As stiff NOC norms cut swim season, Noida societies open pools

Noida: This summer's swimming pool window already shortened by a month, condominiums have started opening them to residents even as they wait for no-objection certificates from the sports department.
The NoCs are delayed because of new conditions from this year for a clearance, among them mandatorily recruiting a woman trainer. While this itself has been hard to follow because there aren't enough qualified professionals for the job, several RWAs told TOI they were facing pressure from residents who have been regularly paying pool upkeep charges as a part of monthly maintenance, typically ranging from Rs 3,000 to Rs 6,000 a month.
An AOA representative from a Sector 168 condominium that opened its pool last week, told TOI, "People are paying charges for the pool but have not been able to use it for almost a month now because we have not been able to get a female coach."
A representative of a Greater Noida West society said that getting an additional lifeguard would disturb the AOA's monthly budget. "We will have to pay at least Rs 30,000 as monthly salary to the new coach, so maintenance charges will have to be reworked too," he said. This condominium, too, has opened its pool without NOC.

While compliance has been smoother for institutional setups such as schools and academies, apartment complexes are facing logistical and financial challenges. "Given that pools operate only for three to four months, the delay is essentially wiping out the season,"

(NHRF) president Nikhil Singhal said. "We urge the administration to take a pragmatic approach and expedite the pending NOCs. Otherwise, residents will miss out on the only months when pool use is viable," added Singhal, who lives in Eldeco Amantran in Sector 119. Pools here typically open in April and shut in mid-Oct.
Since April, the sports department has received 400 applications for pool licence renewal, but has granted only 125 NOCs so far. Of the 125 applications, 50 are from schools, private academies or centres and hotels. The rest are from residential societies.
The department has withheld 275 applications, mostly from highrise societies, for not meeting requirements. On Thursday, district sports officer Anita Nagar said their teams will undertake surprise inspections and seal pools if societies are found running them without NOCs. She also warned of hefty fines.

The Deharji dam in Palghar district has registered its first partial storage of water. The dam achieved a live impoundment with water level reaching the Reduced Level (RL) of 90 metres, or 5 per cent of the dam's planned storage capacity, on Sunday. Sanjay Mukherjee, Metropolitan Commissioner, Mumbai Metropolitan Region Development Authority (MMRDA), said, 'Achieving 5 per cent live storage and overflow at Reduced Level 90 m marks a major engineering and planning milestone in the Deharji Medium Project… clearly demonstrating the dam's structural readiness and hydrological functionality.' 'The project will not only meet the rising water demands of Vasai-Virar and Palghar, but also stand as a benchmark for sustainable and scalable water infrastructure development across the state,' he added. The dam is being built by the Konkan Irrigation Development Corporation (KIDC) with funding support from MMRDA on the Deharji River near Suksale village in Palghar district. As of May 2025, approximately 80 per cent of the total construction was complete. The excavation for the dam began in May 2022, and it was concretised in November 2022. The dam has a spillway with four radial gates, and the available storage upon completion will be 93.22 million cubic metres (Mcum). Out of the total estimated cost of Rs 2,599.15 crore, MMRDA has invested Rs 1,689.42 crore so far. This figure also encompasses Rs 364.82 crore for land acquisition and rehabilitation. According to MMRDA, private land involving a total area of 238 hectares is being acquired, and 269 families residing in Khuled, Sakhre, and Jambe villages are being rehabilitated under the jurisdiction of the Palghar District Collectorate. Currently, the stage 2 forest clearance for 445.29 hectares has been issued by the Ministry of Environment and Forests. After being fully commissioned, the dam will provide 190 million litres per day (MLD) to Vasai-Virar Municipal Corporation, 50 MLD to City and Industrial Development Corporation (CIDCO) for the Palghar area, and 15 MLD to villages along the alignment. MMRDA is also drafting a detailed project report (DPR) for a regional bulk drinking water supply scheme on the basis of the Deharji reservoir. The construction of the dam is estimated to be complete by the end of 2027.

Jaipur: Even after four months of completing its survey, the forest administration continues to delay relocation of villages from the newly notified Ramgarh Vishdhari Tiger Reserve. While many villagers have now agreed to move out, the sluggish pace of the process is raising concerns that complications, similar to those experienced in Ranthambore and Sariska, may arise. Environmentalists and villagers allege that Bhairupura Antari, Bheemganj, and Bada Dhundhla are ready for relocation, but the authorities have neither released the survey list nor identified alternative land. The survey in Bhairupura Antari was completed three months ago, yet the list has not cleared even the initial beat guard level of approval. According to procedure, the survey list must pass through four levels of scrutiny—beat guard, range officer, ACF, and DCF—before receiving final approval from the district collector. A local resident said, "The village has over 300 families, all of whom cooperated during the survey. Delays are now causing frustration, and people may reconsider their willingness to relocate.
