
DOTr eyes España-Quezon Avenue busway system
'We need more of those (BRTs),' Transportation Secretary Vince Dizon said at the Economic Journalists Association of the Philippines (EJAP) Infrastructure Forum in Makati City.
'To me, the most viable and the most needed one is España to Quezon Avenue. That is very important. Busway [at] España, Quezon Avenue. That is going to be very viable…That's wide enough for a busway,' Dizon said.
The Transportation chief said there are currently no buses serving commuters, especially students, in the España-Quezon Avenue stretch.
'We're doing FS (feasibility study) now,' he said, adding tthat the completion of the study would be 'hopefully next year.'
Asked if the España-Quezon Avenue Busway will be operates by the private sector, Dizon said, 'I think we have to do it government muna…then we'll privatize the O&M (operations and maintenance).'

DOTr reminds airlines to provide timely flight updates to passengers

The department noted that delayed announcements or cancellations cause inconveniences to passengers and subject them to additional expenses for meals or accommodations. According to the advisory issued through the Civil Aeronautics Board (CAB), airlines are mandated by the Air Passenger Bill of Rights (APBR) to promptly inform passengers of any changes in their flights, delays, or cancellations. 'All airlines are reminded of their obligation, in accordance with the right of the passenger to receive full value of the service purchased, particularly Sections 8 to 11 of the APBR, to provide their passengers with accurate information in their flight status and to promptly notify passengers of any flight changes, delays, or cancellations,' the advisory read. 'Further, airlines are reminded to ensure passenger convenience and extend all possible assistance to passengers who may be affected by such changes,' it added. UP system to receive P25.8B in 2026 NEP
The University of the Philippines (UP) System is set to receive the largest allocation among the country's 117 state universities and colleges (SUCs) in 2026, with P25.82 billion proposed under the National Expenditure Program (NEP). The state university has campuses spread across Luzon, Visayas, and Mindanao. According to budget documents from the Department of Budget and Management (DBM), the UP allocation will be divided into P17.81 billion for personnel services — covering the salaries, benefits, and allowances of its faculty and staff; P7.06 billion for maintenance and other operating expenses (MOOE) to support academic operations; and P950 million for capital outlay to finance infrastructure improvements, equipment procurement, and laboratory upgrades. The Polytechnic University of the Philippines (PUP) will get P3.62 billion, a significant jump from its previous budget as the government aims to expand access to low-cost tertiary education in the National Capital Region (NCR) and nearby provinces. The Philippine Normal University, the country's flagship teacher education institution, has been allocated P1.53 billion, and the Technological University of the Philippines with P1.51 billion. Other SUCs in Metro Manila with notable allocations include Rizal Technological University (P1.07 billion), Eulogio 'Amang' Rodriguez Institute of Science and Technology (P520.9 million), Philippine State College of Aeronautics (P514 million), and Marikina Polytechnic College (P317.17 million). The Philippine Energy Research and Policy Institute, a specialized research body under UP, will get P72.07 million to pursue energy policy and technology development initiatives. Outside the NCR, the Mindanao State University (MSU) System will get the highest allocation at P6.28 billion, reflecting its role in providing higher education access across Mindanao, particularly in conflict-affected and underserved areas. Mariano Marcos State University in Ilocos Norte follows with P1.91 billion, supporting its agriculture, fisheries, and renewable energy research programs. Central Luzon State University (P1.77 billion) in Nueva Ecija, known for its strong agriculture and aquaculture expertise, also secures a top spot, along with Benguet State University (P1.55 billion) and Central Mindanao University in Bukidnon (P1.54 billion), both recognized for agricultural innovation and extension services. For 2026, SUCs in the National Capital Region are collectively set to receive P34.99 billion, while the rest of the country's SUCs will divide the remaining P89.51 billion, forming the P124.5-billion proposed nationwide SUC budget. This falls under the education sector's P974.7-billion allocation, the single largest share in the proposed P6.352-trillion national budget, which also funds the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority. The education sector got the largest allocation in the proposed 2026 NEP—P1.224 trillion, upholding the constitutional mandate to prioritize education funding. DOTr scraps forms for student, senior, PWD fare discounts
Students, senior citizens, and persons with disabilities (PWDs) no longer need to fill out forms to avail of the 50% fare discount on the Metro Rail Transit Line (MRT) Line 3 and Light Rail Transit (LRT) Lines 1 and 2. Transportation Secretary Vince Dizon said Wednesday the Department of Transportation (DOTr) junked the form requirement to eliminate unnecessary delays and inconvenience for commuters. "Sinilip ko kanina 'yung estudyanteng nag-fill out ng form, inabot ng kulang-kulang one hanggang one minute 30 seconds para lang sa form. Sayang 'yung oras ng estudyante at ng ibang pasahero," Dizon said during an onsite inspection. (I saw a student earlier filling out the form—it took almost 1 to 1 minute and 30 seconds to get that done. It's a waste of time for the student and other passengers.) Dizon said the DOTr will work with the Commission on Audit (COA) to digitize the process of information gathering for fare discounts. "Tinutulak ng Pangulo ang digitalization, dapat makabago na ang pagkuha ng ganitong simpleng requirement. Progressive naman si COA Chairman [Gamaliel] Cordoba kaya alam natin isusulong niya rin ito," he added. (The President is pushing for digitalization. We should modernize how we collect such simple requirements. COA Chairman Cordoba is progressive, so we know he will also push for this.) In a related development, Dizon said personalized student beep cards granting automatic 50% fare discounts in Metro Manila's rail lines will be available beginning September. The white, personalized beep cards will bear the student's name. These will be valid for one year and may be renewed every school year. Students simply need to visit any MRT-3, LRT-1, or LRT-2 station starting next month, present their school ID, and have their personalized card printed on the spot. The same white beep cards are already available to senior citizens and persons with disabilities (PWDs), who also automatically receive a 50% fare discount. — VDV, GMA Integrated News
