Pension remarks meant to show govt's delay in payment, arrears: Venugopal
Congress general secretary K C Venugopal on Wednesday clarified that his remarks about welfare pension disbursement by the Kerala government were aimed at showing how much delayed it was and that arrears were partially cleared usually close to elections.
Venugopal, the MP from Alappuzha Lok Sabha constituency, said his remarks were "deliberately misinterpreted" by the CPI(M) to "mislead" the people.
"I did not say anything against the beneficiaries who deserve to get the pension on time. I only intended to point out the state government's priority with regard to its payment.
"Last year, two out of seven months arrears were paid just before the Lok Sabha polls. This year, one month's arrears is being paid just before the by-poll," he told reporters.
He alleged that while the government has enough funds to take care of "PR work" for itself and Chief Minister Pinarayi Vijayan, it is unable to pay pension arrears on time or increase the honorarium of Accredited Social Health Activist (ASHA) workers.
Venugopal's clarification came a day after the ruling CPI(M) in Kerala slammed him over his alleged remarks that the welfare pension given by the government was an 'election bribe'.
The Left party had termed his alleged remarks as baseless" and claimed that it was intended to mislead the public.
It also said that the Left government has been paying Rs 1,600 as welfare pension to around 62 lakh beneficiaries since it came to power in 2016.
On Wednesday, while speaking to reporters, Venugopal claimed that the amount of Rs 1,600 being given by the government was done by combining several other pensions in the name of pension revision.
He also claimed that there were huge arrears in funds to be given to the various workers' welfare boards in the state.
The Congress leader said his intention was to point to the huge arrears of pension and how they are partially cleared close to the polls, but he never meant that the beneficiaries are not eligible for it.
"The beneficiaries are eligible for it. They should get it. They need to get it on time," he added.
Besides Govindan, state ministers K N Balagopal and V Sivankutty too had criticised Venugopal over his alleged remarks and they had demanded that he and his party apologise for it.
Venugopal's alleged remarks came during a speech as part of the ongoing by-poll campaign in Nilambur.

The Bombay High Court has directed the Malegaon administration in Nashik district of Maharashtra to not take any coercive action against people occupying land around an ancient fort 'Bhoikot killa' in Malegaon. The petitioner claimed that there were over 300 families living around the fort. The petitioners stated that they have documentary proof to state that they have been living in their homes around the fort for the last 40 years and their structures have already been regularised by the local Manisha Desai, appearing for the petitioners, pointed out that a Gymkhana and school are already running inside the archaeological site and no action has been taken against the same. However, the action is initiated only against the occupants who are outside the archaeological Government Pleader PP Kakade appearing for the state, took time to take instructions, but pointed out that the homes for rehabilitation of families have already been constructed and the families only have to pay Rs 20,000 and take possession. It is only after the rehabilitation is done that the demolition of illegal construction around the fort will be the court said that people undergoing rehabilitation shouldn't have to pay for taking possession of their new homes. Sopping spree to boost state reforms: Centre outlays incentives via Rs 1.5 lakh cr scheme for FY26
New Delhi: The Centre has laid down reform goalposts for states in mining, urban development and planning, electronic enforcement of road safety, and land reforms , promising incentives through the budget capital expenditure scheme on milestones being achieved, said people with knowledge of the matter. The total outlay under the Special Assistance to States for Capital Investment (SASCI) programme for FY26 is Rs 1.5 lakh crore through 50-year interest free loans, they said. As much as Rs 5,000 crore has been earmarked for mining reforms . This is tied to putting in place aminor mineral mining policy and operationalising awarded blocks among other measures. Urban planning reforms get a Rs 13,000 crore incentive, continuing the push from recent years. Focus on Priority Areas The centre is urging states to undertake policy changes that drive sustainable urbanisation and improve ease of doing business. Under the SASCI scheme for FY26, another Rs 3,000 crore is for reducing road traffic fatalities . This incentive is linked to halving the number of such deaths on state highways. The SASCI programme was started during the Covid-19 pandemic and has continued since with allocations being significantly ramped up. Guidelines have been tweaked to ensure states concentrate on the Centre's priority areas. Timebound goals Timebound and focused reforms have been devised to ensure concrete outcomes, said the officials cited above. ' Among other incentives, a state will be eligible to receive Rs 300 crore if it operationalises at least 10% of the major mineral blocks which were successfully auctioned till March 31, 2025,' a senior official told ET. Delayed operationalising of mineral blocks has been a concern for the Centre. India has offered 450 mineral blocks for bids since the auction regime was introduced in 2015. But less than a fourth of these are operational, largely on account of delayed approvals by state governments. Some of the incentives such as those for scrapping aging government vehicles are being continued this year as well. Around Rs 2,000 crore will be available to state governments on a first-come-first-served basis after meeting targets. A key reform being given a renewed thrust is the implementation of electronic enforcement of road safety. Official estimates cite traffic violations for over 80% of the fatalities caused due to road accidents. 'Currently, traffic enforcement has limitations of human dependency. There is a need for technology-driven traffic enforcement solutions,' said another official, citing the Rs 3,000 crore incentive. Three categories States have been grouped in three categories with Maharashtra, Tamil Nadu, and Uttar Pradesh being eligible for the most incentives since they have higher road traffic fatalities on state highways. These states will have to install electronic enforcement devices on identified high-risk and highdensity corridors. These incentives will also be linked to efficiency of disposal of e-challans. The Centre is also continuing its boost for land reforms across the country. The reform milestones include modernisation and digitisation of land records to ensure rural records are updated and integrated with various government schemes and banks. These sops are part of the Rs 13,000 crore allocation within SASCI. Emphasis is also being laid on the need for strengthening municipal governance by filling up sanctioned posts and creating new ones wherever needed. Another Rs 6,000 crore is for states to develop digital public infrastructure for agriculture, among others.

Punjab CM Bhagwant Mann slams BJP's ‘Sindoor politics', says military must remain apolitical
Punjab chief minister Bhagwant Mann on Thursday launched a scathing attack on the Bharatiya Janata Party (BJP), accusing it of politicising sacred symbols and the armed forces. Mann was speaking to the media after welcoming around two dozen Congress families and an Independent candidate Chandan Chhanaliya into the Aam Aadmi Party (AAP). He condemned BJP's act of distributing sindoor (vermilion), stating that such symbolic gestures have no place in a democracy. 'Governance isn't about distributing sindoor or exploiting religious imagery. It's about service, development, and integrity,' he said. The Punjab CM also accused Prime Minister Narendra Modi of politicising the armed forces. 'This is a dangerous precedent. The military must remain apolitical and above party politics,' he said. Taking a jibe at the Congress, Mann said the party is crumbling under its own internal conflicts. 'They are so busy fighting among themselves that they've lost connection with the people,' he said. As for the BJP, he claimed that the party has already accepted defeat in Punjab. 'Their leaders are telling voters to not vote for AAP, even if they are not voting for the BJP,' the CM said. Mann also hit out at the Shiromani Akali Dal, holding them responsible for the rise of gang culture and drug trafficking in Punjab. 'The gangsters who terrorise Punjab today were born during the Akali rule. They didn't build schools or hospitals, but they handed over our roads to private players and nurtured mafias,' he said.
