
Metal manufacturer to lay off nearly 150 in Lakeville, Shakopee, Plymouth
J&E Companies will lay off 45 employees from its Lakeville site alone, including welders, machine operators, process engineers, plant managers, drivers and other job classifications. A letter to the Minnesota Department of Employment and Economic Development, dated June 2, indicated that the layoffs will take effect that same day 'due to financial difficulties and circumstances,' and that 'a potential sale of the business' had fallen through.
The workers are non-unionized and do not have bumping rights, according to the company's letter, which is signed by a corporate adviser from Harney Partners.
J&E Companies was founded more than 65 years ago and provided precision machining and fabrication services to the medical, aerospace, commercial and agricultural industries, according to its website. In 2022, it acquired R&B, a Wisconsin-based precision machining company with more than 100 employees. In all, the merged companies maintained six sites in Minnesota, Racine, Wis. and Reynosa, Mexico, with a combined total of 325 employees.
A call to a company spokesperson was not immediately returned on Wednesday.
Whitebridge Capital Partners announced Wednesday it is acquiring the major assets of R&B Grinding of Racine, which will be renamed RB Industrial Manufacturing LLC, 'in recognition of the full range of machining processes the company can provide from its 140,000 square foot facility,' reads a statement from Whitebridge, which specializes in distressed manufacturing companies.
'We're not involved in the Minnesota operations at all,' said Todd DiBenedetto, principal with Whitebridge Capital Partners, in a brief phone interview on Wednesday. He said the Mexican plant was still in operation, and 'we are looking at it. We may get involved with it in the future, but right this second, we're not.'

Will FEMA help with disaster assistance after Wisconsin floods? What to know.
MADISON – After historic flooding in the Milwaukee area, Gov. Tony Evers' administration is assessing the extent of damage − a process that could qualify area residents for federal disaster aid. Milwaukee and other parts of Wisconsin were hit with massive volumes of rain Saturday and Sunday, leading to flash flooding, power outages and a slew of closures and cancelations. Parts of Milwaukee saw more than 10 inches of rain in less than 24 hours in what is classified as a 1,000-year flood event. Some residents affected by the flooding may look to the Federal Emergency Management Agency, also known as FEMA. Here's what you need to know about FEMA and when a disaster qualifies for federal aid. What is FEMA? FEMA is a U.S. government agency focused on coordinating disaster response and recovery efforts. FEMA's assistance is initiated by an official request made by a state, tribal or territorial government. FEMA does not automatically respond to every disaster, according to the agency website. State and local officials can issue emergency declarations to immediately mobilize local resources and implement emergency plans. If a disaster overwhelms state and local capacity, officials may request a presidential declaration, the agency said. A presidential declaration triggers a federal response, providing additional resources and support. Federal agencies work with state and local governments affected by the disaster to assess damage, determine needs and allocate aid. Unlike an emergency declaration, which can be issued before or immediately after a disaster, a presidential declaration can take a few days or even weeks to be issued. What is the eligiblity requirements to receive FEMA assistance from the Individuals and Households Program? If a disaster is declared, the following criteria must be met to be eligible for individual assistance from FEMA: No other assistance: You may receive FEMA assistance only for needs not met by an insurance company or other similar reimbursement program. Occupancy: You must have been living in the damaged property as your primary residence at the time of the disaster. Ownership: You must own the damaged property or rent it. Disaster damage: Your home must have sustained disaster-caused damage that is not covered by insurance. U.S. Citizenship or legal residency: You must be a U.S. citizen, non-citizen national, or qualified alien, according to FEMA. Specific eligiblity requirements may vary depending on the type of disaster and federal regulations. You can check your elibiblity for assistance and apply by doing one of the following: Online at Calling the FEMA Helpline at 1-800-621-3362, 7 a.m. to 10 p.m. (your time zone), seven days a week. Due to high call volume during a disaster, please expect longer wait times. The agency recommends calling in the morning or evening. During a disaster, the quickest way to get answers about assistance eligibility is usually by visiting a Disaster Recovery Center (DRC). The wait time at these centers is usually shorter, and they also have in-person, one-on-one FEMA representatives. To find the closest center, use the online locator: Download the FEMA app for mobile devices. FEMA cannot provide assistance for disaster needs that have been met by another source such as insurance or other programs. But, if your insurance or another program does not cover all your disaster-caused needs, individuals may be eligiable for assistance from FEMA, according to the agency. When you apply for FEMA assistance, you must tell FEMA about any insurance coverage you have that can help with your needs. If you have insurance coverage, you will need to give FEMA proof of the insurance settlement or a letter explaining you were denied coverage before FEMA can determine what kind of assistance you are eligible for. Has an emergency declaration been made for Milwaukee County floods? Emergency declarations are made based on damage assessments and the request of local partners, according to the governor's office. While Milwaukee County Executive David Crowley declared a state of emergency throughout the county on Aug. 10, no formal request for a state emergency declaration had been made to the governor's office as of Monday morning. Evers' spokeswoman Britt Cudaback told the Milwaukee Journal Sentinel that at this time Wisconsin Emergency Management, the state's agency responsible for administering disaster relief funds, is in the early stages of the damage assessment process and the governor's office will continue to monitor the situation for any declaration needs. But even if Wisconsin makes a state emergency declaration, that doesn't necessarily mean FEMA will provide federal support. To receive federal aid once a state declaration is made, damage must exceed a certain threshold to qualify. Jeff Fleming, a spokesman for the Milwaukee mayor's office, told the Journal Sentinel city officials talked to the governor's staff Aug. 10 about advancing an emergency declaration and that a formal declaration for a state emergency delcaration from Milwaukee County is likely to come soon. 'A complete disaster': Cafe Hollander Wauwatosa will be closed for six weeks after flooding
On the evening of Aug. 9, the kitchen at Café Hollander 7677 W. State St., Wauwatosa, was buzzing with fired-up ovens, cooks prepping dishes and servers running up trays during the Saturday-night dinnertime rush. Hours later, it was submerged in four feet of water. It was the result of the two-day, 1,000-year flood that caused the Menomonee River, which flows directly alongside Café Hollander's Wauwatosa location, to rise from just under two feet to more than fives times that height in two hours. On Aug. 11, the restaurant and bar, in the heart of the Tosa Village, announced on social media that it would be temporarily closed for an 'unexpected remodel.' The cost of that 'remodel' could approach $1 million and six weeks of business closure. That's according to Eric Wagner, founder and CEO of the Lowlands Group, which owns Café Hollander and its four other locations, as well as Milwaukee-area restaurants Buckatabon Tavern & Supper Club, Café Benelux and Centraal Grand Café & Tappery. He got his first call at around 6:30 a.m. Aug. 10, when early-morning employees showed up to the restaurant. Water had already started coming into the kitchen, which is located on the restaurant's lower level. Over the next three or four hours, he and his employees watched it swell to four feet deep. Outside, the Menomonee River splashed over the pedestrian bridge that leads to the restaurant's outdoor patio. The water crested about four feet above Café Hollander's kitchen. The entire lower level is almost a total loss, including cooking equipment, walk-in coolers, the manager's office, the stereo system and all the food stored in the kitchen. 'When there's pressure from the river, the water starts getting into the drywall. There was equipment floating everywhere and the electrical got all burned out,' Wagner said. 'It was a complete disaster.' That's when we started to realize that it was going to be more of a construction project than just the cleaning project.' The first flooding of its kind at Café Hollander When Café Hollander opened in the Tosa Village in 2009, its proximity to the Menomonee River provided one of the area's most picturesque waterfront views. Wagner never expected that the restaurant would see this amount of water damage. It's the first time the space has flooded in its 16 years. 'With all the investments that have been made in the retention ponds and systems here, we assumed that those issues wouldn't be there anymore,' Wagner said. What's left now is the clean-up effort, led by Milwaukee's Sid Grinker Restoration, with plenty of help from employees and volunteers from the community. "Even on Sunday, when we were moving furniture around, I looked up and there were just people in the community that had been down here picking up tables and umbrellas and moving chairs without being asked,' Wagner said. 'It was really cool to see.' Hourly employees of Café Hollander's Wauwatosa location have been placed at other restaurants within the Lowland Group, with managers continuing at other locations or overseeing the cleanup. 'Our people should not be impacted much at all,' Wagner said. Buckatabon Tavern & Supper Club will open for weekday breakfast For those who'd like to support the business, Wagner encouraged customers to dine at any of the Lowlands Group restaurants, which all remain open. He also hopes the community will support neighboring businesses in any way they can. That includes donating to the Wauwatosa BID's fundraiser supporting small businesses impacted by the flood. And for those who will miss their weekday breakfasts at Café Hollander, sister restaurant Buckatabon Tavern & Supper Club, located next to Hollander in the Village, will extend its hours to offer breakfast beginning Aug. 15. In addition to its standard weekend brunch, Buckatabon will serve breakfast from 8 to 11 a.m. Monday to Friday while Hollander is closed. When will Cafe Hollander Wauwatosa reopen after flooding? Café Hollander Wauwatosa will be closed for about six weeks, Wagner said, aiming for a potential reopen date of Sept. 28. There is a possibility that its bar could reopen sooner. Wagner is working with the city of Wauwatosa to open its bar, without food service, in time for TosaFest, the annual community festival that kicks off in the village on Sept. 5. But the time in between will be spent rebuilding, restocking and bolstering a community that's been rocked by this unprecedented flooding. "Of course, it's an incredible business impact. But our hearts really go out to the residents and homeowners. What's happened in their basements and what they're going through has got to be incredibly challenging,' Wagner said. "We see this happen all over the country, but seeing it firsthand and the power of it was pretty scary.'
