MCMC Clarifies Mobile Phone Data Collection Amid Media Reports, Ensures Privacy
In a statement today, MCMC said MPD was used strictly for the generation of official statistics to support evidence-based policymaking in two key domains, namely the ICT Sector and the Tourism Sector.
For the ICT Sector, MPD helps produce granular statistics, such as the number of active mobile broadband subscriptions and penetration rates at the state, district, mukim, parliamentary constituency, state legislative assembly (DUN), and local authority levels. For the Tourism Sector, it generates indicators such as the number of visitors and domestic tourism trips.
'The MPD data requested from MNOs is anonymised and contains no PII.
'In addition, MNOs are given the option to either process the MPD data within their own secure environment and submit the required anonymised and aggregated output to MCMC, or, for MNOs without in-house processing capabilities, to submit the anonymised data to MCMC for processing.
'In both cases, no individual subscriber can be identified through the data collected,' it said.
MCMC further clarified that the use of MPD as a new source of national statistics was a strategic direction set by the government to strengthen the quality and timeliness of statistical outputs for policy and planning purposes.
Implementation of MPD is through collaboration with the International Telecommunication Union (ITU) and the UN Committee of Experts on Big Data and Data Science, it added.
Over the past two years, MCMC said extensive engagement with all MNOs had been carried out to ensure mutual understanding of the data requirements, processes, and privacy safeguards.

Nonetheless, the sell-down in tech stocks was sharp as many deemed the sector was due to take a breather following a decent rally,' he told Bernama today. Data Commission Key To Strengthening Governance And Protection
KUALA LUMPUR, Aug 20 (Bernama) -- The establishment of a Data Commission is a crucial step to ensure governance, compliance with standards and comprehensive data protection in the country, Digital Minister Gobind Singh Deo said. He said the commission will serve as a dedicated regulatory body to address data-related risks, in line with the Digital Trust and Data Security Strategy 2026-2030 outlined under the 13th Malaysia Plan (13MP). Currently, several functions related to data are managed by various agencies, including the Department of Personal Data Protection (JPDP), which focuses on personal data, and the National Artificial Intelligence Office (NAIO) under the Digital Ministry, which oversees AI-related aspects, but Gobind said there is a pressing need to expand oversight to cover data as a whole. 'This is where we see the importance of having a mechanism that can monitor risks and take action as we go along. We are looking at broadening the scope of data regulation, and that is why we are proposing the establishment of the Data Commission. 'We want to ensure that we have specific standards that must be followed. Rules are in place, but they also need to be enforced, and the laws must be implemented. This is already in the plan, and moving forward, I hope the Data Commission can be established soon,' he said during the question-and-answer session in the Dewan Rakyat today. Gobind was responding to a supplementary question from Ahmad Fadhli Shaari (PN-Pasir Mas) regarding the government's commitment to establishing a special review body or an independent committee to ensure that the use of technologies such as AI does not compromise personal data or public privacy. He said the establishment of the Data Commission would fill the gap in the regulatory landscape by providing a fully empowered authority to handle data-related issues beyond the scope of personal data. The commission would also create a clearer governance structure, thereby boosting public and investor confidence in the level of data security in the country, he added. In reply to the original question from Datuk Seri Doris Sophia Anak Brodi (GRS-Sri Aman) on the government's measures to ensure the use of AI in cybersecurity complies with ethical principles and privacy rights, Gobind said Malaysia is finalising the National AI Action Plan.

D-Wave Targets Asia With Qubits Japan 2025 Conference Amid Soaring Regional Growth
BUSINESS KUALA LUMPUR, Aug 20 (Bernama) -- D-Wave Quantum Inc (D-Wave), a leader in quantum computing systems, software and services, is expanding its presence in Asia Pacific (APAC) with the launch of Qubits Japan 2025, its first regional user conference, set for Sept 17 in Tokyo. Themed 'Quantum Realized', Qubits Japan 2025 aims to support growing interest and adoption of annealing quantum computing technology across the APAC region. The event will also spotlight real-world quantum applications already delivering measurable results. D-Wave chief executive officer, Dr Alan Baratz said Asia, especially Japan, is becoming an important epicentre of quantum computing innovation, development and adoption, as Japan is the birthplace of quantum annealing. Dr Baratz added that this powerful technology can address some of business's and science's most computationally complex problems. 'We are thrilled to bring together the quantum ecosystem for Qubits Japan 2025 to continue fostering this important dialogue in the region,' he said in a statement. The event comes as D-Wave's bookings in the APAC region have increased 83 per cent over the past 12 months, and customers are increasingly exploring, adopting, and using D-Wave's annealing quantum computing technology to solve complex challenges spanning artificial intelligence/machine learning and business optimisation problems. The company's recent customer highlights in APAC include NTT DOCOMO Inc, Japan's largest mobile phone operator, which uses D-Wave's annealing quantum computing solutions and found that it can reduce congestion at base stations by decreasing paging signals during peak calling times by 15 per cent. The solution is now deployed nationwide, with more quantum use cases under review. Furthermore, in June this year, D-Wave announced a strategic relationship with Yonsei University and Incheon Metropolitan City to accelerate the exploration, adoption and usage of quantum computing in South Korea.
