Union minister blames Kerala govt for teen's electrocution death in live wire wild boar trap, cites ‘deliberate negligence'

Time of Indiaa day ago

Kozhikode: Union environment minister Bhupendra Yadav faulted state govt for the electrocution death of 15-year-old Anandu near Kalikavu in Nilambur from a live wire trap set up to capture wild boars on Saturday night.
Speaking to the media in New Delhi on Monday, Yadav said that the electrocution was due to state govt's deliberate negligence. "Anandu, who was killed in electrocution from wild boar trap, is the latest in the series of deaths by electric fences in the last few years. In 2025 alone, three persons were killed in the district (Malappuram). The electrocution was the result of deliberate negligence by state govt of Kerala and the local authority claiming several innocent lives," Yadav said.
To address the wild boar issue, Centre has issued guidelines to the state to implement a few measures, including giving powers to panchayats to kill the animals if they posed a threat to human life and crops, he said.
On state govt's demand for amendment in Wildlife Act to enable killing of wildlife which posed threat to life and property, Yadav said Centre had already given state govt the power to kill wild boars and it is being carried out.
Centre had in 2021 rejected Kerala govt's request to declare wild boar as vermin and Union minister's remarks pointed to no change in Centre's stand.
Yadav said there were a total of 344 deaths in state during the last five years, of which 180 (around 60%) were due to snake bites outside forest limits. Besides that, 103 deaths were due to elephants, 35 by wildlife, nine by gaur, four by tiger and 13 by other animals, he added.
Anandu had died after coming into contact with a live wire trap set for hunting wild boars at Vellakatta near Vazhikadavu in Nilambur. Police have arrested Nambyadan Vineesh, 36, of Puthiripadam, who had allegedly laid the live wire trap near a stream along the forest fringes for poaching of wild boars. He was booked under section 105 of BNS (culpable homicide not amounting to murder). The investigation into the case has been handed over to district crime branch.

People hopeful of fresh start after MHA declare ₹25 cr for damaged houses in J&K

With the Union ministry of home affairs sanctioning additional ₹25 crore for the cross border shelling victims of J&K, the affected families are hopeful that the amount will help them in starting their life afresh. Around 2,000 houses were damaged in J&K during the cross border shelling last month post operation Sindoor when Pakistani army targeted civilian areas in several parts of union territory. The victims say the UT government gave them peanuts which wasn't enough to lay foundation of the house. With additional ₹25 crores now the affected families can be compensated in a better way especially those who lost everything in the cross border shelling in Poonch, Rajouri, Jammu, Uri and Kupwara. The UT administration has already completed the assessment of damaged properties and submitted it's report to ministry of home affairs. Even the J&K BJP also submitted assessment report about the damaged properties. 'I lost my house and couldn't retrieve anything. So far we received ₹1.10 lakh from the J&K government. We don't know what to do with this money as everything is costly nowadays,' said Mohammad Yunus of Salamabad in Uri where five houses were completely damaged. The affected families have been shifted to government accommodation. 'We heard the Centre has released another ₹25 crores and hope now we will be given adequate compensation so that we can begin our lives afresh,' he said. Another villager, Firoz ud din said shelling has left them on the road. 'Our house was damaged completely and now we are on road. Government gave us an amount which is just peanuts. With central aid we are hopeful now good compensation will be provided to us so that we can rebuild our houses.' Earlier, PM Narendra Modi had announced additional compensation for houses damaged by Pakistani shelling in the border districts of Jammu and Kashmir following Operation Sindoor. The MHA ensured swift implementation of PM's announcement. 'This is an additional amount to what these families have received as per norms set by centre and state government,' said a senior J&K government officer. Alone in Uri, Kupwara and Tanghdar around 600 structures were damaged completely or partially most of the properties belong to villagers living below poverty. CPI(M) delegation in Uri A high-powered delegation of CPI(M) visited Uri and met the families affected in shelling-affected villages. CPI(M) general secretary and legislator Mohammad Yusuf Tarigami said the delegation led by the national general secretary CPI(M) MA Baby, comprised members of Parliament Amra Ram, K Radhakrishnan, John Brittas, Bikash Ranjan Bhattacharyya, SU Venkatesan, and AA Rahim. The leaders said that the aim of this visit of the delegation is to express solidarity with villagers affected by cross border shelling and to assess the situation on the ground zero.

2034 earliest for simultaneous polls under existing Bills

New Delhi: Prime Minister Narendra Modi-led Centre's ambitious 'One Nation, One Election' initiative, which seeks to synchronise elections for the Lok Sabha and Vidhan Sabha, is unlikely to be implemented before 2034, according to BJP MP PP Chaudhary, who is chairing the Joint Parliamentary Committee on the proposed Bill. Chaudhary said the simultaneous elections could be held under the existing Bills only in 2034, and the committee may go beyond the draft law to suggest ways to keep polls aligned, including recommending a provision for a constructive or positive vote of no-confidence. The 129th Constitutional Amendment Bill, approved by the Union Cabinet in December 2024, outlined a framework for simultaneous national and state-level elections. The Bill was tabled in the Lok Sabha in December 2024, and just a few days later, it was referred to the Joint Parliamentary Committee. The One Nation, One Election draws from the recommendations of the High-level Committee on Simultaneous Elections, chaired by former President Ram Nath Kovind. He submitted a 18,626-page report to President Droupadi Murmu in March 2024. But despite the Centre's legislative push, India is unlikely to see simultaneous polls before 2034, as the timeline depends on complex logistical, legal, and political preparations, a point recently reiterated by the JPC Chairperson. In a recent interview, when asked about the timeline for the first simultaneous elections, Chaudhary said: "The committee will deliberate; Parliament will decide. We can't say when, but the Bill says the first session of Parliament. If it happens with the appointed date, then it would be from 2034". The primary reason the One Nation, One Election plan can't be enforced before 2034 is because of how the Bill is structured. The Bill proposes adding a new Article 82A to the Constitution. This article would let the President announce an "appointed date" during the first sitting of a newly-elected Lok Sabha. But since the first sitting of the current (18th) Lok Sabha commenced in 2024, it could be done next in 2029. Following the President's notification of the appointed date, the terms of state legislative assemblies elected thereafter will be curtailed to synchronise with the five-year term of the Lok Sabha commencing in 2029. This means that any state assembly elected after the appointed date -- whether its term begins in 2031 or 2033 -- will have to end by 2034, so that its next election can align with the Lok Sabha cycle starting that year. So, the next opportunity for the President to notify would come only after the 2029 Lok Sabha elections. If the Bill passes by then, the next Lok Sabha will run until 2034, and that's when simultaneous elections could begin. Apart from this, there are other significant challenges as well. For the One Nation, One Election Bill to become law, it must be passed by a two-thirds majority by both houses of Parliament. After enactment, it would also have to be ratified by at least 50% of state legislatures, which looks like a challenging task given the National Democratic Alliance's numbers in Parliament. While the NDA holds a little over 290 seats in the Lok Sabha and 129 in the Rajya Sabha, it falls short of the two-thirds majority required -- 364 in the Lok Sabha and 164 in the Rajya Sabha -- to pass the Bill. Therefore, the Narendra Modi-led Centre will need support from parties outside its coalition, a point emphasised by Chaudhary, who said, "parties who think of the national interest would support the Bills". From the perspective of ratification by state and Union Territory Assemblies, as of June 2025, the NDA holds power in 20 of India's 30 legislative assemblies, while the INDIA bloc governs 10, a number that works in the NDA's favour.
