What are the current restrictions on apartment sizes and the mix of units in a development?
The number of one-bedroom apartments or studios within any apartment scheme is currently restricted to 50 per cent, with no more than 25 per cent of the entire scheme allowed to be studios.
The minimum floor area for a studio (one person) is 37sq m; 45sq m for a one-bed (two people) unit, 63sq m for a two-bed (three people) unit, 73sq m for a two-bed (four people) and 90sq m for a three-bed (five people) apartment.

There is also a requirement for more than 50 per cent of the units in any one scheme to exceed these minimum floor areas by 10 per cent.
How will these change?
First of all, there will be no restriction on the mix of apartment type within one scheme.
In terms of floor area, the minimum size of a studio apartment will be reduced to 32sq m while a new standard for a three-bedroom, four-person apartment of 76sq m will be introduced. The other units will not change.
The requirement for over 50 per cent of units any one scheme to to exceed these minimum floor areas by 10 per cent will change too, with that requirement reduced to 25 per cent of all units.
Any other changes besides size?
Yes – fewer windows and lifts and less private open space. The current guidelines stipulate that 33 per cent of apartments in urban areas and 50 per cent in suburban areas must be 'dual aspect'.
What does dual aspect mean you might ask? A dual-aspect dwelling is defined as one with openable windows on two external walls, which may be either on opposite sides of a dwelling or on adjacent sides of a dwelling where the external walls of a dwelling wrap around the corner of a building.
Under the new guidelines, just 25 per cent of apartments in any scheme – urban or suburban – will have to be dual aspect.
In terms of lifts, the current guidelines limit the number of units that can be provided per lift core to a maximum of 12 units. The new guidelines remove any limitation on the number of units per lift and stair core per floor, subject to compliance with building regulations.
There will be no change to the sizes of balconies or private open spaces, but the number of them may be reduced where a communal open space is provided instead or where the value of that private space is negligible due to noise pollution.
Some local authorities require communal spaces in their development plans, based on the size of the development. The new guidelines stipulate that these spaces will not be required on a mandatory threshold basis.
When will these new guidelines be enforced?
Local planning authorities will receive a circular letter when the guidelines are issued, and they will apply to all planning decisions made on applications lodged after the 2025 guidelines come into force.

Ireland should hold another referendum on women in the home, UN committee says
The Government should assess the reasons the referendum on deleting Article 41.2 on the importance of women's role in the home failed and find alternative wording in order to run another vote on it, according to a United Nations' panel that deals with the issue of discrimination. In a report published on Monday, the UN's Committee on the Elimination of Discrimination Against Women (CEDAW) expressed disappointment with the failure of the referendum to pass and suggested the Government should not give up on the issue. 'The committee recommends that the State party conduct an independent evaluation of the referendum, carry out information campaigns on the negative reinforcement by article 41.2 of gender stereotypes about women's roles in the home and undertake inclusive public consultations to find alternative wording with a view to holding another constitutional referendum on amending article 41.2 of the Constitution to remove the stereotypical language on the role of women in the home,' it said. The article says 'the State recognises that by her life within the home, woman gives to the State a support without which the common good cannot be achieved. The amendment proposed to replace the clause with a more gender neutral one on care but it was heavily defeated, with more than 70 per cent of those voting opposing the move. The recommendation is one of a long list from the committee in its latest assessment of Ireland's progress on the issue of discrimination against women. It bases these on submissions and hearings with Minister of State Colm Brophy, having led a delegation that included officials from several Government departments which appeared before the committee last month. The committee welcomes the progress made in a range of areas and a number of the pieces of legislation passed by the Oireachtas in recent years. These include legalisation intended to address issues around human trafficking, domestic violence, online harassment and gender pay gaps. However, the committee suggests there are more areas in which significant work needs to be done. It says what it describes as 'arbitrary barriers' to redress for survivors of historic abuse in Mother and Baby Institutions should be removed. It also says access to legal services for women facing domestic violence or employment cases should be improved and backs reform of the primary education curriculum 'to systematically incorporate gender equality and eliminate gender stereotypes' [ Greater Traveller representation needed in Irish politics, says UN committee Opens in new window ] It said particular supports needed to be provided to marginalised women including those with disabilities and from Roma, Traveller, migrant or rural communities. It says more needs to be done to address the gender pay gap in employment and to take more single adult families headed by women, out of poverty. Reacting to the paper on Monday, the Department of Children, Disability and Equality welcomed the recognition expressed of progress on a range of issues since the last such report in 2017. It also recognised the suggestion more needed to be done. Director of the National Women's Council Orla O'Connor said: 'These recommendations are a clear call to action for the Irish Government. They highlight the urgent need for systemic change to tackle the deep rooted and intersecting inequalities faced by women and girls- particularly in relation to childcare, women's health, political representation, and responses to gender-based violence.'

Permission given for Kinsealy homes despite opposition
Fingal County Council has granted planning permission to the Land Development Agency (LDA) for 193 homes on a site of the former Teagasc Research Centre at the Malahide Road near Kinsealy in north Dublin despite local opposition. The council gave permission after concluding the scheme 'would provide a high quality new residential area and would be an excellent example of plan-led development'. The 49 page council planner's report development also found the scheme 'thoroughly conforms to the planning framework provided for the area'. The council concluded that the scheme 'provides a satisfactory standard for residential amenity, would be acceptable in terms of urban design and quantum of development'. READ MORE The LDA lodged the plans in February after Teagasc agreed to transfer the lands to the LDA for the development of affordable housing in accordance with its mandate to accelerate the delivery of affordable new homes throughout Ireland. The scheme comprises 193 residential dwellings including 153 houses and 40 duplex units arranged in three storey blocks on a site south of Kinsealy village centre and 4km south-eastsoutheast. The scheme also provides for 229 car parking spaces, 345 bicycle spaces and four acres of public open space while in addition, 5.4 acres of greenbelt zoned lands are included to the south and southeast of the residential development area to accommodate a playing pitch. In response to the scheme, on behalf of the Kinsealy and Chapel Road Community Organisation, Sean Crawford told the council that 'building more houses is not just the answer - it'– about creating sustainable communities that can truly thrive'. He said that building the scheme without a comprehensive vision 'will ultimately increase strain on current residents and diminish quality of life throughout the growing communities of Fingal'. Mr Crawford stated that the proposed three-storey duplexes fundamentally violate the area's rural character and objectives of the Fingal Development Plan which explicitly safeguard rural aesthetics and require appropriate density and scale. In his objection, David Bent from Gandon Lane, Kinsealy contended: 'While I appreciate the need for new housing and development in our area, I have serious concerns regarding the lack of supporting infrastructure, which would significantly impact the safety and wellbeing of current and future residents.' He said: 'The local schools are already operating at or near full capacity. This development would place additional pressure on these institutions, limiting access to quality education for families moving into the area.'

Next 48 hours ‘critical period' for EU and US to reach trade deal, Chambers says
The next 48 hours will be a 'critical period' for the EU and the US to reach an agreement on a trade deal, otherwise the economy will face serious risks, Minister for Public Expenditure Jack Chambers has said. Mr Chambers said Taoiseach Micheál Martin and EU Commission president Ursula von der Leyen spoke by telephone on Monday morning to assess the ongoing discussions on trade talks, and US president Donald Trump's threat of introducing new tariffs if there is no agreement by Wednesday. 'There's still significant uncertainty around what will emerge out of those talks, and we've been engaging with the EU block around the sectors that are affected in the Irish economy,' he said. Mr Chambers said Government was focusing on market diversification, investment in infrastructure, and identifying new opportunities. He said it was happening in the context of deglobalisation. READ MORE 'We're very conscious of the serious risks that are represented here if there isn't an outcome or a framework (agreed),' he said. Mr Chambers was speaking along with Minister for Enterprise Peter Burke at Government Buildings after the Government's annual competitiveness summit on Monday. The summit was attended by senior Government figures, including the Taoiseach Mr Martin and the Tánaiste Simon Harris . It was addressed by Prof Frances Ruane, the chair of National Competitiveness and Productivity Council. Mr Chambers did not rule out the need for supplemental estimates (additional funding) for some high-spending departments this year, including health. However, he said there was a 'moderation' in health spending this year compared to 2023 and 2024, a signal of a much smaller over-run. 'We know that the overall rate of current expenditure is at about 6.5 per cent year on year, and that's a moderation from what happened between 2023 and 2024.' He said there was still some risk within certain departments about possible overruns. 'We can't continue to make in-year decisions (to increase spending) in future years like we have over the last number of years. 'We need much better discipline across Government on how expenditure is managed within (the) year and also to manage the overall trajectory of public spending over the medium term. 'If we want to really prioritise capital investment in our economy, there are trade-offs and choices for Government, and I believe we need to really invest in our future.' On the matter of developing the Artificial Intelligence sector in Ireland, Mr Burke said that would require the State to get its energy policies in place. 'We know that generative AI takes up about 2 per cent of global energy. That's very significant. We are bringing forward our large energy user policy later this year, which will be key in giving a very definitive pathway for investment by very significant companies who want to really embark upon that journey,' he said.
