In Karnataka, Siddaramaiah vs DK Shivakumar Rift Grows Over Transfers?

Jostling between Karnataka Chief Minister Siddaramaiah and his deputy, DK Shivakumar - who went head-to-head two years ago, after the Congress' big win - seems to be continuing.
This time the face-off is over the transfer of five senior engineers from the Public Works Department, which sits within the Water Resources Ministry that is headed by Shivakumar.
The transfers came the Department of Personnel that operates under Siddaramaiah.
An irked Shivakumar then shot off a formal letter to Chief Secretary Shalini Rajneesh, directing her to "immediately withdraw" the notification.
The Deputy Chief Minister declared the transfers had been ordered without his knowledge; in his letter he reminded Ms Rajneesh of a gentleman's agreement when the Congress government was formed, that "no transfers or appointments related to my department can be made without my explicit approval".
According to reports, the engineers transferred included someone due to retire at the end of this month. The notification had directed the new engineer to report ahead of schedule.
Siddaramaiah hasn't yet responded to Shivakumar's letter, which underlines the latest spot of tension between the Congress' two senior-most leaders in the state.
Earlier the two clashed over other bureaucratic issues, including cabinet allocation, portfolios, and appointments to boards and corporations. The hostility has been contained, somewhat.
However, the increasing frequency and intensity of these clashes could now start to affect the state government's functioning and hand the Congress a problem it just does not need, particularly with critical elections in Bihar this year and in Bengal and Tamil Nadu the next.
Siddaramaiah-Shivakumar Story
In May 2023 the Congress was jubilant. The had just party coasted to a surprisingly dominant win - picking up a record 137 of 244 seats and nearly 43 per cent of the popular vote - in the Karnataka election, robbing the Bharatiya Janata Party of the only southern state in its pocket.
There was celebration and joy and praise aplenty all around, including for Rahul Gandhi and a 'Bharat Jodo Yatra', but, behind the scenes, there was discontent brewing at the very top.
Senior leaders Siddaramaiah and Shivakumar were both angling to become the next Chief Minister. Each believed they had an undeniable claim - Siddaramaiah as former holder of the post and Shivakumar with the weight of the influential Vokkaliga community behind him.
Shivakumar has always been open about wanting to become Chief Minister.
Eventually, after burning the midnight oil, a détente was reached; Siddaramaiah was made Chief Minister and Shivakumar was to be his deputy. Sources then spoke of a 'power-sharing deal' - Siddaramaiah would be Chief Minister for the first half and Shivakumar the second.

Talk of such a deal was later rubbished by all concerned; Siddaramaiah thundered in November, "Who made the confusing statement... I'm the chief minister, I will continue."
There was, though, no peace to be found for the Congress.
Over the next three years speculation of the Siddaramaiah-Shivakumar rift continued to circulate periodically, requiring each side (and the Congress) to put out disclaimers.
In January 2025 Shivakumar once again played down talk of a power struggle, saying Karnataka voters had "blessed" the Congress and that Siddaramaiah and he would serve out their terms.'
"No one should worry... there is no need for any political turn. Talk going on is without value. The Chief Minister and I will continue functioning as per the directions of the party," he said.

Chief Minister Rekha Gupta on Wednesday said 15 monitoring stations, including a central control room, have been set up to observe the Yamuna river level and track waterlogging-prone areas, enabling timely action to prevent floods and waterlogging during the upcoming monsoon. Ms. Gupta made the announcement after chairing a meeting on flood control and issuing the 'Flood Control Order, 2025', which will serve as a manual to ensure synergy among all the government departments while tackling emergency situations during heavy rain. 'Every year, citizens of Delhi suffer due to the dual challenges of floods and waterlogging. In August-September 2023, the city experienced unprecedented floods when the Yamuna river rose to 208.6 meters, submerging many residential areas and resulting in loss of life and severe disruption. We will be prepared this year,' said the CM. She criticised the previous Aam Aadmi Party (AAP) government, saying it did not take the work of flood control seriously. 'In 2023, the gates of the ITO barrage couldn't even be opened due to poor preparedness. In contrast, this year all major barrages have undergone large-scale repairs and maintenance, and nearly 20 lakh tonnes of silt has been removed from the major drains.' She added that 80-90% of the desilting works had been completed by the Public Works Department and the Municipal Corporation of Delhi, and the remaining work is under way. Unseasonal rain last month led to several incidents of waterlogging, prompting the CM to take action against the officials concerned. Monsoon protocol As per Wednesday's order, sector committees have been created across the city. These will be headed by Cabinet Ministers Pravesh Sahib Singh, Ashish Sood, and Manjinder Singh Sirsa. Each panel will include three to four District Magistrates and will be responsible for flood management in its respective sector. The PWD and other departments concerned have been asked to ensure that all permanent pump houses remain functional. They have also been instructed to deploy mobile pumps wherever necessary to prevent waterlogging. The central flood control room will start operating on June 15 and has been established at the office of the District Magistrate (East). It will function as a coordination hub with representatives from all civic bodies stationed 24x7. A total of 15 wireless stations, including the central control room, will continuously monitor the water levels of the Yamuna and other vulnerable areas. In response to the CM's allegations, AAP said that the ITO barrage is maintained by the Bharatiya Janata Party-ruled Haryana government. 'In 2023, they [Haryana government] had to suspend their Chief Engineer for failing to maintain the barrage's gates. In 2024, the AAP government ensured that the Haryana government properly maintained the gates. The same was done in 2025.'

S. Ramadoss and Anbumani Ramadoss: Father, son, and a war of words
In 2011, during the run-up to the Tamil Nadu Assembly elections, Pattali Makkal Katchi (PMK) leader S. Ramadoss visited DMK leader M. Karunanidhi at his Gopalapuram residence to invite him for a family wedding. Karunanidhi did not miss the opportunity to rope the PMK into the DMK-led alliance, even though the PMK had contested the 2009 Lok Sabha elections as part of the AIADMK alliance. The PMK had failed to win a single seat in that election, despite being considered a powerful ally capable of tilting the scales of victory for any alliance. Yet, this perception of the party being a strong ally led Karunanidhi to generously allot 30 seats to the PMK and seal the alliance. However, the PMK managed to secure only three seats, proving that its decline had actually begun as early as 2009. Dr. Ramadoss, a medical doctor by qualification, has always played his political cards carefully, switching alliances from one election to another, but failing to gauge the shifting sands of Tamil Nadu politics. In 2009, the PMK suffered defeat by aligning with the AIADMK. It was routed again in the 2011 polls. The emergence of the Desiya Murpokku Dravida Kazhagam, led by actor Vijayakant, in 2005, also eclipsed the PMK's influence in many areas. The party has never been able to reclaim its past glory, despite having been part of the Union government from 1998 to 2009. During that time, Anbumani Ramadoss, Dr. Ramadoss's son, held the health portfolio (2004-09). Today, despite its organisational strength and the support of the Vanniyars, its core base, the party finds itself at a crossroads due to the growing rift between Dr. Ramadoss and Dr. Anbumani Ramadoss. In the 1980s, Dr. Ramadoss mobilised the Vanniyars by championing their claim for Most Backward Class status. After the DMK government led by Karunanidhi granted 20% reservation by grouping together several communities, including the Vanniyars, Ramadoss founded the PMK. In a symbolic gesture reminiscent of Piloo Mody, Dr. Ramadoss sent Panruti S. Ramachandran, the PMK's lone MLA in 1991, to the Assembly riding an elephant — the symbol on which he won. The party performed well in the 1996, 2001, and 2006 Assembly elections. The PMK entered the national stage when Dr. Ramadoss joined the AIADMK-BJP alliance in 1998 and secured a Union Cabinet berth for Dalit Ezhilmalai, the party's general secretary. He remained with the BJP even after Jayalalithaa toppled the Atal Bihari Vajpayee-led government. This paid off as the BJP-DMK combine made good gains in 1999. The PMK was allotted two ministerial berths in the BJP-led government. In 2004, along with the DMK, it joined the Congress-led United Progressive Alliance, and Anbumani Ramadoss became a Union Minister in the Manmohan Singh government. Dr. Ramadoss, who once acted as a bridge between the Vanniyars and Dalits, also sought to shed the image of being a solely Vanniyar party by espousing Tamil identity and working closely with Viduthalai Chiruthaigal Katchi leader Thol. Thirumavalavan and Tamil nationalist leader Pazha Nedumaran. However, successive electoral defeats forced him to take refuge in caste-based politics. He even ran a campaign targeting the Scheduled Castes (SCs), accusing their youth of wearing jeans and sunglasses and luring girls from other communities for their wealth. In 2012, the tragic death of Dharmapuri Ilavarasan, an SC man, who married Divya, a Vanniyar woman, caused deep damage to the PMK's image. Since then, it has not been able to shed the 'Vanniyar party' image. The current war of words between father and son has crossed all limits and shocked observers who have followed the PMK for decades. Dr. Anbumani Ramadoss had always said that his father is his role model and has acknowledged his organisational skills. The absence of political power and influence seems to have made Dr. Ramadoss desperate and angry. He is probably making a last-ditch effort to secure a stable future for the party as the Tamil Nadu political space is too crowded. His ego does not permit even his son to interfere with his schemes. He knows well that Dr. Anbumani Ramadoss, who rose swiftly within the party ranks, could overshadow him, and he is not prepared for that. Neither his family members nor outsiders, including Rashtriya Swayamsevak Sangh ideologue S. Gurumurthy, can convince the unreconstructed Dr. Ramadoss.
