Small Steps To Big Results, How J&K Lt Governor Helped Victims Of Terror

Jammu and Kashmir Lieutenant Governor Manoj Sinha today distributed 40 appointment letters to victims of terrorism. At the event in Baramulla, Mr Sinha spoke to families of those who were killed by terrorists. He assured them the government remains committed to supporting all victims of terrorism through jobs, compensation, and inquiry-based redressing.
In an interview with NDTV, Mr Sinha said a narrative had been running for a long time by frontal groups of terrorists by taking out processions with bodies of terrorists who were killed by the security forces.
"One day I met a young man who asked me to meet with families of terror victims. I met 150 such families and spoke to them at length. In one case, a man who was killed by terrorists was survived by his wife and three children. One got a government job and the wife got financial help, but the two other children were in trouble," Mr Sinha said.
"Many things came to my mind. For example, how do we help the other two children? I discussed it with the Home Minister," the Lt Governor said.
After handing over the 40 appointment letters today, Mr Sinha announced the launch of a helpline which victims of terror attacks can contact to send their applications for aid. The authorities will conduct a proper check and take a call on the application, he said.
Mr Sinha said he also thought about talking to foundations across the country that work to help people in need.
"During a visit to Pahalgam to see the base camp for the Amarnath Yatra on June 29, I met some families from south Kashmir. There was a young girl, who said her father was a special police officer. He was killed by terrorists. The girl said her mother begged and raised her and her younger sister. Even their relatives refused to help," the Lt Governor said.
What the girl said next was devastating.
"The killers are in a government job, the young girl told me. That day it occurred to me that there could be many more such cases. The killers have a government job, and the families of those they killed were begging on the road," Mr Sinha said.
The Lt Governor said he held a series of meetings with all the top officials in the Union Territory and set up a process to ensure every victim of terror attacks got help.
"We made three-four decisions. There are some people who got financial aid, but did not get a job. Some did not get financial aid, but got a job. We identified gaps and helped them," he said.
Anyone who wants to try entrepreneurship can apply for collateral free aid of Rs 10 lakh. Now, Prime Minister Narendra Modi has enhanced it to Rs 20 lakh.
"We spoke to the managing director of Jammu and Kashmir Bank. If there are 1,000-2,000 young people who need finance to start small businesses, we will make a special cell for them to take their applications," Mr Sinha said.
He said the government received many applications for jobs and aid. The authorities are going through the applications properly with the help of the police and other agencies.

New Delhi: A big headload that "fell from one of the passengers" led to the tragedy at New Delhi Railway Station that killed 18 people, Union Railway Minister Ashwini Vaishnaw said today in response to a member's query. It resulted in the "tripping of passengers on the stairs", said the minister. In response to a query by Samajwadi Party MP Ramji Lal Suman in Rajya Sabha, Mr Vaishnaw shared details from the report by a high-level inquiry committee that was constituted to examine the circumstances leading to the "unfortunate incident". Mr Suman had asked the Railway Minister about the status of the report of the committee constituted to investigate the stampede and the corrective steps taken by the government. Eighteen people were killed and 15 were injured on February 15 at the New Delhi Railway Station, which witnessed a surge of passengers waiting to board trains for Prayagraj -- where the Maha Kumbh was underway at the time. In a post on X that night, Prime Minister Narendra Modi said that he was "distressed by the stampede". However, in the Railway Minister's statement, there was no mention of the word "stampede". On the day of the tragedy, around 49,000 general tickets were sold at the railway stations, 13,000 more than the daily average, Mr Vaishnaw had informed the Lok Sabha in March. In his response today, the minister stated that sufficient crowd management measures were in place that day to manage the high number of passengers at the station. There was a "gradual increase of passenger density on the foot over bridge (FOB) after 8.15 pm", mentioned the written reply. "Many of the passengers were carrying big headloads, affecting smooth movement on the FOB. There was a big headload falling from one of the passengers, and the pressure was passed on to the stairs of platforms 14 and 15, resulting in the tripping of passengers on the stairs. This led to an incident at 8.48 pm on FOB-3," the minister said. "Consequently, passengers fell on each other," he said. Compensation of Rs 10 lakh was given to the families of each victim, Rs 2.5 lakh to those seriously injured, and Rs 1 lakh to those with simple injuries. "A total amount of Rs 2.01 crore has been paid to 33 victims and their family members," Mr Vaishnaw said. To manage large crowds better, the railways have put new measures in place. These include permanent holding areas, access control for confirmed ticket holders at 73 stations, wider foot overbridges, CCTV cameras, and war rooms at major stations. The Maha Kumbh Mela, the 45-day event that ended in February, led to record ticket sales, emphasising the importance of solid crowd management during such events.

Shimla: Himachal BJP president Dr Rajeev Bindal on Friday announced that the saffron party would stage a massive protest on August 6 at Mandi against the state govt's "repressive policies" and for registering "false cases" against its political opponents. He claimed that the Congress dispensation made it a routine to register cases and file chargesheets against anyone raising their voice against the govt. An FIR was registered against the BJP leaders in Sirmaur, besides filing cases against 72 disaster-hit people who lost their land and houses in the June 30 monsoon disaster in Thunag of Mandi district for the alleged disrespect to the national flag, said Bindal. The BJP leader also claimed that the state govt spent Rs 150 crore between 2022 and 2025 for the monsoon disaster. However, he added that the central govt released Rs 7,513 crore to the state besides providing MGNREGA funds. Bindal also slammed the state govt for the resumption of lottery sales. He said the BJP govt banned the sale of lottery tickets in 1999, but it was in 2004 that the Congress govt started it again. The school's annual grant-in-aid will be raised from Rs 1.4 crore to Rs 2 crore, and an additional Rs 5 crore corpus fund will be created to ensure its long-term sustainability, an official statement said. Both commitments, Mein said, will be incorporated in the upcoming state annual budget. The announcement was made during a workshop of the 'Let's Speak Arunachal' initiative, themed 'Empowering Youth Voices and Building Pathways', organised at the school. The programme aims to amplify the voices of differently-abled youth through public speaking and civic engagement. Established in 1990 by former CM Gegong Apang, the school was a pioneering institution in offering free education, therapy, and skill development for children with hearing, visual, and intellectual disabilities. Remembering Apang's contribution, Mein said, "This institution has been a beacon of hope for many students who were marginalised due to their disabilities. Our govt will continue to support it just as past govts have. " Recognising the vocational talents of the students, the DCM also instructed his office to procure gift paper bags made by the students using recycled waste paper, a gesture aimed at encouraging their creativity and self-reliance.
