy and Dubai in particular has faced many similar cyclical headwinds in the past but the Emirates over the past five years has instituted structural changes that mean it is well-placed for growth despite external shocks, Simon Williams, chief economist CEEMEA, HSBC Middle East, said. Mr William and Mr Guriev said and neutral countries should continue to trade with everybody and it's a good idea to attract investments from both east and west, and benefit from that. 'I think if we converge on the structure of tariffs that Trump administration seems to be happy about – 10 per cent on everybody, 60 per cent on China – neutral countries that want to trade with everybody, will be the destination for trade and investment,' Mr Guriev said. 'And, of course, Emirates and Dubai in particular are best positioned to be this hub for global trade and I think this is the way to go.'

Work is under way on Dubai Metro's Blue Line project, Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, announced on Monday. He wrote on X that the foundation stone for the line's first station has been laid, adding that it represents an 'architectural icon'. Located in the Dubai Creek Harbour area, it will be called the Emaar Properties station and will be the highest metro station in the world at 74 metres. 'During the laying of the foundation stone for the first station on the Dubai Metro's Blue Line, which has a total benefit valued at Dh56 billion, the station represents an architectural icon that will be added to Dubai's cultural icons,' he said. 'It will be the first station on the Blue Line, which will extend 30km, bringing the total length of Dubai's railways to 131km and 78 stations.' He added that the Dubai Metro has transported more than 2.5 billion people since its launch, at an average of 900,000 per day, and that the new route will be a 'major addition' to the emirate's transport infrastructure. 'We continue to develop the city … we continue to build the best city to live in the world,' he concluded. What do we know about the Blue Line? The Blue Line is set to transform the north-east of the city, easing traffic congestion and establishing a direct link with Dubai International Airport. The Dh18 billion project will include 14 new stations and add 30km to the Metro network, with 15.5km underground. The expansion is part of the Dubai 2040 Urban Master Plan, which has easier commuting among its top priorities, to cater for a fast-growing population. Dubai's Roads and Transport Authority said the Blue Line would connect five principal urban regions of Dubai – Bur Dubai/Deira, Downtown/Business Bay, Dubai Silicon Oasis, Dubai Marina/JBR and Expo City Dubai. When completed, the Metro network will be 131km long and encompass 78 stations served by 168 trains. The number of Dubai Metro passengers is expected to exceed 300 million in 2026 and reach 320 million by 2031, Dubai Media Office reports. Where will it go? The new line will comprise two main routes that start with connections from the Red and Green Lines. The first route is to begin in Al Jaddaf at the Creek Interchange Station on the Green Line and will cross Dubai Creek on a 1.3km bridge. The route will pass through new stations at Dubai Festival City, Dubai Creek Harbour and Ras Al Khor, before reaching Dubai International City 1, which is an interchange station. The line continues towards Dubai International City 2 and 3 and on to Dubai Silicon Oasis, with the route ending at Academic City. This part of the line section is to span 21km and include 10 stations. The second route connects with the Red Line in Al Rashidiya at the Centrepoint interchange station. It will connect with new stations at Mirdif and Al Warqaa, before connecting with the interchange station at Dubai International City 1. The new line on this section is to be 9km and will include four stations. The travel time between these destinations is expected to be from 10 to 25 minutes. The project also includes the construction of a metro depot at Al Ruwayyah 3, beyond Academic City. US President Donald Trump on Monday said that nuclear deal talks between the US and Iran would continue on Thursday. The US and Iran are in discussions over a new deal that would put limits on Tehran's nuclear programme in exchange for sanctions relief. Mr Trump cautioned, however, that Iran has been "asking for things that you can't do". "They don't want to give up what they have to give up, you know what that is? They seek enrichment [of uranium]. We can't have enrichment," he said at an event at the State Department. "They have given us their thoughts on the deal, and I said, you know, it's just not acceptable." Washington last month submitted a proposal for a new nuclear deal, but Tehran deemed it "unacceptable". Iran is expected to present a counter-proposal soon. The issue of Iran continuing to enrich uranium has been a major sticking point between Iranian and American negotiators. Mr Trump said last week on his Truth Social platform that " WE WILL NOT ALLOW ANY ENRICHMENT OF URANIUM". The President added that he had spoken to Israeli Prime Minister Benjamin Netanyahu by phone about Iran, amid reports Israel was finalising plans to strike nuclear sites in the country. "They are good negotiators but they're tough. Sometimes it can be too tough," Mr Trump said. "We're trying to make a deal so that there's no destruction and death." Israel has warned that it could attack Iranian nuclear sites, pledging to stop Tehran from acquiring an atomic bomb. Mr Trump said last month that he has warned Israel against striking Iran. The call comes after Iran claimed at the weekend to have acquired a "treasure trove' of information about Israel's nuclear weapons. Israel is widely assumed to possess such weapons but will not comment on their existence. Mr Trump said Iran was involved in negotiations over ending the war in Gaza. "Gaza, right now, is in the midst of a massive negotiation between us and Hamas and Israel, and Iran actually is involved, and we'll see what's going to happen with Gaza," he said. "We want to get the hostages back." The US has been working for a ceasefire in Gaza between Israel and Hamas as the humanitarian situation in the enclave continues to worsen.
