As stiff NOC norms cut swim season, Noida societies open pools

Noida: This summer's swimming pool window already shortened by a month, condominiums have started opening them to residents even as they wait for no-objection certificates from the sports department.
The NoCs are delayed because of new conditions from this year for a clearance, among them mandatorily recruiting a woman trainer. While this itself has been hard to follow because there aren't enough qualified professionals for the job, several RWAs told TOI they were facing pressure from residents who have been regularly paying pool upkeep charges as a part of monthly maintenance, typically ranging from Rs 3,000 to Rs 6,000 a month.
An AOA representative from a Sector 168 condominium that opened its pool last week, told TOI, "People are paying charges for the pool but have not been able to use it for almost a month now because we have not been able to get a female coach."
A representative of a Greater Noida West society said that getting an additional lifeguard would disturb the AOA's monthly budget. "We will have to pay at least Rs 30,000 as monthly salary to the new coach, so maintenance charges will have to be reworked too," he said. This condominium, too, has opened its pool without NOC.

Besides hiring women trainers, pool operators are also required to install CCTV cameras, have separate changing rooms for men and women, inform the sports department about the agency maintaining the facility, and submit a comprehensive disaster management plan to obtain an NOC.
While compliance has been smoother for institutional setups such as schools and academies, apartment complexes are facing logistical and financial challenges. "Given that pools operate only for three to four months, the delay is essentially wiping out the season,"

(NHRF) president Nikhil Singhal said. "We urge the administration to take a pragmatic approach and expedite the pending NOCs. Otherwise, residents will miss out on the only months when pool use is viable," added Singhal, who lives in Eldeco Amantran in Sector 119. Pools here typically open in April and shut in mid-Oct.
Since April, the sports department has received 400 applications for pool licence renewal, but has granted only 125 NOCs so far. Of the 125 applications, 50 are from schools, private academies or centres and hotels. The rest are from residential societies.
The department has withheld 275 applications, mostly from highrise societies, for not meeting requirements. On Thursday, district sports officer Anita Nagar said their teams will undertake surprise inspections and seal pools if societies are found running them without NOCs. She also warned of hefty fines.

Aizawl: Gauhati High Court has accepted the public interest litigation (PIL) filed by the Mizoram Truck Owners Asscociation (MTOA) on the deplorable road conditions across Mizoram and issued show cause notices to the state chief secretary, engineer-in-chief, chief engineer (roads) and chief engineer (highways) of state PWD, secretary for ministry of road transport & highways (MoRTH) and executive director of national highways infrastructure development corporation ltd (NHIDCL). A two-judge bench of Justice Marly Vankung and Justice Sanjeev Kumar Sharma on Wednesday heard Rosalynn L Hmar, counsel for the petitioner and while admitting the PIL said, "The matter is a great concern which affects the general public." The bench added, "The learned counsels for the respondents are to file their affidavits showing caused as to why the conditions of the road in the mentioned stretches of road are in such a poor condition and also inform the Court as to the steps taken for the maintenance and improvement of the said stretch of roads highlighted by the petitioners." The matter is listed after 4 weeks. The MTOA filed the PIL due to poor road conditions at 4 highways - Aizawl – Kolasib – Kolasib – Silchar via Durtlang covering 180 km stretch as the roads have not been repaired and not properly maintained for a long time. The PIL also points out that the roads along Aizawl to Silchar (Assam), specially Kawnpui – Bualpui – Sethawn – Thingdawl – Kolasib – Rengtekawn – Bilkhawthlir – Chhimluang – Vairengte, within 54.00 km to 132.00 km stretch are in a dilapidated conditions. The other roads mentioned in the PIL are - Aizawl to Kanghmun via Mamit covering 189 km specially from Dapchhuah – Dampui – Mamit – Bawngva – Darlak – Tuidam – Kawrthah – Rengdil – Zamuang – Zawlnuam - Bungthuam – Luimawi – Kanhmun – Saicherra – Kawrtethawveng - Bunghmun – Serhmun – Tuilukawn. Another road taken up in the PIL is Lunglei – Tlabung road covering 97 km stretch which is from Hauruang – Pachang – Phairuang – Rotlang West – Lungsen – Tuichhawng – Tlabung road is a part of the National Highway 302 and is currently maintain by the NHIDCL. Counsel for the petitioner submitted that the Aizawl – Tuipang road project which includes the Lunglei – Tlabung stretch has a total length of 732.10 km and a project cost of Rs. 14,994.94 crore have been sanctioned. The Chungkhum – Tlabung section of NH – 302 is being develop with an estimate cost of 497.50 crore. She further submitted in spite of the huge amount of the money sanctioned, the road conditions remain extremely poor. She also submitted that Lunglei – Chawngte road covering 100 km including Hauruang – Pachang – Phairuang – Rotlang West – Rangte – Lalnutui – South Lungrang – Chawngte is also in a worst condition.
