NeuralFin adds strategic investors, DLH accelerates AI Agent push
HONG KONG SAR - Media OutReach Newswire - 04 April 2025 - DL Holdings Group, a company listed on the Hong Kong Stock Exchange Main Board (stock code: 1709.HK) announced the strategic restructuring of DL Digital Family Office (DLDFO). In this transaction, DLDFO introduced three new strategic investors at a valuation of $35 million and launched an employee stock ownership plan (ESOP) to bolster the technological R&D and market expansion of its wholly-owned subsidiary, NeuralFin, in the AI Agent sector.
NeuralFin has pioneered the integration of neuroscience and artificial intelligence, transforming AI Agents from passive responders to proactive service providers. In practical applications, NeuralFin's AI Agents have developed multiple specialized service modules. The Intelligent Investment Advisor Agent offers 24/7 asset allocation services, while the Behavioral Prediction Agent leverages behavioral economics and neuroscience to build investor behavior models, effectively identifying and warning against irrational trading tendencies.
"Traditional fintech only addresses expressed client needs, but our AI Agents can uncover unspoken demands, truly achieving 'autonomous learning and service during sleep,'" said Andy Chen, Chairman and CEO of DL Holdings. "NeuralFin's AI Agent system is redefining the standards and experience of wealth management services."
Regarding strategic investments, DL Holdings transferred 28% equity of DLDFO to three professional investment institutions at a price of $9.8 million. This round of financing reflects a 15% valuation increase compared to the previous round, underscoring market confidence in NeuralFin.
The newly introduced investors are industry leaders in their respective sectors. GPTX Tech-Driven LPF, a Hong Kong-based tech investment firm, specializes in AI and digital technologies and will enhance NeuralFin's technical upgrades with its robust AI algorithm expertise. C Capital AI Limited, part of the asset management platform under Youngtimers AG (a Swiss-listed company), brings extensive industry connections and investment experience, having backed projects like XPeng Motors and Lalamove. Shuren Education Limited, a key player in education, will drive innovative applications of NeuralFin in the education sector.
For talent retention, DL Holdings launched an ESOP, transferring 25% of DLDFO's equity to an ESOP platform free of charge, covering executives and core technical teams. This move highlights DL Holdings' commitment to retaining top talent amid fierce competition in fintech.
Andy Chen stated, "The core competitiveness of tech finance lies in talent. This plan allows our team to directly share in the company's growth, fostering innovation and cohesion. We look forward to more employees becoming long-term partners as we advance together."
Moving forward, DL Holdings will deepen its exploration of AI-driven fintech, leveraging the synergy of "technology + capital + talent" to enhance NeuralFin's service capabilities and market share. The group aims to sustain a virtuous cycle of innovation and commercialization, delivering greater value to investors and leading the next wave of intelligent financial services.

China's economy shows steady improvement in second quarter
TIANJIN: China's Premier Li Qiang said on Wednesday he was confident the world's No.2 economy could maintain a "relatively rapid" growth rate as it transitions from a manufacturing-led model to a consumer-driven one, a shift analysts say is key to securing its future. Li's keynote speech, delivered at a World Economic Forum meeting in Tianjin, comes as Chinese officials seek to cushion the economic damage caused by the trade war with the United States through policy support - a particularly daunting challenge for authorities grappling with the pressing need to undertake painful structural reforms. Most analysts believe China's $19 trillion economy faces two broad paths: it can sustain relatively high, albeit slowing, growth driven by strong exports - a trend likely to fade as trade tensions with the West escalate - or it can endure several years of slower growth while implementing reforms aimed at unlocking longer-term gains through its vast consumer market. But China's second-ranking official told delegates he was optimistic that Beijing could pull off both. "We are confident in our ability to maintain a relatively rapid growth rate for China's economy," Li said. "China's economy showed steady improvement in the second quarter," he added. "Regardless of how the international environment evolves, China's economy has consistently maintained a strong momentum for growth." Beijing has set an ambitious 2025 growth target of "around 5 per cent", although most analysts expect China will struggle to keep expanding at those rates in the coming years if a lasting truce cannot be secured with Washington. Oxford Economics expects average annual GDP growth this decade to halve from the 1999-2019 average to 4.5 per cent and slow to 3 per cent in the decade after. Economists say more policy support for households could ease the transition to consumption-led growth, but the shift remains politically sensitive for the ruling Communist Party, which has long tied its legitimacy to high growth - a key reason why policymakers have delayed seriously pursuing it for over a decade. Household consumption has remained at around 39 per cent of GDP over the past two decades, according to analysts at Rhodium Group, a China-focused US think tank, far below averages in OECD economies of 54 per cent. On Tuesday, China released guidelines aimed at using financial tools to boost consumption, including pledges to support employment and raise household incomes. The International Monetary Fund last year said deeper reforms are needed to convert China's economy to one led by consumption, including pension reforms, and erecting a social safety net to reduce the need for massive precautionary savings. "We aim to help China transition from a major manufacturing power to a colossal consumer market," Li said. "This will open up vast and untapped markets for businesses from many countries." China on Tuesday released guidelines aimed at using financial tools to boost consumption, with pledges to support employment and raise household incomes as part of broader efforts to bolster the economy. The guidelines, drafted jointly by six government departments and released by the central bank, said China would support eligible companies across the consumer industry chain to raise funds through stock market listings and other channels. China will "guide financial institutions to strengthen financial services from both the supply and demand sides of consumption, meet the diversified financing needs of various entities and promote the expansion of high-quality consumption," the central bank said. Banks will be encouraged to establish and improve internal structures to provide efficient and convenient services in the field of consumption, innovate credit products while managing risks, according to the guidelines. China aims to boost residents' employment and income growth, and raise consumer confidence, according to the guidelines jointly drafted by the central bank, the state planner, the finance ministry, the commerce ministry, the financial and securities regulators. The central bank will use various policy tools such as reserve requirements, relending and rediscounting, and open market operations to maintain liquidity and reduce overall social financing costs, it said. Last month, the central bank unveiled a 500 billion yuan ($69.71 billion) relending facility for elderly care and services consumption, in a bid to encourage banks to offer financial support to the accommodation, catering, educational and elderly care sectors. China will support qualified firms in the consumption sector raise funds via initial public offerings (IPOs) and support eligible firms in service consumption areas to issue bonds, according to the guidelines. The country will also encourage the issuance of consumer-focused exchange-traded funds, and support eligible projects in issuing Real Estate Investment Trusts (REITs) in the infrastructure sector, the guidelines showed. UAE: Everything is manipulated; AI social engineering is a real threat, experts warn
Cybersecurity professionals should focus on behavioural patterns, as AI-driven social engineering is becoming a real threat, industry executives said at a cybersecurity conference organised by Khaleej Times on Wednesday. "AI social engineering is real. Anyone who has any form of social media, be it Facebook, TikTok, or even LinkedIn, I'm sure we've all seen a video that looks very real. Something wasn't quite right about. We dig a bit deeper and look into the comments, and we see it's deepfake video content, deepfake audio, impersonating something that's deemed to be real. That is tremendously scary," Raj Sandhu, Regional Lead MEA- Principal Solutions Architect, SecurityHQ, said at the FutureSec 2025 conference. "I speak to government entities, enterprise customers, almost every single day, and the one thing CISOs tell me is they're getting pressure from their board to deal with and counter AI social engineering. Now, traditional email content filtering is not going to cut it these days. We need to focus on behaviour — something that my team and I are focusing on. "It is thinking about behaviours – how are users interacting with devices, and how are entities interacting with devices? What is the attack pattern? Because everything is being manipulated, it's hard to see what is real and what is just strange behaviour. So it's important to have that declassification," he said during the conference. Involving cybersecurity teams early on A large number of public and private sector professionals and officials attended the one-day conference in Dubai. Dr Tim Nedyalkov, Global Cybersecurity and AI Security Expert called for the early involvement of cybersecurity members during automation or when incorporating new artificial intelligence (AI) technology to make the processes faster and better. "When I'm engaged with executive teams, one of my first questions is, how often do you talk to your cybersecurity teams? And then, normally they say, they invite them to board meetings, maybe once every quarter. On average, they spend between four to six hours per year in direct contact with their cybersecurity teams. Why don't you just double or triple the time that you spend with your security teams?" said Nedyalkov, Global Cybersecurity and AI Security Expert. "Cybersecurity is often on the tail end of the equation, which is not ideal. There are many situations where cybersecurity can be involved much earlier in the journey, whether it is in work, automation, or when incorporating the latest and greatest piece of AI technology. When cybersecurity is involved early in the journey, things will always move a lot faster and better," he said during the FutureSec 2025 conference. Dr Nedyalkov said that every single organisation wants to do more and faster with AI, but one of the biggest challenges is the lack of governance or the actual foundations for doing things safely and securely with AI. "I've seen organisations deploying models, for example, with hiring. In some situations, the models cannot explain their decisions. I've seen software engineers deploying models with trained on data that cannot be traced back, and it makes a big difference," he added.
