Swinney calls for legal referendum if SNP secures majority at Holyrood election
He said the UK economy is 'fundamentally failing to deliver for ordinary people' as well as generating insufficient funding for public services.
The SNP leader called for the May 2026 Holyrood elections to be 'a springboard for Scotland taking charge of our own destiny'.
He said the situation had got worse since the 2014 referendum, and wrote: 'Think what could have been achieved had we not been forced to spend so much time and money trying to mitigate the ongoing damage of Brexit.
'Or the carnage unleashed by Liz Truss's mini-budget. Or the years of austerity, or Westminster cuts like the Winter Fuel Payment.
'We were told we didn't need independence and we just needed a Labour government – but look how that has turned out.'
He wrote that 'independence is the catalyst that will deliver a better future for us all' and that 'with Scotland's energy resources in Scotland's hands, we can reduce bills for consumers and cut costs for businesses'.
Mr Swinney revealed he hoped to deliver an SNP majority similar to 2011 in a bid to 'secure a legal referendum recognised by all' and had submitted a motion to the SNP conference proposing that 'we work to deliver a majority of SNP MSPs in the Scottish Parliament to secure that referendum'.
He pledged to unveil 'radical policies that we know will transform Scotland' in the coming months, and to 'break the logjam and end this frustration that we all feel'.
Mr Swinney added: 'We must be ready to follow the path which we know can lead us to an independent state.'
Scottish Conservative deputy leader Rachael Hamilton said: 'John Swinney is like a broken record. In a bid to silence internal critics of his weak leadership, he has thrown diehard nationalists some more red meat on the one issue they all agree on: independence.
'Ordinary Scots are sick and tired of the SNP's obsession with breaking up the UK.
'The public want John Swinney to focus on fixing the damage his government has done in decimating essential services such as schools and the NHS at the same time as making Scotland the highest taxed part of the UK.'
Scottish Labour deputy leader Jackie Baillie said: 'This SNP Government has lost its way and ran out of ideas – while one in six Scots suffer on an NHS waiting list.
'Despite that, John Swinney can't end his own obsession with division and today has confirmed he'll put Scots second to appease his own party.
'From the crisis in our NHS to the violence in our schools, the SNP has left every institution in Scotland weaker.
'This is not as good as it gets and in 2026 Scotland will have a chance to put a stop to SNP decline and vote for a fresh start.'
Alex Cole-Hamilton, leader of the Scottish Liberal Democrats, said: 'At last year's election the SNP took an almighty beating because people were tired of them obsessing over one issue. It seems like John Swinney is a glutton for punishment.
'Perhaps rather than focusing on what the SNP membership cares about, he should focus on what the country needs.
'The health service and the state of our schools has been neglected for too long because all the SNP care about is breaking up the UK.'

Oliver Antman to Rangers transfer hampered by Celtic as Jakob Breum stance made clear by agent
The Glasgow giants are both looking to snap up wingers from the Eredivise outfit this summer Go Ahead Eagles' CEO Jan Willem van Dop had declared that the club will only sell one of Oliver Antman and Jakob Breum this summer. It comes with both Rangers showing interesting in Finnish international Antman - while Celtic have seen bids turned down for Dane Breum already this summer. A fee of around £5million has been reported for Antman after he netted seven goals and an impressive 17 assists to help fire his club to Dutch Cup glory last term. The Eagles are reported to be expecting an offer from the Scottish Premiership side for the 23-year-old. And when speaking to De Oosttribune, Van Dop insisted the club would not sell both of their key men. Asked about interest from the Glasgow giants in Breum and Antman, he responded: "Those are the guys who are in the spotlight. I think one of them will ultimately leave." The comments come after Breum's agent has told the Dutch club his client wants to join Celtic this summer. But the Scottish champions have been warned they must stump up the cash to sign the 21-year-old. The Hoops are in need of reinforcements on the flanks after Nicolas Kuhn joined Como in a £17.2million deal - while Jota is sidelined until next year. Van Dop insists the club won't sell on the cheap - having already knocked back a more substantial bid from FC Twente: "There was a question (from FC Twente), and that was about Jakob Breum. That's negotiable, but only if the price is right. "And we couldn't reach an agreement on that. What I did find positive was that his thoughts were certainly higher than the official offer Celtic ever made. "I've told Celtic that we won't be accepting their offer. I spoke to Breum's agent on the phone Monday morning, and he hopes he'll go that route. "We're certainly not the most difficult club, but it has to be a good fit. "And if we can't reach a financial agreement, we also have the right to say: well, it's not going to happen." Asked if the club had set an asking price in the region of £5.1million, he cryptically added: "We've set a ceiling." UKIP leader blasted for filming unresponsive man on Glasgow street
Nick Tenconi shared a clip of the man - who was on the ground and appeared to be unresponsive - near to St Enoch Square in Glasgow city centre. UKIP's leader has been blasted on social media after posting footage of a vulnerable man he found passed out on a Glasgow street. Nick Tenconi shared a clip of the man - who was on the ground and appeared to be unresponsive - near to St Enoch Square in the city centre on Sunday (July 27). As Glasgow Live reports, the UKIP leader was in the city for a "mass deportation" rally, which was met by counter-protesters. Tenconi claims in the post that he stopped after spotting the man 'lying unconscious in the street', and he continued to film the man while he waited for an ambulance to arrive. In the video, he says: "I just don't understand people just walking by. I've been trying to assist this man for 10 minutes - on the phone to 999. I don't get it. People just walking by, they don't care. "It's unacceptable. You've got to help people, guys." The clip, which has been viewed over half a million times, was slammed by supporters and critics alike, with some branding the move a 'new low'. One person wrote: "Wow filming him for clicks and engagement. You earned top stars in the virtue signalling league today mate. All praise your virtue and compassion." Another added: "New low - filming an unconscious guy for engagement." A third said: "You really have to question both the ethics and political instincts of somebody who would film and upload this. What the hell are you doing?" A fourth wrote: "I actually did the same thing a couple of weeks ago - didn't film it (with my 2nd phone,) didn't publish my do goodery on the internet. Just spent a few minutes of my time to help. That's all. If hope if I was in that position, someone would help me, not post my predicament on X." Tenconi hit back at people who accused him of "taking advantage of a vulnerable person," in a statement defending his actions. Join the Daily Record WhatsApp community! He said he checked if the man was breathing before following the instructions given by 999 operators who advised against placing him in the recovery position and asked someone to 'get a defibrillator' while he stayed with him. The UKIP leader added: "People like me don't care about being liked", and says he decided to film to highlight that no one else stopped to help the man. Tenconi added: "Maybe those who disapprove of the video should question why I made it rather than be so quick to judge and slander. "As for my justifications for filming., I've explained this very clearly in the caption of the video on X. I am disgusted that many people walked past and didn't stop to help. The video highlights how desensitised and accepting many people in Glasgow are of violence, crime, and not loving thy neighbour. "I knew how many people would see that video and when the paramedic was asking me to wait with the man, I took 20 seconds to highlight this. "I do not regret showing the man's face, I hope that someone who knows the man sees the video and does something to help him. Maybe this is the wake up call — his friends and family need to do the right thing."

Scottish Labour silent on support for Sandie Peggie after racist jokes
Anas Sarwar, his deputy Jackie Baillie, and other parliamentarians in the group had given their full backing to Peggie amid an ongoing employment tribunal, sparked after the nurse was suspended following allegations of bullying and harassment against trans doctor Beth Upton. Peggie had taken issue with sharing a changing room with Upton at Victoria Hospital in Kirkcaldy, Fife, on Christmas Eve 2023 – and later lodged a complaint against NHS [[Fife]] citing harassment related to a protected belief. On Monday, the tribunal heard that Peggie had made a series of transphobic and racist remarks, including referring to Upton as "weirdo", "freak" and "it". READ MORE: Sandie Peggie denies making racist comment as new allegation emerges It further heard that she had shared a series of racist jokes about Pakistani people and Muslims to a group chat, including mocking the victims of floods that killed thousands in 2022, saying the country would look like a 'bowl of coco pops'. Other so-called jokes shared by Peggie to a group chat said 'I bet little Mohammed isn't having to walk 3 miles to fetch water now' and 'the Queen … wanted to mention that Britain has plenty of spare P****'. She was also accused of using the racist slur 'Ch***'. Scottish Labour politicians including MP Melanie Ward, MSP Claire Baker, and MSP Carol Mochan had all spoken out in support of Peggie in the seven days before her racist comments were made public. All three failed to respond when approached about Monday's tribunal hearing. This morning @clairebakermsp & I met with Sandie Peggie, who I have spoken in support of in Parliament. Sandie has 30 years' service as a nurse at the Victoria Hospital in Kirkcaldy & should never have had to take legal action to uphold her right to change in a single sex space. — Melanie Ward MP (@melanie_ward) July 21, 2025 Sarwar and Baillie had told the Holyrood Sources podcast earlier in 2025 that they supported Peggie in the tribunal – at the same time as they U-turned on support for gender reform. Neither their Scottish Labour nor UK Labour responded to repeated requests for comment on Monday's tribunal hearing. The Scottish Conservatives, who have equally been vocal in their support of Peggie, also failed to respond when approached. Jess O'Thomson, the community outreach lead for Good Law Project, said: "The comments alleged to have been made by Ms Peggie are plainly obscene. "These Labour politicians should consider how they have ended up championing the side of bigotry against vulnerable minorities. 'It is surely a shameful position they have found themselves in." Edinburgh-based trans rights activist Tristan Grayford said that [[Scottish Labour]] politicians appeared to believe that 'being transphobic is more important than standing up to racism'. 'I think what we're seeing from Scottish Labour politicians is atrocious behaviour,' he said. 'They're basically attacking our NHS for daring to have any kind of limits on whether or not someone can be unpleasant to a colleague based on transphobia.' Grayford said the issues extended beyond politicians, telling The National: 'Yes, the racism is horrific, but the fact that we as a society, and especially a lot of our media, treat that kind of language to trans people as just normal, as something that should be defended and even promoted, is a horrifying indictment of how normalised transphobia has become in our media in a way that they seem capable of seeing that racism shouldn't be.' On social media, Scottish Greens co-leader Patrick Harvie (above) shared a post reporting some of Peggie's comments about trans people – as well as allegations she had said she was minded to post bacon through the letterbox of a mosque in Kirkcaldy. 'This is the person Scottish Labour is lining up to defend, and who the entire [gender critical] movement has turned into their hero,' the post read. Sex Matters, the anti-trans campaign group supporting Peggie in her legal case, have moved to distance themselves from her comments on race. Maya Forstater, the group's chief executive, said: "Obviously, Sex Matters in no way defends the sentiments regarding the victims of the Pakistan floods, or remarks about a mosque attributed to her by a witness this afternoon. READ MORE: NHS Fife staff 'facing violent threats' amid Sandie Peggie tribunal 'The content of private group messages, however unpleasant, do not change the facts at the heart of this case: that a female nurse is seeking justice after suffering discrimination and harassment because she didn't want to share changing facilities with a male doctor." Former SNP MP Joanna Cherry, a prominent gender-critical activist, was pictured shaking Peggie's hand as she arrived at the tribunal on Tuesday. Giving evidence, Peggie said she did not remember making the comments about the mosque and posting it bacon. However, she did say of the mosque: "I can't say I didn't like it, but I had a fear of it being built." She admitted sending 'offensive' jokes about the deaths of Pakistani people in floods, but said it was 'dark humour'. Peggie further admitted using the words 'P***' and 'Ch***', but said that the Pakistani and Chinese people she knew had not taken offence. The tribunal continues.
