Special Judge Kaveri Baweja appointed Delhi HC's Registrar Vigilance

The Delhi High Court has ordered the appointment of Special Judge Kaveri Baweja of the Rouse Avenue Court, who has handled multiple important cases, including the Delhi excise policy case in which former CM Arvind Kejriwal was arrested, as the Registrar (Vigilance) at the High Court.
'Hon'ble the Chief Justice has been pleased to appoint Ms. Kaveri Baweja, an Officer of Delhi Higher Judicial Service, presently posted as Special Judge (PC Act) (CBI), as Registrar (Vigilance) in this Court on a deputation basis with immediate effect,' read an administrative order.
Along with the excise policy case, in which she had remanded Kejriwal to the custody of the Enforcement Directorate and had denied regular bail to former Deputy CM Manish Sisodia, she also heard various other siginificant matters.
Among these was a 1984 anti-Sikh Riots case where she handed a life sentence to former Congress leader Sajjan Kumar. Judge Baweja had also recently stayed a trial court order, directing the Delhi Police to further probe BJP leader and Delhi law minister Kapil Mishra's alleged role in the 2020 Northeast Delhi riots.
Special Judge Arun Bhardwaj, who exclusively heard coal 'scam' cases, has been appointed as the new Registrar General of the Delhi High Court.
'Further, Hon'ble the Chief Justice has been pleased to appoint Mr. Arun Bhardwaj, an Officer of Delhi Higher Judicial Service, presently attached to the office of Principal District & Sessions Judge-cum-Special Judge (PC Act) (CBI), as Officer on Special Duty (OSD) on deputation basis and will be attached to the office of the Registrar General in this Court. He will take over the charge as Registrar General with effect from 01.05.2025,' read the administrative order issued by the Delhi High Court.

Chief Minister Bhagwant Mann on Monday tabled in the state Assembly the draft Punjab Prevention of Offences Against Holy Scripture(s) Bill, 2025, also known as the Anti-Sacrilege Bill, which mandates enhanced penalties, including life imprisonment, for those convicted of sacrilege-related crimes. After the Bill was tabled, Leader of Opposition Partap Bajwa sought that the debate on the draft Bill should take place on Tuesday as they need time for the same. The Speaker then announced that the Bill will be debated on Tuesday. The Bill covers sacrilege against sacred books including the Sri Guru Granth Sahib, Bhagavad Gita, Holy Bible, and Quran Sharif, among others. Under the proposed law, any person found guilty of sacrilege may face imprisonment ranging from 10 years to life. Those attempting the offence may be sentenced to three to five years, while individuals found abetting the crime will be punished in accordance with the offence committed. 'With the enactment of this law, the State seeks to further strengthen the ethos of communal harmony, brotherhood, peace, and amity. It will also act as a strong deterrent against anti-social and anti-national activities by ensuring severe punishment for perpetrators of this heinous crime,' a government statement said. It added that no specific legislation existed that directly addressed offences against holy granths, often resulting in leniency or evasion of serious action by the culprits. This new Act aims to fill that legal void by criminalising and prescribing punishments for acts of sacrilege across all sects and faiths. The government had summoned a special session of Vidhan Sabha to table the Bill following protests by Gurjeet Singh Khalsa, a Patiala native who has been protesting atop a telecom tower seeking stricter legislation over sacrilege involving holy books. The Cabinet note stated that there have been numerous incidents in the past involving the sacrilege of Sri Guru Granth Sahib and other revered books, deeply wounding public sentiment and causing unrest in society. While sections 298, 299, and 300 of the Bharatiya Nyaya Sanhita (BNS) address such issues, they do not prescribe sufficiently stringent penalties to serve as an effective deterrent. Considering the gravity of such offences and the imperative to preserve communal harmony and religious sanctity, the Cabinet found it necessary to introduce state-specific legislation, it said.

The CBI has booked a Nagaland University Dean for demanding a bribe of Rs 2 lakh from a vendor and harassing others who supplied equipment and UPS batteries to the department of Botany, an official said on Monday. Chitta Ranjan Deb, Senior Professor, Dean of School of Sciences, Department of Botany, Nagaland University, was booked for indulging in various corrupt and illegal practices with a predetermined intention to cause wrongful loss to the institution and corresponding personal pecuniary gain to himself, the official said. The FIR said, 'A Regular Case is registered Under Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018) against Dr. Chitta Ranjan Deb and investigation of the case is entrusted to… CBl, ACB, Guwahati.' A source revealed to the CBI that earlier some vendors had given bribe to Deb via ATM machines and bank accounts as he had shown favour to them in supply of various items to the Nagaland University. The FIR, registered by CBl, ACB Guwahati, on July 12, said that Deb was involved in wrongdoings related to favourable award of supply orders of scientific equipment and consumables to different bidders and companies against obtaining undue advantage or bribe. The CBI said information received from a source said that on various occasions Deb demanded undue bribe from Ravindra Kumar Jain of M/s Jaldhara and Company of Jorhat, Assam, against the supply order worth Rs 5 lakh which had already been delivered and for equipment/consumables worth Rs 23 lakh being procured from Jain. The CBI source further revealed that Deb had also demanded bribe from Gulzar Hussain of CS Power Solutions of Jorhat, Assam, in the matter of award of supply orders of UPS batteries and other items. The FIR was registered after the CBI was informed that Deb would be visiting Jorhat on July 12 in a bid to meet Jain for obtaining a bribe of Rs 2 lakh. The source further disclosed that Deb also planned to meet Gulzar Hussain for obtaining a bribe of Rs 15,000 on the same day.

Fake matrimonial profiles, morphed digital identities, luring individuals with scripted chats and manipulating them into parting with their money – the Delhi High Court on July 10 refused to grant bail to a Nigerian national accused in a case of fraud, taking into account the 'international and organised character of the syndicate' and the 'technical sophistication' of their methods. Denying bail to Paul Onyeji Atuh, Justice Shalinder Kaur, reasoned that 'the allegations against the petitioner are grave, both in terms of the modus operandi employed and the scale of the financial and digital fraud allegedly perpetrated.' The accused, Atuh, was booked for cheating in March 2022 by the Cyber Central District police station in New Delhi following a complaint by a woman who alleged that she was cheated of Rs 55,900 by an individual who had identified himself as 'Dr Ankit Verma', a Canada resident, on the matrimonial website According to the complainant, in December 2021, she received a message that 'Ankit Verma' had arrived at Delhi Airport from Canada and had been detained by Customs officials for carrying excessive foreign currency, and also received a call from an individual impersonating a Customs official, demanding a penalty of Rs 55,900. The complainant transferred the amount in two instalments the same day. A second demand was then made for Rs 1.5 lakh for 'clearance from the Ministry of Finance,' following which the complainant suspected foul play and lodged a formal complaint. Atuh, who entered India in 2020 on student visa, was arrested in the case in May 2022 from Greater Noida, the police said. He allegedly admitted to his involvement. The police probe later found that Atuh and two other accused operated using 26 bank accounts, 15 mobile phones, 20 SIM cards, two laptops, and four dongle devices. The police had also seized Rs 1.95 lakh in cash, and approximately Rs 4 lakh was frozen in various bank accounts. The accused operated across states and three offences were registered in this regard, including in Guntur and Shillong, officers said. The police identified a total of 17 victims, with cumulative losses amounting to Rs 33.73 lakh. 'The nature and scope of the operation, as revealed by the investigation, demonstrates that this was not an isolated or impulsive act of deceit, but a meticulously executed plan involving the use of fake profiles and digital morphing tools… Multiple other victims were also identified on the basis of contact numbers and screenshots recovered from the seized devices, with transactions running into lakhs of rupees,' the judge noted. Pointing out that this reflects a 'pattern of repeat and serial offences', the court said, 'The existence of the said FIRs in different jurisdictions further underscores that the petitioner's activities have not only been widespread, but also deliberately obscured using digital camouflage and fake documentation…' 'In the present case, given the international and organised character of the syndicate, the technical sophistication of the modus operandi, the presence of multiple victims and multiple FIRs, and the absence of any mitigating circumstance or compelling ground warranting bail, this Court is not inclined to exercise its discretion..,' the court observed. It also took into account that a co-accused in the case, who was granted bail in 2022, was declared a 'proclaimed offender' in January this year, thus making the accused a flight risk as well.
