
Delegation from Bhutan meets CM

Guwahati: An 11-member delegation from Bhutan's Gelephu Mindfulness City Project met Assam chief minister Himanta Biswa Sarma on Tuesday. The delegation is on a visit to Assam and Meghalaya .
The Gelephu Mindfulness City is an ambitious urban development initiative in Bhutan, envisioned by King Jigme Khesar Namgyel Wangchuck. It aims to create the world's first 'mindfulness city', integrating economic growth, sustainable living, and holistic well-being, all rooted in Bhutan's unique philosophy of Gross National Happiness (GNH) index.
The delegation included members of the core working group of the project and officials from the Royal Bhutanese Consulate General.
Welcoming the delegates, Sarma said Assam govt, aligned with the vision of PM Modi, stands committed to supporting this project.
He assured the delegation of cooperation and collaboration from the state administration in working closely with both the Royal Government of Bhutan and the Core Working Group.
The Chief Minister noted that the project would serve as an important platform to deepen institutional collaboration as well as people-to-people ties between Assam and Bhutan.

He also highlighted the project's potential benefits for the youth of both regions through opportunities in education, skill development, entrepreneurship, cultural exchange, and more.
Sarma encouraged the delegation to visit key institutions in Assam, such as institutions of higher education and medical facilities, to explore further areas of synergy and cooperation. He also invited them to make use of various state-run facilities that may serve as models or partners in developing the Gelephu Mindfulness City.
Recalling His Majesty King Jigme Khesar Namgyel Wangchuck's previous visit to Assam, the Chief Minister expressed his desire to host the entire royal family in the future.
The Bhutanese delegation was led by Dasho Arun Kapur and included former Chief Justice of Bhutan Dasho Tshering Wangchuk, Member of the National Council of Bhutan and MP Dasho Tashi Wangyal, along with other members of the Core Working Group of the Gelephu Mindfulness City (GMC) project. Two officials from the Royal Bhutanese Consulate General - Consul General Jigme Thinlye Namgyal and Consul Phurpa Tshering - were also present.

Shoot-At-Sight Orders In Assam's Dhubri Amid Communal Unrest
Guwahati: The police in Assam's Dhubri issued shoot-at-sight orders after recovery of meat near a temple on Sunday flared communal tensions in the district. Announcing the order, Chief Minister Himanta Biswa Sarma said his government will not tolerate disturbances. Prohibitory orders were imposed in Dhubri on Monday to contains protests that erupted over the discovery of meat, but were withdrawn on Tuesday. He said the Rapid Action Force and Central Reserve Police Force will be deployed in Dhubri to keep the law and order situation in check. "Anybody coming out at night or throwing stones will be arrested. All those who have taken law into their hands will be dealt with severely," he said. Mr Sarma said that on the day after the Bakrid festival on June 7, a cow's head was found in front of a Hanuman temple, following which peace committees comprising both Hindus and Muslims appealed for harmony. The next day, a cow's head was again kept in front of the temple and stones were thrown at night, he added. The Chief Minister added that a Bangaldesh-backed organisation Nobin Bangla had put up provocative posters, highlighting the demand to include Dhubri in Bangladesh. "These posters indicates that a communal force backed by Bangladesh is active in Dhubri and they are working to destabilise the district," he further said. Mr Sarma also alleged that a "new beef mafia" has emerged in Dhubri, which procured thousands of animals just before Bakrid. ''This has come to my knowledge and I have ordered an inquiry into this. I have directed the authorities to arrest who has started this cattle trade,'' he said. He said that that he will stay in Dhubri on the day of Eid next year and guard the Hanuman temple through the night, if required.

Assam CM orders shoot-at-sight in restive Dhubri
Assam Chief Minister Himanta Biswa Sarma on Friday (June 13, 2025) gave a shoot-at-sight order to check communal tension in Dhubri town, about 290 km west of Guwahati. The town, headquarters of the Dhubri district, has been on edge since the severed head of a cow was found in front of a Hanuman Temple on June 8, a day after Id-ul-Azha (Bakrid) was observed. 'The matter was resolved as leaders from both communities met, but the head of another cow was placed at the same spot the very next day, escalating tension,' Mr. Sarma told journalists after visiting Dhubri to assess the law-and-order situation there. 'I have ordered a shoot-at-sight in Dhubri if any kind of untoward situation happens. The order is applicable for any illegal activities, including stone-pelting,' he said. The Chief Minister also issued a directive to immediately arrest all known criminals in the district, which he said has been targeted by fundamentalist forces in Bangladesh for a long time. 'Central security forces have been deployed in the communally sensitive areas to maintain peace and order,' he said. He also said there was an organised attempt to incite communal unrest through a campaign to make Dhubri a part of Bangladesh. He said secessionist posters attributed to a group named 'Nabin Bangla' were pasted in parts of the district – one even on an Army Signals infrastructure – calling for a fight to make Dhubri a part of Bangladesh. 'A series of events aimed at stoking communal violence indicates a Bangladeshi force is at work in Dhubri,' he said. Mr. Sarma further said that a new network of cattle smugglers has increased its activities over the past few months, bringing in cattle in large numbers from West Bengal. 'We will investigate who is behind this network,' he said, asserting the government's commitment to enforcing law and order and defeating all communal forces. Muslims, mostly Bengali speakers, are in the majority in the Dhubri district. According to the 2011 Census, Muslims account for almost 74% of the district's population.

He said that the government would take strong action against those fomenting trouble. During his visit to Dhubri on Friday, Sarma affirmed that the government would act decisively against those fomenting unrest. 'A particular group has become active in Dhubri with the intention of damaging our temples. Shoot‑at‑sight orders will be enforced after 6 pm. Anyone caught pelting stones will be dealt with on the spot,' he said. Sarma said the group 'Nabin Bangla', which advocates for Dhubri's inclusion in Bangladesh, posted posters around Eid, a sign of potential cross-border influence. He linked the incidents to attempts to 'weaponise dirty tricks' such as cow heads and beef to provoke unrest. He also directed the Dhubri SP to arrest local criminals and ordered non-bailable warrants for those identified. Additionally, he initiated a probe into a 'beef mafia' allegedly responsible for bringing thousands of cows from West Bengal ahead of Eid. "I will be here next Eid; even if it means guarding the Hanuman temple myself overnight,' Sarma said. He appealed for community cooperation, urging traders to install CCTV cameras, and offered government-provided cameras to mosques and temples as needed. He announced that RAF, CRPF, and other forces would be deployed in Dhubri. 'We don't have a shortage of security personnel; we have one lakh police personnel. Dhubri will receive whatever is necessary,' he said.
