Health budget up by eight per cent

Express Tribune14-06-2025
As part of the Rs3.45 trillion provincial budget for FY 2025-26, the government has allocated Rs326.5 billion to the health sector, marking an 8 per cent increase from the previous year's Rs302.2 billion. A significant portion of Rs146.9 billion is to be disbursed as grants-in-aid to public health institutions and medical units across the province.
Key allocations include Rs19 billion for the Sindh Institute of Urology & Transplantation (SIUT), Rs16.5 billion for the Peoples Primary Health Initiative (PPHI), and Rs10 billion for the construction of a new hospital in Larkana.
Further, Chief Minister Syed Murad Ali Shah announced that the government has transformed three major public healthcare institutions, including Jinnah Postgraduate Medical Centre (JPMC), the National Institute of Child Health (NICH), and the National Institute of Cardiovascular Diseases (NICVD), into world-class facilities over the past 13 years.
Delivering his budget speech in the Sindh Assembly, Shah highlighted that the combined bed capacity of the institutions has increased from 2,092 to 4,041, reflecting a significant expansion in public healthcare services. He also revealed that the construction of a new 12-storey medical tower, and a seven-storey officers' ward, is nearing completion at JPMC, stating "this will make JPMC not only the largest healthcare facility in the country but also among the largest in the world." Further, the CM stated that patient visits to the three institutions have surged from 1.6 million in 2011 to over four million in the current year.
Meanwhile, highlighting advancements in cancer care, Shah said the provincial government, in partnership with the Patients Aid Foundation (PAF-JPMC), has revolutionised radiation oncology services by introducing CyberKnife, Tomotherapy, and PET-CT facilities. He noted "this is the only centre in the world providing free CyberKnife and Tomotherapy treatment regardless of nationality, religion, or ethnicity. Patients from 168 cities and 16 countries have benefited from these services at JPMC Karachi." APP

K-P, Sindh report new polio infections

A fresh case of poliovirus has been detected in Khyber Pakhtunkhwa (K-P) and another in Sindh, pushing Pakistan's total number of polio infections this year to 21, the National Institutes of Health (NIH) confirmed on Monday. A statement issued by the Regional Reference Laboratory for Polio Eradication at Islamabad's NIH said the latest cases involve a six-year-old girl from Union Council Pattan in K-P's Kohistan district and a 21-month-old girl from Union Council Matli-2 in Sindh's Badin district. "With these detections, the total number of polio cases in Pakistan in 2025 has reached 21, including 13 from K-P, six from Sindh, and one each from Punjab and Gilgit-Baltistan," the statement noted. "The only effective protection against the debilitating virus is through the repeated administration of the oral polio vaccine (OPV) for every child under five during each campaign, alongside timely completion of all routine immunisations," the statement said. From September 1 to 7, a sub-national polio vaccination campaign will be conducted targeting more than 28 million children under the age of five in 99 districts across all provinces and regions. "The campaign in southern Khyber Pakhtunkhwa will be conducted from 15 September. The goal is to ensure every child in these districts receives the vaccine to protect them from the lifelong consequences of polio," it said, adding that the drive forms part of ongoing efforts to quickly strengthen immunity and close existing protection gaps. "Parents and caregivers are strongly urged to ensure their children receive the polio vaccine during this and every campaign," it stressed. Expressing concern over the new case in Sindh, Chief Minister Syed Murad Ali Shah and Chief Secretary Asif Haider Shah called for urgent remedial measures.

12 to 15pc heart attack patients are under 40, say cardiologists

KARACHI: Cardiologists at the National Institute of Cardiovascular Diseases (NICVD) have revealed that nearly 50 percent of heart attack patients in the country are younger than 49 years, and between 12–15 percent are under 40 years. Experts warn that this trend fuelled by diabetes, hypertension, obesity, smoking, and unhealthy lifestyles is making Pakistan one of the world's worst-hit countries for early-age heart attacks. The data was shared during a symposium here on Saturday, where NICVD researchers, in collaboration with local pharmaceutical firm Pharmevo, presented the results of the country's largest clinical trial comparing two anticoagulants for treating acute left ventricular thrombus (LVT) — a dangerous blood clot that can form in the heart after a severe heart attack and cause stroke or other embolic complications. The trial, known as RIVAWAR, was designed and conducted independently by NICVD's cardiology team and ran from June 7, 2021, to December 31, 2023. It enrolled 261 post–heart attack patients, randomising them to receive either rivaroxaban — a newer direct oral anticoagulant — or warfarin, the decades-old standard treatment. All participants had confirmed LVT within seven days of their heart attack, with most suffering severe ST-segment elevation myocardial infarction (STEMI) and reduced heart pumping capacity. According to principal investigator Dr Jehangir Ali Shah, rivaroxaban achieved faster clot resolution in the early phase — 20 percent at four weeks versus 8.3 percent with warfarin — while both drugs had similar high success rates at 12 weeks. He noted that about 16 percent of heart attack patients previously faced a significant stroke risk due to LVT, but this was eliminated in the trial cohort. 'This is the largest randomized trial to date in acute LVT, and the results show rivaroxaban to be a safe, effective alternative to warfarin,' he said, adding that 15 percent of participants were under 40 years old. Dr Shah said the study was significant not only for its clinical findings but also as an example of high-quality, investigator-led research conducted in Pakistan and published in the Journal of the American College of Cardiology: Advances. NICVD's Director of Cath Lab, Dr Abdul Hakeem, stressed the public health urgency. 'Pakistan has the highest rate of young heart attack patients globally. Every third adult has diabetes, 40 percent have high blood pressure, obesity is common, and smoking rates remain high. Many patients don't know they're at risk because, in our culture, loose clothing hides weight gain. After the age of 30, everyone should get a cardiac check-up,' he said. He added that common misconceptions — such as assuming a heart attack always causes severe chest pain — can delay treatment. 'Nine out of ten of our patients had no pain, only heaviness in the chest or acidity-like discomfort. If you feel chest heaviness while walking or climbing stairs get an ECG immediately,' he advised. Dr Hakeem warned that the most dangerous anterior heart attack can damage up to 60 percent of the heart muscle and often causes a clot that appears four to eight weeks later, increasing stroke risk. NICVD Executive Director Dr Tahir Saghir said the institute is now moving into further advanced research, including trials on drug-coated balloons that do not require stents — a development that could reduce future artery blockages. 'We already have international funding for this work, and the direct beneficiaries will be our patients,' he said. Senior cardiologist Dr Nadeem Rizvi emphasised the importance of locally conducted clinical research, saying results based on Pakistan's environment and healthcare system are more practical and applicable. Dow Institute of Cardiology Director Dr Tariq Furman said genetic, socioeconomic, and physical differences between Pakistani and Western populations require tailored treatment guidelines. 'We need our own data. Sometimes their recommended high doses aren't suitable for our patients,' he said. Pharmevo's Abdul Samad said the company's support for RIVAWAR was part of its commitment to advance evidence-based care. 'These results will help guide treatment choices for post–heart attack clots. We will continue to support medical research in Pakistan so that effective medicines are available locally,' he said. Copyright Business Recorder, 2025

IBA Sukkur to conduct MDCAT in Sindh

Listen to article The Institute of Business Administration (IBA) Sukkur will now conduct the Medical and Dental College Admission Test (MDCAT), replacing individual universities in a major shift in the medical and dental college admission process. The decision was taken during a Sindh Cabinet meeting on Thursday, which also discussed implementing a unified admission policy across all medical and dental colleges in the province. Last year, MDCAT retake exam was successfully conducted across Sindh as per the directives of the Sindh High Court by IBA Sukkur. A total of 38,684 candidates participated in the retake exam held simultaneously in six cities: Karachi, Hyderabad, Jamshoro, Shaheed Benazirabad, Larkana, and Sukkur. Security and logistical support were provided by provincial and district authorities, along with agencies such as FIA and Intelligence Bureau (IB). IBA Sukkur ensured that foolproof arrangements were in place for the smooth conduct of the exam. Read: 'DUHS controller exams involved in MDCAT paper leak' According to a spokesperson for the Sindh chief minister, the new policy will apply equally to both public and private sector institutions, with the provincial Health Department continuing to regulate admissions. At present, the public sector offers 2,550 MBBS and 500 BDS seats, while the private sector has 1,441 MBBS and 2,025 dental seats. Chief Minister Syed Murad Ali Shah said the change follows irregularities in the previous MDCAT. He emphasized that transparency and merit in the admission policy are the government's top priorities.
