Centre raises kharif MSP, credit assistance

The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved a raise in minimum support prices (MSPs) for key kharif or summer-sown crops, increasing the rate for common paddy, the season's staple, to ₹2,369 per quintal (100 kgs) from ₹2,300 a year ago.
While fixing the MSPs, the government has adhered to the practice of setting the rates at a minimum of 1.5 times the cost of production so that farmers get 50% returns over cost, information and broadcasting minister Ashwini Vaishnaw said, briefing reporters.
MSPs are federally fixed floor prices that serve as a price signal for private traders and aim to help avoid distress sale. The government buys cereals, such as wheat and rice, from farmers at MSPs to build stockpiles for food security and reserves for the public distribution system, under which nearly 800 million beneficiaries receive free monthly food handouts.
The nearly 3% increase in the MSP for the commonest variety of paddy is the lowest in three years. India is the world's second-largest producer of rice and its biggest exporter.
Among key pulses, the floor price for pigeon pea or tur has been raised by ₹450 to ₹8,000 a quintal, while that of black gram or urad by ₹400 to ₹7,800 per quintal. The MSP of green gram (moong) saw a raise of ₹86 to ₹8,768 a quintal for 2025-26 kharif season.
India expects robust summer harvests after the state-run weather bureau on Tuesday said the country is likely to see surplus monsoon rains for the second straight year.
Plentiful rains drive up farm output and rural incomes, which help generate demand for manufactured goods and services. Agriculture, which directly or indirectly supports nearly half the population, accounts for 19% of the country's gross domestic product.
While farmers receive MSP rates for big cereals bought in large quantities by the government to build food reserves, they often have to sell many other commodities at below these minimum rates. Since 2019, several influential farm unions have launched widespread protests, seeking a legal guarantee for MSPs.
The Cabinet also raised the minimum cotton price by 8.3% to ₹7,710 per 100 kg and the soybean price by 8.9% to ₹5,328 rupees per 100 kg.
If the new MSPs are realised in markets, the profit margins of farmers over the cost of production are estimated to be highest in case of pearl millet or bajra (63%) followed by corn (59%) and pigeon pea or tur (59%).
Interest subvention
The Cabinet also approved the continuation of the so-called modified interest subvention scheme (MISS) for 2025-26 under which farmers can access short-term crop loans at affordable rates through Kisan credit cards.
The MISS for fiscal year 2025-26 will continue to provide a 1.5% interest subvention and will cost ₹15,640 crore.
Under the MISS, farmers receive short-term loans of up to ₹3 lakh at a subsidized interest rate of 7%, with 1.5% interest subvention (or discount) . Farmers who make timely payments are eligible for a further discount of 3%, which gets them crop loans at an effective interest rate of 4%.
Infrastructure
In a bid to increase regional connectivity, the cabinet has also approved the development of a four-lane Badvel–Nellore highway in the state of Andhra Pradesh.
The project will extend from Badvel–Gopavaram village on National Highway NH-67 to Guruvindapudi on NH-16, covering a total length of 108 km. It will be executed under the Build-Operate-Transfer model, with a total capital investment of ₹3,653.10 crore.
The construction of the highway will significantly reduce the distance between Badvel and Krishnapatnam Port by 34 km to 108 km and effectively shorten the journey time by an hour, from 2.5 hours to 1.5 hours, amounting to a 40% reduction in travel time, the government said in a statement.
Moreover, the project is expected to alleviate congestion on existing NH-67 and NH-16, while contributing to a reduction in both vehicle operating costs and carbon emissions.
This highway will connect three major industrial nodes of Andhra Pradesh: the Kopparthy Node on the Visakhapatnam–Chennai Industrial Corridor (VCIC), the Orvakal Node on the Hyderabad–Bengaluru Industrial Corridor (HBIC), and the Krishnapatnam Node on the Chennai–Bengaluru Industrial Corridor (CBIC).
Union road transport and highways minister Nitin Gadkari said the highway will also provide access to 19 key cultural and social destinations, including the Srikalahasti Temple, Penchalakona Waterfall, Srisailam, Somasila Waterfall, Somasila Temple, Udayagiri Fort, Siddavattam Fort, and Vontimitta.
The government statement added the project with 108.134 km will generate about 2,000,000 lakh man-days of direct employment and 2,300,000 man-days of indirect employment. The project will also induce additional employment opportunities due to increase in economic activity in the vicinity of the proposed corridor.
Responding to the cabinet announcements, Modi said his government is committed to the welfare of farmers, adding that 'the decision taken by the Cabinet will boost the income of farmers as well the production of crops'.
'The 4-Lane Badvel-Nellore Corridor, whose construction has been approved by the Cabinet will benefit the development journey of Andhra Pradesh and generate several opportunities for the youth of the state.' The projects related to Maharashtra and Madhya Pradesh will boost growth, sustainability, lower logistics costs and more, he said.

Jaishankar will host the five Central Asian foreign ministers - including Bakhtiyor Saidov (Uzbekistan), Rashid Meredov (Turkmenistan), Zheenbek Kulubaev (Kyrgyzstan), Sirojiddin Muhriddin (Tajikistan) and Murat Nurtleu (Kazakhstan) - amid continued incidents of cross-border terror, highlighted by the heinous April 22 Pahalgam terror attack which resulted in the death of 26 innocent civilians. The visiting Foreign Ministers will participate in the India-Central Asia Business Council meeting on Thursday and India-Central Asia Dialogue on Friday before wrapping up their India visit after calling on Prime Minister Narendra Modi on the same evening. The India-Central Asia Dialogue, launched in January 2019 in Samarkand, serves as a key platform for strengthening ties between India and Central Asia. The second meeting took place virtually in October 2020 and focussed on regional security, counter-terrorism, and infrastructure development. The third meeting was held in New Delhi in December 2021 and emphasised connectivity to further deepen the ties between India and Central Asia. At the fourth edition of the dialogue on June 6, the ministers will discuss further strengthening of relations between India and Central Asian countries with particular focus on trade, connectivity, technology, and development cooperation. They will also share perspectives on challenges to regional security and other regional and global issues of mutual interest. "India and Central Asia, in each other's 'Extended Neighbourhood', enjoy close and cordial contemporary diplomatic relations underpinned by millennia old cultural and people-to-people exchanges. The first India-Central Summit held virtually in January 2022 and the mechanism of India-Central Asia Dialogue, at the level of Foreign Ministers, have taken this relationship substantially forward," read a statement issued by the MEA. India-Central Asia Summit at leaders' level is the highest level of engagement between India and Central Asia. The inaugural Summit was held virtually in January 2022 and marked a pivotal step in strengthening India's ties with the region. It was chaired by Prime Minister Narendra Modi and attended by the Presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The Summit adopted the 'Delhi Declaration', institutionalising biennial summits and regular ministerial dialogues. As many as four Central Asian Countries, except Turkmenistan, are also fellow members of SCO, Asia Cooperation Dialogue and CICA. All the CACs support India's permanent membership in a reformed and expanded UN Security Council besides generally supporting India's candidates in the elections to UN bodies. India shares historical and cultural linkages with the Central Asian Countries (CACs) going back several millennia. Buddhism spread from India via Tibet to Central Asia, establishing strong spiritual ties. Indian monks founded monasteries and translated texts across Central Asia. Key Buddhist sites like Termiz, Fayaz Tepe, Kara Tepe, and Adzhina Tepe reflect this influence. Later, historians such as Ibn Batuta and Al-Biruni documented vibrant exchanges. Indian migrants brought cotton, spices, and Buddhism to cultural centers like Samarkand and Bukhara. Babur, founder of the Mughal Empire was from Ferghana Valley, Uzbekistan. Exchange of goods, peoples, ideas, traditions, cuisines etc. continued between India and the CACs in both directions, until the beginning of colonial era in the 19th century. "The India-Central Asia Dialogue is a manifestation of mutual interest on the part of India and the Central Asian countries to forge even closer, wider and stronger partnership in a spirit of friendship, trust and mutual understanding," the MEA stated.

As Prime Minister Narendra Modi launches the Centre's Aravalli Green Wall project on Thursday, the state government in Haryana will kick off efforts to restore 25,000 hectares of degraded forest area. The Aravalli Range has long been hailed as the 'lungs' of the National Capital Region (NCR). On Thursday, the Prime Minister 'will lead a special tree plantation initiative at Bhagwan Mahavir Vanasthali Park in Delhi at 10:15 am, reaffirming India's commitment to environmental stewardship and green mobility' to mark World Environment Day, according to a statement from the PMO. 'The PM will plant a Banyan sapling under the Ek Ped Maa Ke Naam initiative. This will be part of the 'Aravalli Green Wall project' which aims to reforest the 700-km Aravalli range,' read the statement. In Haryana, a total of 24,990.16 hectares of Recorded First Area (RFA) land will be targeted for treatment in the first phase of the project. While 3,852.73 hectares of land will be targeted in Faridabad, a total of 6,063.73 hectares of land will be targeted in Gurgaon. Gurgaon Divisional Forest Officer Raj Kumar told The Indian Express that intensive restorative plantation efforts in the district will begin soon. 'With Thursday's launch, the project in Haryana will also be kicked off. Proper plantation towards intensively restoring the degraded forest areas is most conducive during the monsoons, which is when our efforts will truly begin on priority,' he asserted. The Aravalli range encompasses five other districts in Haryana: Nuh, Mahendragarh, Rewari, Mahendergarh, and Charkhi Dadri. The Aravalli range and buffer zones account for 3.11 lakh hectares (38.7%) of the total geographical area of these districts (8.05 lakh hectares). Nuh has the largest area under RFA with 14,606 hectares. Meanwhile, Charkhi Dadri is not being covered in the current phase due to a negligible recorded forest area (28 hectares), said officials. 'Site conditions in Haryana vary significantly, with patches having hilly terrain with high degradation and sparse vegetation requiring both SMC [soil and moisture conservation] work and plantations. For the treatment area, the state has proposed a restoration model for the rehabilitation of degraded areas, beginning with soil and moisture conservation efforts in the first year. Restoration will involve plantation, soil moisture conservation, check dams, percolation ponds, and seed sowing,' reads the government document titled 'Detailed Action Plan – Aravalli Landscape Restoration'. The Indian Express on Wednesday reported that Delhi CM Rekha Gupta will join the PM for planting a tree in the Capital's Ridge area as part of the launch. The Rs 16,053-crore project aims to create a buffer zone of 5 km around the mountain range, covering 6.45 million hectares. It is slated to help in meeting India's key climate goals of creating an additional carbon sink of 2.5 to 3 billion tonnes of carbon dioxide equivalent through improving tree and forest cover. Extending from Southwest Gujarat in Champaner to Northeast Delhi and Haryana, the Aravalli range acts as a natural barrier against incursion of sand, loo, and dust from the Thar desert.
