Why Is Japan's Tiny Kurdish Community at the Center of a Political Storm?

On June 6, a group of parliamentarians within Japan's ruling Liberal Democratic Party (LDP) presented Prime Minister Ishiba Shigeru with a new immigration policy proposal. Under the title 'Aiming for Zero Illegal Foreign Residents,' the document outlined several measures to combat foreigners engaging in illegal work and fraudulent residency, in addition to misuse of public services. The LDP would later adopt the slogan as part of its campaign for the upcoming upper house election.
This hawkish tone contrasts with the LDP-led government's recent history of admitting foreign residents in record numbers. This is a result of numerous proactive immigration reforms, which included the expansion of foreign labor through the Specified Skilled Worker (SSW) program in 2019 – passed to combat chronic labor shortages. Part of the explanation for this shift in tone is the recent national attention garnered by the so-called 'Kurdish Problem,' referring to perceived issues related to Japan's Kurdish community, who primarily reside in the cities of Warabi and Kawaguchi in southern Saitama Prefecture.
Kurds have been living in Saitama since at least the early 1990s, mostly without attracting much national attention. However, recent tensions began to rise following an incident that occurred in July 2023 in Kawaguchi. After a personal dispute among members of the Kurdish community led to an attempted murder, about 100 Kurds related to the concerned parties crowded a local hospital, which eventually had to temporarily disrupt emergency services.
Since then, right-wing groups and provocateurs have frequently targeted the Kurdish community, citing crime and assimilation concerns. In the online space, Japanese national broadcaster NHK recently found a staggering 25 million incendiary Japanese-language social media posts targeting Kurds in the two-year period leading up to April 2025. Unsurprisingly, this has translated into the real world as well, with far-right groups regularly appearing in southern Saitama in organized demonstrations against the Kurds that proliferate hate speech.
What has changed recently is the issue's salience beyond the fringes of the far right. LDP heavyweight Kono Taro, who has served in several prominent cabinet positions, recently highlighted Saitama's Kurdish community on his personal blog, calling for rigorous measures to combat 'bogus refugees.' At the end of May, current LDP policy chief Itsunori Onodera visited Kawaguchi, where he underscored that 'public order is at the core of coexistence.' He chairs the parliamentary group that would later draft the immigration policy proposal mentioned above.
Clearly, issues surrounding the Kurds have become prominent enough to impact policy at the national level. But why?
By all accounts, there are approximately 2,000-3,000 Kurds in Japan, mostly hailing from southeastern Turkey and holding Turkish citizenship. As of the end of 2024, Japan had more than 3.6 million foreign residents, meaning that Kurds account for less than 0.1 percent of the total population of immigrants. The continuous spotlight placed on the Kurdish community is completely disproportionate to its actual size.
Looking at local crime statistics, Turkish passport holders – who are not all necessarily Kurds, although they form the majority – committed 44 crimes in Kawaguchi in 2023. While this means that they have a higher crime rate than some other nationalities, the chief of the Saitama Prefectural Police himself underscored that 'regarding individuals of Turkish nationality… we do not assess the crime situation in Kawaguchi City as particularly severe.' While local residents have also pointed out other sources of tension, such as illegal dumping of garbage or noise-related nuisances, these problems could and should stay at the community or municipal level and be addressed there.
However, given the national attention the Kurds have received, realistic solutions at the national level should be explored as well. One of the primary causes of the socioeconomic precarity that the Kurds face, which undoubtedly contributes to their marginalization and can lead to problematic behavior, relates to their unstable status within Japan's immigration control regime. This is for two main reasons: some Kurds entered Japan via Turkiye's tourist visa exemption and overstayed to work, a common pattern among migrants in the 1990s and 2000s. Others entered through the same pathway but applied for asylum on the grounds of persecution faced back home. These two patterns can overlap, especially when undocumented Kurds apply for asylum after being detained, resulting in an overall deep entanglement with Japan's asylum and immigration detention system.
According to widely circulated data that Kono obtained from the Immigration Services Agency (ISA) – which is not publicly accessible at time of writing – about 75 percent of Turkish nationals living in Kawaguchi are stuck in an unstable visa situation. This translates to 1,652 out of 2,206 residents, the vast majority of which are on provisional stay visas (906) or under provisional release (717). The former status is granted to asylum seekers whose cases are being reviewed, while the latter is a temporary release from immigration detention due to a prior violation. Especially Kurds on provisional release, who are oftentimes also asylum seekers or have had their application rejected, are stuck in limbo, unable to work legally or access social benefits and thus forced into precarity. A recent policy change also allows for easier deportations after multiple failed asylum attempts.
Japan's asylum system is notoriously restrictive, and arguably even more so in the case of the Kurds. Some Kurds in Japan have clearly faced genuine persecution in Turkiye, especially in the 1990s and when the peace process temporarily failed in the mid-2010s. Yet only one Kurd has ever been granted refugee status in Japan – and that took multiple appeals, despite visible signs of torture.
The amicable diplomatic relationship between Japan and Turkiye probably also contributes to the status quo. In an unprecedented move, immigration officials famously visited southeastern Turkiye – at times together with Turkish military officials – to assess the validity of Kurdish asylum claims in 2004. The claims in question were subsequently rejected.
At the same time, there is also a subset of Kurds – including those in the asylum process – that migrated more traditionally, via kinship networks and with primarily economic motivations or due to family connections. There are currently dozens of Kurdish demolition companies in Kawaguchi, and the area's proximity to Tokyo provides ample economic opportunities. Furthermore, following a proclamation by the jailed leader of the Kurdistan Workers' Party (PKK), Abdullah Ocalan, the group has disarmed, a major step toward ending the military stage of the conflict in Turkiye. All of this makes formal resolution of Kurds' immigration status in Japan through the asylum process even more unrealistic than it already was.
A realistic solution is thus to move the issue away from the asylum process altogether. Many Kurds have been living in Japan for decades, speak the language, and have raised families in the country. Expelling them now would be both unrealistic and impractical. Japan lacks an amnesty process, and given the current political climate, it is unlikely to introduce one. A more practical solution would be a one-time program to integrate long-term Kurdish residents – excluding those who have committed violent crimes – into Japan's recently expanded labor migration system, such as the aforementioned SSW program. Many Kurds already possess language skills and cultural familiarity and should be given the opportunity to lead a stable life while contributing to Japan's economy, which desperately needs workers.
For recent and new arrivals with flimsy asylum claims, the LDP's proposal to increase immigration capacity should lead to swifter resolutions. This will lead to some deportations. However, the government should simultaneously build up labor migration pathways in Turkiye, including in the southeast, as it has done with countries in South and Southeast Asia. The best way to avoid irregular migration is to provide a viable legal alternative. It would thus behoove Japan's policymakers to pursue realistic policy solutions in lieu of being swayed by sensationalist headlines.

His political survival likely hinges on whether a party leadership race will take place following the LDP's decision to have its election committee canvass the opinions of party members and prefectural chapters on the subject. There is only one clear way to force an election midway through Ishiba's term as party president, which ends in September 2027 — the recall clause in the LDP presidential election rules. He could also resign voluntarily but so far, he has insisted that he will remain in office. The focus now is on whether Ishiba's critics can gather enough support to meet the requirements of the recall clause. Here's what the rules say, and what can be expected in the coming weeks. What are the rules? Under Article 6, a presidential election can be held before the president's term ends if a majority of the LDP's parliamentary members and representatives of prefectural chapters call for it. The LDP currently has 295 parliamentarians. The additional 47 prefectural representatives means there are a total of 342 eligible votes, making 172 the magic number needed for a presidential election to be held. Who wants Ishiba out? Ishiba is facing intense pressure from former members of a party faction once led by the late Prime Minister Shinzo Abe and another previously headed by former Secretary-General Toshimitsu Motegi, both of which have been disbanded. He is also feeling the heat from members of former Prime Minister Taro Aso's faction — the only group that remains active in the LDP. The former Abe faction members in particular are Ishiba's most vocal critics. But they were also deeply involved in a slush funds scandal that is seen as one of the reasons for the LDP's Upper House election defeat last month. Despite calls for him to step down, Ishiba insists he will remain in office. Those seeking to replace him, however, forced the party to hold a meeting of parliament members on Friday. During the meeting, it was decided the party's election committee would seek the opinions of all party lawmakers and prefectural chapter representatives on whether or not to hold an election. What are the prospects for a presidential election? While much uncertainty remains, it is clear that not everyone wants to oust Ishiba. When the party's youth division met online with its counterparts in the prefectural chapters Tuesday, they were split on whether to hold an election or not. 'Everyone shared the opinion that the responsibility does not lie solely with the president. But there were also voices saying the party needs to start afresh,' said Yasutaka Nakasone, who heads the division. An NHK poll released Tuesday showed 49% of respondents supported Ishiba's decision to continue while 40% were against it; 11% either said they were undecided or didn't respond. Among LDP supporters who responded to the poll, 69% agreed with Ishiba's decision to stay on while 23% opposed it. There were also voices among supporters saying it was not just Ishiba's leadership but also the LDP's money scandals that led to the party's election defeat. The NHK poll, conducted over the weekend, also showed an approval rate of 38% for the Ishiba Cabinet, a 7-percentage-point increase from July. What are the next steps? How and when the election committee asks party members and prefectural chapters for their opinions remain undecided, although media reports say the first meeting may be held as early as next week, after the Bon holiday is over. The anti-Ishiba camp is expected to rally support for the leadership race during the holiday when they return to their constituencies. Political tensions between the pro- and anti-Ishiba camps could also further complicate things when, at the end of the month, the party compiles a report on why it performed poorly in the July Upper House election. LDP Secretary-General Hiroshi Moriyama has said that he will decide whether to remain or step down at that time. (Jin Naganuma) TSURUGASHIMA, Saitama Prefecture—After being pushed into a corner by online critics and her colleagues, an assembly member here who seeks to end discrimination against foreigners is gradually gaining support. Earlier this month, the city assembly of Tsurugashima in Saitama Prefecture adopted a resolution calling on member Megumi Fukushima to refrain from using her official title in posts on social media. The problem was that her posts, such as 'Oppose discrimination against foreigners,' were angering certain elements, leading to bomb and death threats. The 18-seat assembly's unusual resolution was approved in the name of ensuring safety. But reports of the resolution have now raised criticism against the assembly. Yoko Shida, a professor of constitutional law at Musashino Art University, said that for assembly members, public expression via social media and street activities 'is a crucial form of communication, and the right to explicitly state their official title falls under freedom of expression.' Shida said the Tsurugashima city assembly's request to Fukushima to refrain from using her title 'constitutes a restriction on her freedom of speech.' Whatever the case, Fukushima said she has no intention to comply with the resolution, which is not legally binding. BATTLING 'HATE SPEECH' Tsurugashima is a bedroom community of around 70,000 people located near the center of the prefecture. Fukushima, 44, who was born and raised in the city, was first elected to the assembly in 2023, running as an independent. She gained 827 votes. She is one of three female assembly members and is its second-youngest member. Fukushima has been active on social media platforms, such as X and YouTube, and identifies herself as a member of the Tsurugashima city assembly. Her posts oppose discrimination against foreigners, including the Kurdish community in the prefecture. Her content also shows herself protesting 'hate speech' sites. According to Fukushima, the backlash against her surged immediately after she posted in March about her attendance at a Kurdish festival. In mid-June, one of her critics uploaded a post on X that included the city government's phone number and urged people to 'make protest calls' against Fukushima. Over two months to late July, the city government and the city assembly secretariat received about 150 opinions regarding Fukushima's words and actions through emails and telephone calls. The majority of messages demanded her resignation or stated she 'lacks the dignity of an assembly member.' In response, Yoshihiro Uchino, 60, chairman of the city assembly, asked Fukushima on three separate occasions to refrain from posting on her social media accounts. Fukushima refused, saying, 'Local assembly members who fight against discrimination are needed.' The situation took a dark turn on the evening of July 22, when a message was delivered through the city's online contact form. It stated: 'During July, I will kidnap and stab to death Tsurugashima city assembly member Megumi Fukushima with a knife. I will bomb Tsurugashima city hall at 1 p.m. on July 25.' City officials immediately consulted with Saitama prefectural police. According to the city assembly secretariat, the assembly held an all-member meeting the following day, July 23, to discuss how to respond to the threat. But Fukushima did not attend. Citing disruptions to city hall operations and identifying Fukushima's public statements as a contributing factor, the assembly decided to issue a resolution. 'I thought the city assembly needed to take some kind of action to quell the turmoil,' said Motomitsu Yamanaka, 62, a member of the assembly's Komeito faction who proposed the resolution. Due to the threatening message, the assembly canceled an Aug. 3 event planned for elementary school students to experience and learn about the city assembly system. Tadayoshi Ota, 76, an assembly member of the Japanese Communist Party faction, said, 'I supported the submission of the resolution out of a desire to resolve (the situation).' On Aug. 4, the city assembly adopted the resolution concerning Fukushima by a vote of 14 to 1. The two-member JCP faction—consisting of Ota and Yukihiro Kojima, 73—initially supported the resolution. However, they reversed their stance before the final vote after concerns were raised from within the JCP that the resolution 'could restrict Fukushima's activities.' Ota abstained from voting while Kojima cast the only dissenting vote. 'The resolution amounts to censorship and ultimately plays into the hands of the perpetrator (who made the threat),' Kojima said. Chairman Uchino on Aug. 5 defended the assembly's move. 'There is absolutely no intention to restrict (her) political speech,' he told reporters. 'It is simply a request for a little consideration.' One assembly member who voted in favor said, 'It was a difficult decision made with the city residents in mind.' WE'RE NOT KAWASAKI The Kawasaki city assembly in Kanagawa Prefecture chose a different approach when a death threat was made against a female assembly member who had advocated the eradication of hate speech. In late July, under the chairperson's name, the Kawasaki city assembly issued a statement, stating, 'Physical or psychological attacks against freedom of speech, even if merely implied, risk creating a chilling effect and, as an act that undermines the very foundation of parliamentary democracy, are absolutely unacceptable.' Fukushima apparently brought up Kawasaki's strong stance against threats to her assembly's leaders. She held a news conference in Tokyo on Aug. 5 and said she was told by the chair and vice chair of the Tsurugashima city assembly, 'Kawasaki is Kawasaki, and we are us.' Fukushima said, 'I am disappointed with the Tsurugashima city assembly's response.' Since the resolution was reported by news media, the city government and assembly secretariat said they have received more than 140 comments. While negative views of Fukushima continue, there has also been an increase in criticism directed at the resolution itself, with some people questioning whether it impedes freedom of speech, they said. THREAT TO DEMOCRACY Professor Shida repeated the concern raised by Kojima. 'By imposing restrictions on the assembly member's speech in this instance, the city assembly has inadvertently empowered the perpetrators and caused a serious distortion in freedom of expression, a cornerstone of democracy,' Shida said. 'While the reality may be that the city assembly aimed to peacefully resolve the situation marked by an onslaught of protests and even bomb threats, by passing a resolution that catered to the intentions of a few individuals who voiced extreme opinions, it has effectively validated their views. 'It is desirable for the city assembly to voluntarily withdraw the resolution, arguing that it is inconsistent with the spirit of the Constitution."
