Prime Minister Narendra Modi Monday urged the bureaucracy to play the role of an enabler rather than a regulator to adapt to the country's new thinking and aspirations.
Addressing civil servants at the 17th Civil Services Day at Vigyan Bhavan in Delhi, PM Modi said that his government is now working on policies that 'are going to shape the future of the next thousand years.' He added that with rapid changes underway globally, India's bureaucracy, policymaking cannot operate on outdated frameworks.
He also conferred the Prime Minister's Awards for Excellence in Public Administration during the function.
'Our bureaucracy, our work, our policy making cannot continue in the old way. That is why after 2014, a very big Maha Yagya of system transformation has started in the country. We are adapting ourselves with this fast speed,' he said.
PM Modi said that the country has moved from the thinking that the role of the bureaucracy was that of a regulator. 'Today, we are creating such an environment that promotes enterprise among the citizens and helps them cross every barrier. Therefore, the civil service will have to become an enabler. It will have to expand itself not just as a keeper of the rule book but also as a facilitator of growth,' he said.
Speaking about the importance of delivery and the quality of governance rather than launching schemes, he said, 'I believe that quality in governance does not come just by launching schemes. Rather, quality in governance is determined by how deeply the scheme reached the people and how much real impact it had.' He said the civil services have to keep pace with the aspirations and needs of people, especially on last-mile delivery.
'Now the Civil Service will have to adapt itself according to the contemporary challenges, only then it can remain relevant. We will have to keep setting new standards for ourselves every day and keep passing every test,' he said.
Dwelling on the changes brought in by his government, PM Modi said that in the last 10 years, India has seen a journey from incremental change to impactful transformation. He said today India's governance model is focusing on next-generation reforms.
Speaking on cutting bureaucratic delays, he cited the efforts taken by his government to promote ease of doing business. To enable business, he said, the government eliminated more than 40,000 non-compliances, and decriminalised over 3,400 legal provisions.
'I remember, when we were working to reduce the burden of compliance, when we were decriminalizing some of the mistakes that happen during business, it was a surprise to me that there were voices of protest in some corners. Many people used to say, 'It has not happened till date, why are you doing it? It is working, let it be. What difference does it make to you? Let them comply, why are you increasing your work',' he said.
PM Modi added that India has ambitious goals for the coming years in all sectors, ranging from clean energy, energy security, to advancements in sports and space exploration. With these goals in mind, civil servants have an immense responsibility, he said, and urged them to prevent delays.
He added that in the last decade, the government has bridged the gap with citizens leveraging technology, innovation and new practices. 'Its impact is visible in rural and urban areas as well as remote areas,' he said.
However, he pointed out that in a technology-driven world, one should not forget the importance of human judgment, and urged civil servants not to forget the voice of the people. 'Be sensitive, listen to the voice of the poor, understand their problems, make solving them your priority. Just like Athiti devo bhava (guest is God), we have to move ahead with the mantra Naagrik devo bhava (citizen is God).'

Kurla Dairy is among the three dairies of Mumbai, where milk production stopped over the years, and the land was made available for other projects. Many Congress leaders and party functionaries, including MLA Jyoti Gaikwad, Congress spokesperson Suresh Chandra Rajhans, and Mumbai General Secretary Mahendra Mungekar, along with their supporters and activists, staged the peaceful protest in Kurla. Ms. Gaikwad said, 'While we were peacefully protesting, once again the Modani (Modi and Adani) government had sent a large police force to suppress the voice of the people. What justice is it that the police stopped the peaceful protest with the force of police force? The government is providing security to thieves, but we will not be swayed by this oppression. We will continue to fight against this Adani government for the rights of Mumbai.' She called the transfer of land a part of a 'conspiracy' wherein the plan is to destroy the lives of lakhs of Dharavikars and acquire 600 acres of land in Dharavi, along with Kurla Mother Dairy, saltpans, and Deonar dumping ground land. She alleged government will also seize land parcels in Air India Colony, Bandra Reclamation, Behrampada, and Motilal Nagar without taking the locals into confidence.

#SelfieWithDaughter: 10 years of rural click that appealed to global audience

On June 9, 2015, the world witnessed the birth of the now-iconic hashtag #SelfieWithDaughter. What started as a local initiative in Bibipur village of Jind district of Haryana, soon managed to capture global attention. Aiming to promote gender equality, the campaign raises awareness about ills, including female foeticide. Now, 10 years later, more than 2 lakh social media posts and thousands of news articles now carry a phrase that didn't exist in headlines before 2015. The movement reshaped conversations on gender -- both online and offline, and resonated so strongly that Prime Minister Narendra Modi praised it in his Mann Ki Baat radio address in July 2015. PM Modi applauded Sunil Jaglan, a young sarpanch and the spirit behind #SelfieWithDaughter. During a conversation with HT, Jaglan said that #SelfieWithDaughter is no longer a campaign, but a social movement and a commitment by society. 'So far, we have taken some bold steps as a foundation for the campaign. We introduced 'Lado Panchayat'. The traditional khap panchayats were male-only councils, and for the first time, women were invited to the table, and the council came together to publicly condemn sex-selective abortion — a powerful shift in a deeply patriarchal setting. We also brought up 'women's happiness charts' to monitor the well-being of females in homes, and created 'Balika Sabha' (girls' assemblies) to give young girls a platform to speak, share and be heard,' he said. Under Sunil as sarpanch, a resolution was also passed to ban the use of abusive language against women that was known as 'Gali band ghar'. 'The campaign gained strong community support and had a significant positive impact — for the first time, such incidents were openly discussed in the gram sabha, and those who used abusive language were held accountable. We have touched every perspective,' he added. Jaglan said that families have now started celebrating their daughters, sharing positive stories and images that brought a sense of unity and optimism in a time of crisis. 'Now people are taking this as a commitment and investing in health, education and financial independence of their daughters. Now, people have started making 'period chart' for the women of their families. So far, two lakh plates with daughter's name have been put outside homes. This is the real result and future of #SelfieWithDaughter,' he said. Despite initiatives like #SelfieWithDaughter and 'Beti Bachao, Beti Padhao' -- that also started from Haryana a decade ago -- the sex ratio at birth still remains a challenge in the state. The sex ratio at birth (SRB) is a critical indicator of gender equality. According to the figures from the Civil Registration System (CRS) up to December 2024, Haryana recorded its lowest sex ratio at birth in eight years in 2024 and registered a six-point drop from figures a year ago. The SRB dipped to 910 female births per 1,000 male births in 2024, a six-points drop from 916 in 2023 and the lowest after 2016, when it stood at 900. Government interventions have been undertaken largely—crackdowns on illegal sex determination clinics, strict enforcement of the PCPNDT Act, authorities have this year seized about 8,800 MTP kits and registered over 50 FIRs, including at least 18 against online sellers of the kits, but a lot still needs to be done. Vijender Singh, an assistant professor with the department of sociology, Kurukshetra University, believes that there has been a lot of awareness regarding equality in the society, but what lacks is enough incentivisation to classes other than lower strata. 'Government needs to expand its incentives in the middle and higher section of the society. These sections are aware with the issues and problems arising out of it, but shy away due to lack of incentives that are limited only to those below a certain income level,' he added.
