While Ratcliffe, 72, went on to buy a 25 per cent stake in the club, Jassim had been attempting to purchase it in its entirety - pledging to wipe their staggering debt in the process.
Taking into account money borrowed and transfers still being paid for, the Red Devils are said to owe around £1bn.
Ratcliffe has endured a bruising first 18 months as United co-owner.
The Red Devils have just secured their worst finish of the Premier League era, while former boss Erik ten Hag was sacked last October.

The Dutchman's successor Ruben Amorim has so far been unable to stop the rot, while the Red Devils' difficulties have extended to off the pitch.
Ratcliffe has bemoaned the club's financial woes, with drastic cuts including 450 redundancies.
According to the Telegraph, Jassim and his associates have not given up on one day purchasing the Red Devils.
Qataris looking to buy a major European football club would likely consult Paris Saint-Germain owner Nasser Al-Khelaifi, given his vast experience and bulging contacts book.

Al-Khelaifi, 51, has owned PSG since 2011, while he also chairs the European Club Association, as well as Qatari broadcaster beIN Sports.
Interestingly, legendary former Man Utd boss Sir Alex Ferguson was a special guest of Al-Khelaifi's in Munich over the last few days.

As part of their 2023 deal, the Glazer family can sell United from under Ratcliffe.
But the British billionaire does possess the right to make an offer on any share sale.
Sheikh Jassim refused to engage in a public PR campaign while trying to buy United in 2023.
And precious little is still known about the mysterious would-be Old Trafford chief.
It remains to be seen whether Jassim would shift tactics, should another Man Utd opportunity come up.
In February 2024, Ratcliffe cast doubt over whether Sheikh Jassim even exists.
The United co-owner said: "Still nobody's ever seen him, actually.
"The Glazers never met him. He never… I'm not sure he exists.'

Belarus see late FIFA plea for Scotland visit rejected

Scotland face the former Soviet nation in the qualifiers, along with Denmark and Greece, later this year. Belarus open their new 33,000-capacity National Football Stadium next week with a friendly in their capital against Russia. Read more: But they have been banned for four years now from hosting games both in international and European competition because of their support for Russia over the war in Ukraine. However, they made a final appeal to world football's governing body last month at their congress in was rejected. And they will now almost certainly host Scotland in either Hungary or Azerbaijan, who hosted their national and domestic teams in European competition this season. Belarus FA president Andrei Vasilevich revealed: "We had a series of talks with FIFA representatives in Paraguay at their congress. "Unfortunately, we understand that the stumbling block is the closed airspace in the territory of our country. "I think that when this factor changes, it will be much easier for us to negotiate and host matches. "As of today, I can't say where we will play our World Cup matches, but negotiations are continuing with other countries' associations."

Gary Neville names four Man Utd stars who must leave this summer and the transfer exit that's a ‘step too far'

He's also pinpointed one player who can't be allowed to leave - despite speculation linking with with an exit. They finished the campaign 15th in the Prem table with 18 fewer points than last season. United also failed to qualify for European football after losing to Spurs in the Europa League final last month. Several players are now expected to be sold in the coming months, with Sir Jim Ratcliffe targetting a rebuild. Speaking on the It's Called Soccer podcast, the 50-year-old said: "Marcus Rashford has to leave for him and the club. I think that ship has sailed and he needs to find himself another club. "I would worry that Aston Villa haven't announced that they're keeping him already because I think that could have been an easy deal to do with United if they were going to keep him, so it sounds to me like Villa aren't going to keep him. "I would say for Marcus' sake and for United's sake that it feels like that path has come to an end." He continued: "I feel a little bit similarly with him as I do with Marcus. I'd be a bit concerned that Chelsea haven't made the noises that they're going to keep him. Rashford to Inter Milan? Since Neville's comments, it's emerged that Chelsea will NOT take up their option to sign Sancho. The former England right-back also believes that Man Utd should consider selling Antony to a club in Spain following his loan spell with Real Betis. Neville explained: "I can imagine he was absolutely going under while he was at Old Trafford. "He's gone to Spain and having seen a couple of players that I played with not do it Old Trafford but do it in Spain… I think he's suited down to the ground and it's been proven. "Over there, there's a different tactical awareness, there's a different technical ability and there's a way of playing that's just more suited to players. "The players I'm referring to are players like Kleberson or Diego Forlan. It just didn't quite happen for them but they had really good careers and I think there are players like that who just aren't suited to a league. "I think Antony is perfect for Spain and, again, somebody who Manchester United should facilitate leaving. It's best for Antony and best for the club." Alejandro Garnacho has been embroiled in a public fallout with United head coach Ruben Amorim over the last few weeks. The 20-year-old was left furious after being limited to just 20 minutes of match time in last month's Europa League final defeat in Bilbao. His brother then claimed that he was "thrown under the bus" by Amorim. Garnacho has now been told that he will not have a place in the Man Utd squad next season. And Neville believes the club should cash-in on the forward when they can. He continued: "I think if players are taking on the manager and if players are questioning the manager in public through social media or through other means, the manager has to win. "If the manager doesn't win, the manager has to leave and I don't think that's going to happen this time. That's happened far too many times before. I think Garnacho will leave purely because of that, I think they've had enough. "Garnacho can play in the Premier League, no doubt, but I think he'll love it in Spain, he'll thrive over there, he'll score goals. He'll probably be someone next season that we're all looking back on thinking, 'Why didn't Manchester United keep him?', that type of thing will probably happen, there's an element of that, but I think he has to go. "That's not me throwing my toys out the pram and saying, 'Get him out the club'… no, for him and the club, I think it's right that he goes. "Those four players should leave, not just because Manchester United should let them go, but because they should go and find themselves a place in their lives where they can go and play football because it's not at Old Trafford." Kobbie Mainoo is another player who has been linked with an exit in recent months. However, Neville insists he still has a place at Old Trafford and could be a crucial asset for the Red Devils in the future. "Mainoo, no. That's a step too far," he concluded. "If we can't give Kobbie Mainoo a job in that two in midfield… I look at Mainoo and the way he plays football and I think a top club would want him. "Why can't we make him a top player? If he's one of ours and he's shown talent. "I don't know what's gone on there in the last few months. He's obviously had some injuries which has caused him a problem so he needs to stay fit, but I'd like to think he could be one of that two in midfield that Ruben Amorim plays. "It's probably not Casemiro as his partner and it's probably not Ugarte as his partner, it's probably someone else in there who is better than those two, if I'm being honest. "But we should be building around Kobbie Mainoo in central midfield and not because he's come through the ranks." The Red Devils have already made one signing this summer. Matheus Cunha has joined in a £62.5million transfer from Wolves. Bryan Mbuemo looks set to follow after choosing to join the club over any other Premier League side.

UK threatens to sue Abramovich to release frozen money from Chelsea sale

LONDON, June 3 (Reuters) - The British government has said it is fully prepared to take Russian businessman Roman Abramovich to court to help release frozen funds from his sale of Chelsea soccer club that were intended to help victims of Russia's war in Ukraine. Britain sanctioned Abramovich in a crackdown on Russian oligarchs after Moscow's 2022 invasion of Ukraine, triggering a rushed 2.5 billion pound ($3.4 billion) sale of the club on condition that the money would be used to create a humanitarian charity. The money has been frozen in a British bank account because of a disagreement between Abramovich and the government over how the money should be spent, according to people with knowledge of the matter. They said Britain wants the funds spent only in Ukraine in line with a wider European push for Moscow to foot the bill for the deaths and destruction caused by its full-scale invasion but Abramovich wants the money to go to all victims of the war. British finance minister Rachel Reeves and foreign minister David Lammy said in a joint statement the government was ready to take Abramovich to court. "We are deeply frustrated that it has not been possible to reach agreement on this with Mr Abramovich so far," they said. "While the door for negotiations will remain open, we are fully prepared to pursue this through the courts if required, to ensure people suffering in Ukraine can benefit from these proceeds as soon as possible." New York-based law firm Kobre & Kim, which represents Abramovich, did not immediately respond to a request for comment. Reuters reported in March that Britain was considering legal action over the issue. George Foulkes, a member of parliament's upper house who has campaigned for ways to release the money, said the government may look at ways to use other frozen Russian assets to help victims if a legal route cannot be found to resolve the disagreement. "It is symbolic, and I think if we can do this it would set a precedent, and we could look at all the other money tied up in property, banks and overseas territories," he told Reuters. Chelsea was sold to a consortium led by U.S. investor Todd Boehly and private equity firm Clearlake Capital in May 2022. The sale hinged on Abramovich not benefiting from it. ($1 = 0.7398 pounds)
