US sanctions UN rights expert Albanese over Gaza criticism

LeMonde3 days ago
US Secretary of State Marco Rubio on Wednesday, July 9 announced Washington was sanctioning the United Nations special expert on the Palestinian territories, following her criticism of Washington policy on Gaza. "Today I am imposing sanctions on UN Human Rights Council Special Rapporteur Francesca Albanese for her illegitimate and shameful efforts to prompt (International Criminal Court) action against US and Israeli officials, companies, and executives," Rubio said on social media.
In a subsequent statement he slammed the UN expert's strident criticism of the United States and said she recommended to the ICC that arrest warrants be issued targeting Israel's Prime Minister Benjamin Netanyahu. Rubio also attacked her for "biased and malicious activities," and accused her of having "spewed unabashed antisemitism (and) support for terrorism."
He said she escalated her contempt for the United States by writing "threatening letters" to several US companies, making what Rubio called unfounded accusations and recommending the ICC pursue prosecutions of the companies and their executives. "We will not tolerate these campaigns of political and economic warfare, which threaten our national interests and sovereignty," Rubio said.
While Albanese was appointed by the UN Human Rights Council, she does not speak on behalf of the United Nations itself. The Italy-born expert released a damning report earlier this month denouncing companies she said "profited from the Israeli economy of illegal occupation, apartheid, and now genocide" in the occupied Palestinian territories. The report provoked a furious response from Israel, while some of the named companies also raised objections.
Albanese has leveled broadsides against the policies of Israel in Gaza, and of US President Donald Trump, particularly the plan he announced in February to take over the Gaza Strip and resettle its residents elsewhere. That proposal faced a rejection from Palestinians, Middle East leaders and the United Nations. Albanese dismissed it as "utter nonsense" and an "international crime" that will sow panic. "It's unlawful, immoral and... completely irresponsible because it will make the regional crisis even worse," she said on February 5 during a visit to Copenhagen.
US ally Israel on Wednesday commended Rubio's action against the rapporteur. "Albanese has consistently undermined the credibility of the UN Human Rights Council by promoting false narratives and pushing for illegitimate legal actions that ignore the realities on the ground," Israel's UN Ambassador Danny Danon said.

Iran says willing to resume nuclear talks with US if guaranteed no further attacks

Iran's foreign minister said Saturday, July 12, that his country would accept a resumption of nuclear talks with the United States if there were assurances of no more attacks against it, state media reported. Foreign Minister Abbas Araghchi said in a speech to Tehran-based foreign diplomats that Iran has always been ready and will be ready in the future for talks about its nuclear program, but, "assurance should be provided that in case of a resumption of talks, the trend will not lead to war." Referring to the 12-day Israeli bombardment of Iran's nuclear and military sites, and the US strike on June 22, Araghchi said that if the US and others wish to resume talks with Iran, "first of all, there should be a firm guarantee that such actions will not be repeated. The attack on Iran's nuclear facilities has made it more difficult and complicated to achieve a solution based on negotiations." Following the strikes, Iran suspended cooperation with the International Atomic Energy Agency (IAEA), which led to the departure of inspectors. Araghchi said on Saturday that Iran's cooperation with the IAEA "has not stopped, but will take on a new form," after the Islamic Republic formally ended cooperation with the UN watchdog in early July. Araghchi said that under Iranian law, the country will answer the agency's request for cooperation "case by case," based on Iran's interests. He also said any inspection by the agency should be done based on Iran's "security" concerns as well as the safety of the inspectors. "The risk of proliferation of radioactive ingredients and an explosion of ammunition that remains from the war in the attacked nuclear sites is serious," he said. Araghchi stressed that any new nuclear deal must uphold Iran's right under the Non-Proliferation Treaty to enrich uranium for peaceful purposes. "I would like to emphasize that in any negotiated solution, the rights of the Iranian people on the nuclear issue, including the right to enrichment, must be respected," he said. "We will not have any agreement in which enrichment is not included." US President Donald Trump has insisted that this cannot happen. Israel claims it acted because Tehran was within reach of a nuclear weapon. US intelligence agencies and the IAEA had assessed Iran last had an organized nuclear weapons program in 2003, though Tehran had been enriching uranium up to 60% – a short, technical step away from weapons-grade levels of 90%. Iranian President Masoud Pezeshkian, in an interview published Monday, said the US airstrikes so badly damaged his country's nuclear facilities that Iranian authorities still have not been able to access them to survey the destruction.

Israel and EU reach deal for slow resumption of humanitarian aid in Gaza

As indirect talks continued in Doha on Friday, July 11, between the Israeli government and Hamas over a possible ceasefire, Israel authorized a fuel delivery into the enclave, which has been under blockade since March 2, and only partially eased since May 19. This shipment, mainly intended for hospitals and deemed far from sufficient by humanitarian officials, is the result of a preliminary agreement reached with the European Union (EU) the previous day. The deal is supposed to enable "large-scale" delivery of humanitarian aid to the people of Gaza, who are at risk of famine. This agreement was announced without guarantees, and the manner in which the aid will be distributed, a potential point of contention between the two sides, has not been specified. It comes as a European Union foreign affairs council is convened on July 15, during which the EU's foreign policy chief, Kaja Kallas, is expected to unveil a dozen potential measures that the EU could take as part of its review of Article 2 of the Association Agreement between the EU and Israel, which obliges the parties to respect fundamental rights.
