PM's announcement shows comprehensive effort to address rising cost of living, says Fahmi

PAPAR: Prime Minister Datuk Seri Anwar Ibrahim's announcement on several key initiatives set to benefit millions of Malaysians reflects the government's comprehensive and significant efforts in tackling the rising cost of living faced by the people, says Datuk Fahmi Fadzil.
The Communications Minister said one of the main initiatives is the expansion of the Sumbangan Asas Rahmah (Sara) programme, which will benefit 22 million citizens aged 18 and above, with an allocation of RM2bil.
Under this programme, Fahmi, who is also Government spokesperson, explained that eligible Malaysians can redeem the one-off RM100 Sara aid credited to their MyKad at over 4,000 participating outlets nationwide to purchase essential goods, such as rice and eggs.
"This was implemented after discussions with Cabinet members, and it clearly shows the Prime Minister's attentiveness, empathy and sensitivity to the public's concerns regarding the cost of living."
He said this to reporters after attending the Community Engagement Day at Nadi Kampung Langkuas Kinarut near here on Wednesday (July 23), which was also attended by Health Minister Datuk Seri Dr Dzulkefly Ahmad.
Also present were Communications Ministry secretary-general Datuk Mohamad Fauzi Md Isa and Health Ministry secretary-general Datuk Seri Suriani Ahmad.
Fahmi said that besides the expanded Sara programme, the government is also doubling the allocation for the Rahmah Sales programme from RM300mil to RM600 mil.
"The Prime Minister has announced that each district will have at least one Rahmah Sale location. These two initiatives – Sara and Rahmah Sales – clearly show the Prime Minister's strong focus on addressing the cost of living issue," he said.
Fahmi also highlighted the Prime Minister's announcement of a reduced RON95 petrol price, from the current rate to RM1.99 per litre, with the mechanism to be detailed by the Finance Ministry.
"This is a reflection of the government's effort in overcoming fiscal deficit, improving governance, and restoring investor confidence over the past two and a half years. Now, the benefits are being returned to the people," he said.
Fahmi also noted that today's announcement is just the beginning, with the 13th Malaysia Plan (13MP) scheduled to be tabled on July 31, followed by Budget 2026 in October.
"God-willing, come October, the Prime Minister will present Budget 2026, where we can expect deeper, broader, and more responsive initiatives to address the challenges faced by the people," he added. – Bernama

IT took bilateral summitry at the highest level to revive cross-border free-trade arrangement at the Tebedu-Entikong border crossing between Sarawak and West Kalimantan in Indonesia. This deal was one of the highlights of the 13th Malaysia-Indonesia Annual Consultation meeting between Prime Minister Datuk Seri Anwar Ibrahim and Indonesian President Prabowo Subianto in Jakarta this week. Also present were Sarawak Premier Tan Sri Abang Johari Openg and Sabah Chief Minister Datuk Seri Hajiji Mohd Noor. Sarawak had long sought to revive the free flow of goods since Indonesia unilaterally stopped it in 2016. Sarawak set up an inland port early in 2010 because it seemed to make good economic sense to transport goods from Kuching Port to West Kalimantan via the Tebedu inland port rather than all the way from Java. At its height in 2013, some RM700 million in goods were reported to be traded this way. Numerous Sarawak missions to Indonesia seeking to reinstate the free-trade arrangement since then had been fruitless. It, of course, hardly needs stressing that free trade benefits all who engage in it. It also makes geographic sense for transshipment of goods to and from West Kalimantan via Tebedu and Kuching. Naturally, it also needs to be acknowledged that West Kalimantan has similar aspirations to become a trade transshipment hub with the commissioning of a new deep sea port near Pontianak, the provincial capital. The new port will also be well-served by land adjoining it, which has been earmarked for the development of industries. It so happened that a trade delegation from Sarawak led by Deputy Premier Datuk Amar Awang Tengah Ali Hasan was in West Kalimantan and East Kalimantan, also this week. The main mission was, of course, to deepen the economic relationship not just with West Kalimantan bordering Sarawak but in East Kalimantan where the new Indonesian capital of Nusantara is being developed. Sarawak has already identified several joint-ventures in developing dams in Kalimantan and even major real estate developer Ibraco Bhd was scouting about for possible projects in Balikpapan, the major city adjoining Nusantara. Awang Tengah was reportedly also reviewing localities for setting up a Sarawak trade and tourism office in Pontianak. This comes on the heels of the revival of air connectivity between Kuching and Pontianak next month. There has been much clamour both in Sarawak and West Kalimantan for flights between the two cities to resume after they were stopped during the Covid-19 pandemic. People-to-people exchanges have come back strongly since as witnessed by the daily long queues at the Tebedu-Entikong main border crossing as well as other secondary border posts. All these positive developments must be sustained through regular high-level official exchanges, especially in showing to the Indonesian side that free trade and the free flow of people across our common border is not a zero-sum proposition benefiting only one side. What happened in Jakarta this week also shows that Sarawak and Sabah can and do benefit substantially from close state-federal ties and working in tandem to take the fullest advantage from similarly close Malaysia-Indonesia bilateral ties.

SHAH ALAM: The water tariff in Selangor will remain unchanged for domestic households consuming up to 20 cubic metres per month, with the rate maintained at 65 sen per cubic metre, said Menteri Besar Datuk Seri Amirudin Shari. He said the minimum monthly charge of RM6.50 for domestic users would also remain unchanged, as this category had already seen a rate adjustment in February 2024. However, higher water usage will be subject to new rates under a revised tariff structure that takes effect on Sept 1, 2025 for consumers in Selangor, Kuala Lumpur and Putrajaya — all of which are served by Air Selangor. Households using between 20 and 35 cubic metres a month will see an increase of RM0.30 per cubic metre, bringing the rate to RM1.62 per cubic metre. For those exceeding 35 cubic metres monthly — equivalent to 35,000 litres — the rate will increase by RM0.88 to RM3.51 per cubic metre for usage beyond the 35m³ threshold. Amirudin said the new tariff is part of a broader adjustment approved by the Cabinet and set by the National Water Services Commission (SPAN) to help states strengthen their public water services. "The state government holds the view that this tariff adjustment is necessary, as efforts to increase water reserves to 20 per cent by 2030 are crucial. "It will also allow Air Selangor to replace over 1,600km of ageing asbestos pipes — some over 40 years old — across Selangor, at a rate of 300km per year starting this year," he said in a statement today. To ease the burden on low-income households, Amirudin said those living in low-cost housing would see the smallest rate increase among all domestic subcategories — RM0.10 per cubic metre, bringing the rate to RM1.18 per cubic metre. Tariffs for condominiums, estates and government quarters will rise by RM0.41 to RM2.09 per cubic metre. The minimum bulk charge for condominiums will remain at RM173 per month, while the minimum charge for estates and government quarters will increase to RM20.90 monthly. For commercial and non-domestic premises, the tariff will be aligned with the rate for high-usage domestic households, increasing by RM0.57 to RM3.51 per cubic metre. Usage exceeding 35 cubic metres will be charged at RM3.83 per cubic metre. Amirudin said the state aims to balance revenue generation with affordability, ensuring that businesses are not excessively burdened. In the shipping industry, the tariff will rise by RM0.93 to RM8.01 per cubic metre, reflecting increased water consumption in the sector. Data centres will face a new tariff of RM5.31 per cubic metre, in line with a Cabinet decision. Amirudin noted that while such centres are vital to the digital economy, they can consume millions of litres of water per day for system cooling. "While we support digital infrastructure, the government must also ensure water usage remains sustainable," he said. Meanwhile, places of worship and registered charitable institutions will continue to enjoy the lowest rate, with only a RM0.10 increase, bringing the charge to RM0.76 per cubic metre, to avoid disrupting their operations. Amirudin said the adjustments are aimed at promoting more efficient and responsible water use, while maintaining essential services and long-term infrastructure sustainability. Elaborating further, he said that since the last water tariff adjustment, Air Selangor has recorded several positive performance indicators, including an increase in the water reserve margin from 13.86 per cent in February 2024 to 16.74 per cent in June, ensuring the state is better prepared for weather changes such as droughts. Air Selangor is the country's largest water service provider, supplying water to Selangor, Kuala Lumpur, and Putrajaya, covering more than 2.77 million accounts, including domestic and commercial users. Amirudin added that Air Selangor is currently developing several new water treatment plants in Rasau and Labohan Dagang 2, costing RM7.671 billion and RM479.52 million respectively. These efforts are expected to increase the supply capacity of treated water by 2,730 million litres per day. He also reaffirmed the state government's commitment to continue providing free water to over 1.3 million Selangor residents, covering 337,851 accounts under the Skim Air Darul Ehsan (Sade), valued at RM13 per household per month. The state will also raise the household income eligibility limit for Sade recipients from RM5,000 to RM6,000 per month, to better assist those in need. "In addition, the state government will bear the increased water supply charges for places of worship and charitable institutions, at an estimated cost of RM100,000 annually.

KUALA LUMPUR: Tengku Ampuan Pahang Tunku Azizah Aminah Maimunah Iskandariah today graced the launch of the book, From Shariah to Statute: Legal and Regulatory Framework of Islamic Finance in Malaysia, which provides a comprehensive overview of Malaysia's unique dual legal system governing the Islamic finance sector. The book launch was held in conjunction with the professorial lecture delivered by Prof Datin Dr Nurdianawati Irwani Abdullah, a finance lecturer at the International Islamic University Malaysia's (IIUM) Kulliyyah of Economics and Management Sciences. Tunku Azizah's arrival, as the Constitutional Head of the university, was warmly received by IIUM Rector Prof Emeritus Datuk Dr Osman Bakar and Mara chairman Datuk Dr Asyraf Wajdi Dusuki. The book, From Shariah to Statute: Legal and Regulatory Framework of Islamic Finance in Malaysia, explains the relationship between Syariah principles and statutory laws, highlighting the roles of key regulatory authorities, core legislations, and institutional mechanisms that uphold Syariah compliance, financial integrity, and consumer protection. The book also explores recent regulatory developments, including licensing and supervision of digital Islamic banks and takaful operators, alongside Malaysia's ongoing efforts to promote sustainability, innovation, and legal harmonisation within the Islamic finance ecosystem. Meanwhile, during her lecture titled '1 Malaysian, 1 Takaful Dream: Too Far to Reach?', Nurdianawati highlighted the pressing need for comprehensive health protection amid rising medical inflation, which surged to 12.6 per cent in 2023, more than double the global average, hence putting significant strain on household expenditures. She noted that takaful penetration remains low at around 20 per cent, with over 90 per cent of Malaysians lacking adequate coverage, and more than 85 per cent of small and medium enterprises without suitable protection. At the same time, she said nearly 70 per cent of Malaysians still rely on overcrowded public hospitals, where waiting times can exceed 24 hours, while private healthcare costs continue to rise. In response, Nurdianawati proposed a comprehensive action plan aimed at achieving the national goal of '1 Malaysian, 1 Takaful' by 2026, not merely a vision but a shared social responsibility. 'Achieving '1 Malaysian, 1 Takaful' requires cross-sector collaboration involving government agencies, takaful operators, employers, zakat and waqf bodies, and civil society. This is no longer optional but a social obligation to prevent anyone from falling into poverty due to illness. 'This plan targets increasing takaful penetration to 40 per cent by 2028. With strong commitment and thorough implementation, the dream of ensuring every Malaysian has basic health protection can be realised,' she added. - Bernama
