Developing countries need a new approach to long-term financing

LONDON/BEIJING – The world is in the midst of a financing crisis. As world leaders work to mobilize trillions of dollars to meet climate and development goals, expensive public debt is limiting governments' ability to make long-term investments. A long-term framework for low-interest financing of global public goods is urgently needed.
While debt burdens have increased dramatically almost everywhere, the danger is particularly acute in developing countries, where government debt repayments are growing twice as fast as in developed economies. Faced with unbearable debt repayment burdens, many developing countries cannot make the necessary investments to reduce poverty and adapt to a rapidly warming planet.
For most developing countries, the size of the debt is not the primary issue. In fact, it is too small to support development at the pace required. Moreover, developing countries' debt is a small proportion of overall global debt, while their debt-to-GDP ratios are often barely half those of richer countries.
The real challenge lies in the structure of the debt. As many bilateral lenders have scaled back their lending capacity over the past two decades, developing countries have had no choice but to rely on private-sector financing that is not suitable for vulnerable borrowers. Meanwhile, exogenous shocks, including the COVID-19 pandemic, climate-related disasters, and high inflation, have triggered a sharp rise in interest rates. This has driven up borrowing costs, strained public budgets, and threatened political stability. Even countries that took on minimal levels of debt to fund infrastructure projects are struggling.
The need for affordable finance will only become more acute in the coming years. The Independent High-Level Expert Group on Climate Finance estimates that emerging and developing economies (excluding China) will need to mobilize an additional $2.5 trillion annually by 2030, and $3.5 trillion by 2035. Similarly, Development Reimagined's analysis of 13 African countries finds that delivering on the SDGs and the African Union's Agenda 2063 will require $109-150 billion in annual infrastructure financing.
But instead, according to the Debt Service Watch database, the world's poorest countries are spending, on average, 50% of their revenue on debt service. Over three billion people currently live in countries that spend more on debt payments than on essential services like health or education.
China's experience offers valuable insights into how to tackle today's financing challenges. During a recent visit, we traveled on the high-speed rail from Beijing to the Shandong province, completing the 403-mile journey in just over three hours. This remarkable feat of engineering is a testament to China's commitment to long-term investment in sustainable development, a strategy that helps explain how 800 million people have been able to lift themselves out of poverty within two generations.
Equally important is China's recognition of the need for flexibility in managing short-term financing. In November, Chinese Minister of Finance Lan Fo'an announced a CN¥10 trillion ($1.4 trillion) debt-swap plan for local governments as part of the government's fiscal stimulus package. The debt-relief plan, described by Lan as China's 'most significant measure introduced in recent years,' was accompanied by a bond issuance designed to reduce local governments' debt burdens and free resources to stimulate economic development, boost business confidence, and safeguard public services.
China's ability to combine long-term investments and adaptive short-term financing provides a useful model for mitigating the current debt crisis and easing tensions between developed-country creditors and developing countries. The G7 countries and multilateral institutions should replace their rigid and outdated approach to sovereign debt, rooted in Western corporate bankruptcy laws and restructuring rules, with a framework that enables governments to respond quickly to unexpected shocks and prevent liquidity shortages from escalating into insolvency crises.
For example, to resolve liquidity problems caused by high borrowing costs, developing countries need support in taking swift, preemptive steps to stabilise their debt positions while expanding access to affordable borrowing for productive investments. But achieving this requires reforming the G20's Common Framework, long hampered by slow implementation and a pro-lender bias. Such an effort should also involve innovative, cross-country fiscal mechanisms, such as currency-swap arrangements and the proposed African Stability Mechanism.
The Finance for Development Lab's Bridge to Climate Action proposal, developed in consultation with a diverse coalition of borrower and lender countries, philanthropic organisations and NGOs, offers one possible solution. It envisions a tripartite deal whereby multilateral development banks would increase climate-linked financing, creditors would agree to reschedule debt, and borrowing countries would be supported in pursuing a strategy for growth based on country-led development plans. The IMF's '3-pillar approach' incorporates similar principles.
Development Reimagined offers another option. Its ambitious Borrowers Club initiative advocates placing borrowers, rather than lenders, at the center of the international financial system. Such a shift could facilitate short-term debt relief while making long-term borrowing cheaper through coordinated action.
Other crucial steps include adopting resilient debt instruments, such as disaster clauses and outcome-linked bonds that better tailor private-sector financing for vulnerable borrowers, reforming the International Monetary Fund's quota system and debt-sustainability assessment process, and overhauling the credit-rating ecosystem.
The solutions are well understood. But without a fairer and more adaptive global financial system, we stand little chance of meeting our climate and development goals. To ensure a just green transition, developing countries must have a stake in the economic opportunities it creates.

He announced an agreement with Moroccan Member of Parliament Khadija Hajoubi to host an exhibition of traditional Moroccan crafts and products in Amman later this year. A twinning arrangement is also planned between the Amman Chamber of Commerce and the chamber in the Fès-Meknès region. He added that the Chamber is prepared to support Moroccan companies seeking entry into the Jordanian market and encouraged joint private-sector participation in reconstruction projects in Syria. He also described Morocco as a key gateway for Jordanian companies seeking access to African markets. Al-Haj Tawfiq stressed the importance of streamlined visa procedures and closer cooperation with the Moroccan Embassy to facilitate business travel and joint trade events. Ambassador Akhrif acknowledged the strength of political ties between Jordan and Morocco but noted that economic relations remain underdeveloped by comparison. He urged both sides to intensify efforts to realize their economic potential, citing Morocco's ongoing development across sectors. He proposed holding a business forum in Morocco to bring together companies from both countries, focusing on promising sectors that could support trade and investment partnerships. Akhrif also highlighted Morocco's investment opportunities and encouraged Jordanian businesses to leverage existing bilateral agreements and participate in trade missions. Chamber board members emphasized the need to implement and update bilateral agreements and memorandums of understanding, noting that deeper cooperation could lead to expanded trade, greater diversification of exchanged goods, and stronger collaboration in tourism, transportation, and logistics. They welcomed the planned resumption of direct flights between the two countries later this year, which they said would improve business mobility. However, they noted that the current sea freight route is inefficient due to its length and called for the development of faster, more reliable transport links.

The tourism sector has witnessed sustained growth during the first five months of 2025, marked by an increase in the number of international visitors and a rise in tourism revenues, compared to the same period in 2024, according to data from the Central Bank of Jordan and the Ministry of Tourism and Antiquities. اضافة اعلان According to the monthly report issued by the Ministry, the total number of international visitors from January to May 2025 reached approximately 2.696 million, reflecting a 20.6% increase compared to the 2.234 million visitors during the same period in 2024. Tourism revenue during the first four months (January–April) of 2025 reached approximately 1.721 billion Jordanian dinars, marking a 15.3% increase compared to the 1.493 billion dinars recorded in the same period of 2024. The number of overnight tourists from January to May 2025 rose to 2.233 million, compared to 1.919 million in the same period of 2024, an increase of 16.4%. Same-day visitors also saw a significant rise, reaching around 462,000 visitors compared to 315,000 in 2024 — a growth of 46.6%. The report revealed that the highest growth in overnight tourists during the first five months of 2025 came from the Asia-Pacific region, with a staggering 101.5% increase. This was followed by European countries with 53.8%, African countries with 33.8%, American countries with 27.0%, and Arab countries with 26.6%. In May 2025 alone, the Kingdom welcomed about 571,000 international visitors, up 27.1% compared to 449,000 visitors in May 2024. Tourism revenue in April 2025 increased by 34.2%, reaching 503.6 million Jordanian dinars, compared to 375 million dinars in April 2024. This positive performance is attributed to various initiatives by the Ministry of Tourism and Antiquities, including the development of tourism products, infrastructure improvements, enhancing the visitor experience, and expanding marketing campaigns to promote diverse tourism offerings in new markets. The growth is largely credited to targeted promotional campaigns in promising global markets, the resumption of several direct and low-cost flights, and improved accessibility to Jordan's tourist destinations. The Ministry continues to implement a comprehensive strategic plan aimed at achieving sustainable growth in the sector, increasing its contribution to the GDP, generating new employment opportunities, and enhancing the national economy. It also seeks to establish Jordan as a world-class tourist destination, promoting it as a country rich in historical, religious, and natural sites.

In today's post-COVID world, governments are no longer content with slow reform and bureaucratic red tape. They're acting like conglomerates by chasing market share, competing for talent and launching bold national strategies with ambitious KPIs. It is now evident that the global game has changed. Economic visions are now the new battlegrounds. And the countries that are winning are the ones thinking really big. But as we think economically, we must not ignore the political current. The world is not just reshaping itself through growth, but it is doing so under rising ideological pressure. In Israel, Netanyahu's far-right government continues to entrench apartheid, criminalize dissent, and destabilize the region. In Germany, the opposition is now led by a woman whose views echo Europe's fascist past, and it is apparent that she is gaining real ground in mainstream politics. In the United States, President Trump's comeback is coupled with policies that many see as authoritarian, despite being wrapped in economic populism. The danger here is subtle but serious… Some countries are building through vision while others are consolidating through fear. Case Studies in Boldness: Power Plays Spanning From the Gulf to Global Markets Take India, for example. The world's most populous country is aiming to become a $5 trillion economy in the next few years. Its 'Digital India' and 'Make in India' initiatives have turned governance into a tech-driven enterprise. From a homegrown Unified Payments Interface (UPI) system to the aggressive pursuit of semiconductor independence, India is digitizing, decentralizing, and dreaming on a scale we used to think only Silicon Valley could. Then there's Indonesia. Jakarta, which has long been one of the world's most congested capitals, is being replaced altogether! The government is building an entirely new capital city called Nusantara from scratch. The $34 billion smart city is one of the most ambitious urban projects of our time, and while its final phase may only be complete in 2045, Indonesia is saying to the world 'We're not afraid to start over to move forward', which is very respectable. Saudi Arabia and The Emirates are now in open competition with one another and with the rest of the world. It's no longer just about skyscrapers and luxury malls. It's about who can attract the next 1,000 regional headquarters, who can win the AI arms race, and who can dominate logistics, trade, and tourism. Qatar, once focused on Knightsbridge real estate, is now diversifying its global assets. The country has moved beyond London and into other markets. Just four days ago, China approved the Qatar Sovereign Wealth Fund's request to purchase a 10% stake in its second largest mutual fund company. Even China, now with a per capita GDP surpassing $10,000, is in a stage of exponential ascent. Fifty years ago, that was where the U.S. stood. Today, Beijing is building ports, highways, and digital infrastructure across Asia, Africa, and Latin America. The Belt and Road isn't just a slogan, it's a full-blown strategy. And then there's the United States, where Trump and company are reorganizing America around economic firepower: tariffs, crypto regulation, manufacturing repatriation, and an unapologetic 'America First' doctrine that still shapes global markets. Everywhere you look, countries are making bold, strategic moves to secure their place in the 21st century. Jordan, too, has begun to stir. In Aqaba, strategic partnerships with Abu Dhabi are being revived. Marsa Zayed is back on the radar. Major tenders are being issued for logistics, energy, and infrastructure. It seems like every month ADC and ASEZA are making announcements or decisions that are meant to attract foreign investments. In Tafilah, the government just announced extraordinary investment incentives including 50% discounts on land, and free electricity for three years to new investors. But let's be clear: these are early signals. What Jordan needs now is a full-throttle pivot. It's time for Jordan to make power plays. Jordan doesn't need to imitate the Gulf or any other '2030 vision' for that matter. Jordan needs to chart its own course; one that is smart, self-reliant, and future-proof. There's never going to be a better time for a bold power move; revolutionary even. Jordan must conceptualize, create and implement a plan that turns its problems into opportunities. For instance, Southern Jordan is ideal for large-scale data centers since there is a stable geology, low humidity, affordable land and an abundance of sunlight year-round for energy requirements. Also, AI training and coding academies should become national priorities, turning youth into creative digital talent ready to export tools and apps for the rest of the world to use. Jordan must utilize all these ideas to build around existing platforms, such as the submarine fiber optic cables that are an integral part of the global internet backbone. The Jordanian government is already offering incentives in different economic zones around the kingdom, but now is the time to scale up. There must be incentives on a scale big enough to attract global giants like Google and NVIDIA to come over and form strategic partnerships with the private sector in Jordan- and this needs to be facilitated by the government. Will Jordan remain risk-averse and dependent? Or will it take its place among the daring? Jordan has a young, talented population. A strategic location. Political stability in a region addicted to chaos. The only things missing are scale, and the courage to chase it. Let Jordan industrialize. Let Jordan digitize. Let Jordan empower its youth, not with slogans or public-sector wages, but with private-sector salaries befitting of their talents.
