Manipur has begun holding training sessions of Block Level Officers and meetings with political parties for a Special Intensive Revision of the photo electoral rolls of the State, an exercise that the Election Commission of India is currently holding in Bihar and one that Opposition parties have criticised as being a roundabout way of conducting a National Register of Citizens. Election officials in the State said that the training sessions and meetings with political leaders of the State for a Special Intensive Revision (SIR) are being conducted as per communication from the Election Commission of India 'both formally and informally'. Joint Chief Electoral Officer, Manipur, Ramananda Nongmeikapam told The Hindu, 'This is in keeping with the SIR preparation underway across several other States like Bihar and is in line with the Election Commission's proposal to hold SIR across the country. So far, no communication has been given on specific timelines for this exercise in Manipur.' According to notifications made public by the Office of the District Election Officers across Manipur for meetings with political parties, there is a reference to 'the ensuing Special Intensive Revision of Photo Electoral Rolls w.r.t. 1.1.2026 as the qualifying date'. On July 25, at a meeting chaired by the Joint Chief Electoral Officer of Manipur, 'The participating parties were sensitised about the Election Commission of India's proposal to conduct a Special Intensive Revision across the country, aimed at safeguarding the integrity and accuracy of our democratic process,' the poll body in the State said. Manipur Pradesh Congress Committee President Keisham Meghachandra, who attended the July 25 meeting, told The Hindu, 'It seemed like through the SIR, they also want to change voting address of internally displaced persons to the relief camp locations where they are temporarily living. This was opposed by us as it would lead the State away from peace.' According to CEO, Manipur's official posts on social media, training sessions with BLOs and BLO Supervisors and meetings with political parties have been held this month across several Assembly constituencies in the State like Khangabok, Phungyar, Lamlai, Heirok, Noney, Ukhrul, among others. Training sessions The Chief Electoral Officer of Nagaland has also held training sessions in the State this July where 'duties of BLOs in Special Intensive Revision' was among the topics for the sessions, according to a public statement issued through the Department of Information and Public Relations of Nagaland. The training sessions for SIR in Manipur comes even as the State continues to deal with the crisis triggered by the ethnic conflict between the valley-based Meitei community and the hills-based Scheduled Tribe Kuki-Zo group of communities. Notably, one of the key issues that Meitei civil society organisations and erstwhile Chief Minister N. Biren Singh had blamed for the conflict was alleged 'illegal immigration of Kukis' from neighbouring Myanmar. During the Lok Sabha 2024 elections in the State too, the Bharatiya Janata Party had included the promise of an NRC as one of its top poll planks during campaigning for the Inner Manipur constituency. Mr. Meghachandra said, 'We made it clear at the July 25 meeting that the process should be fair. There should not be any attempt to add bogus voters either. Even Home Minister Amit Shah and former CM N. Biren Singh have spoken about illegal immigration in the State.' The last Assembly election in Manipur was held in 2022, which saw Bharatiya Janata Party emerge as the single largest party in the Assembly, with the government being formed with N. Biren Singh as Chief Minister. Currently, the State is under President's Rule, imposed in February this year, almost two years after the ethnic conflict began in the State. With the President's Rule set to expire in mid-August this, year, a resolution has been admitted in Rajya Sabha for extending President's Rule in the State for six more months this monsoon session. However, this resolution is yet to be passed.

The 15th edition of the Sansad Ratna Awards 2025 was held at Maharashtra Sadan in New Delhi, honouring outstanding Members of Parliament (MPs) and parliamentary committees for their exemplary performance in the 18th Lok Sabha. The ceremony aimed to recognise and honour the exceptional Parliamentarians and Committees of the 18th Lok Sabha. Seventeen individual Parliamentarians from both Lok Sabha and Rajya Sabha along with two Parliamentary Standing Committees, received the prestigious Sansad Ratna Awards this year, spanning across three distinct categories. The nominations were made by the Jury Committee, chaired by Shri Hansraj Gangaram Ahir, Chairman of the National Commission for Backwards Classes (NCBC), a constitutional authority holding the rank of Union Cabinet Minister. The Awards were presented to the winners during the 15th edition of the Sansad Ratna Awards ceremony by the Chief Guest Shri Kiren Rijuju, Hon'ble Union Cabinet Minister for Parliamentary Affairs and Minority Affairs, Shri Hansraj Gangaram Ahir, Shri Bhartruhari Mahtab, Co-Chair of the Jury, Shri T S Krishnamurthy, former Chief Election Commissioner and Shri K Srinivasan, Founder Prime Point. Background of the Awards The Sansad Ratna Awards were instituted in 2010 by Prime Point Foundation and the eMagazine PreSense, following the suggestion of Dr A.P.J. Abdul Kalam. Dr Kalam also inaugurated the first award ceremony in Chennai in May 2010. Notably, Shri Hansraj Gangaram Ahir was the first recipient of the award. The awards are presented on behalf of civil society. As of 2024, 125 awards have been presented across 14 award ceremonies, recognising individual Parliamentarians and Parliamentary Standing Committees. The Jury Committee — comprising distinguished Award-winning Parliamentarians and representatives of civil society — nominates the awardees based on performance data. This data is sourced from the official records of the Lok Sabha and Rajya Sabha Secretariats, as well as PRS Legislative Research. Performance indicators include the number of initiated debates, private members' bills introduced, and questions raised. Individual Awards This year, 17 individual awards were conferred, including four Special Awards by the Chairman of the Jury Committee, recognising 'Outstanding and Consistent Contribution to Parliamentary Democracy'. These Special Awards were presented to Bhartruhari Mahtab (BJP, Odisha), N.K. Premachandran (RSP, Kerala), Supriya Sule (NCP SP, Maharashtra), Shrirang Appa Barne (Shiv Sena, Maharashtra) and these four Members of Parliament were top performers during the 16th and 17th Lok Sabha terms and continue their top performance in the 18th Lok Sabha also. Other Awardees from Maharashtra are Smita Uday Wagh (BJP), Arvind Ganpat Sawant (Shiv Sena UBT), Naresh Ganpat Mhaske (Shiv Sena), Prof. Gaikwad Varsha Eknath (Indian National Congress), Dr. Medha Vishram Kulkarni (BJP). From other States, Praveen Patel and Ravindra Kishan Shukla alias Ravi Kishan (both BJP) are from Uttar Pradesh, Dr. Nishikant Dubey and Bidyut Baran Mahato (both BJP) are from Jharkhand, P.P. Chaudhary and Madan Rathore (both BJP) are from Rajasthan, C.N. Annadurai (DMK) represents Tamil Nadu, Dilip Saikia (BJP, Assam). Mamata Banerjee expressed displeasure over the training of approximately one thousand BLOs in Delhi, alleging that neither she nor the Chief Secretary were informed about this initiative," he claimed, referring to the CM's speech at a programme in Bolpur on Monday."She further reminded BLOs that they are employees of the State Government, implying that their allegiance lies with the State Administration rather than the ECI during the pre-election and post-election periods," he claimed that the CM instructed the BLOs to ensure that no name is removed from the voters' list, which could be interpreted as an "attempt to influence the revision of electoral rolls for political motives".He said these statements are not only an affront to the autonomy and authority of the EC but also a veiled attempt to "intimidate and coerce" BLOs, who are tasked with ensuring the integrity of the voters' list and the electoral process."By asserting that BLOs are ultimately accountable to the State Government, the Chief Minister is undermining the independence of election officials and creating an environment of fear and pressure, which jeopardises the democratic process," he said, adding that such interference raises serious questions about the possibility of conducting free, fair, and transparent elections," he urged the CEC to take suo motu cognisance of the statements and conduct a thorough inquiry to ascertain their intent and impact on the independence of BLOs and the electoral also urged the EC to reinforce its authority, ensuring that BLOs and other officers can perform their responsibilities without fear of reprisal."Implement measures to prevent any manipulation of the voters' list and ensure that the revision process adheres strictly to ECI guidelines. If the statements are found to violate any election-related laws, initiate suitable action to uphold the rule of law and protect the democratic process," he said in the BJP leader said the people of West Bengal deserve elections that are free from coercion, manipulation, or external pressures."I trust that the Election Commission of India will take cognisance of this matter and act swiftly to ensure the integrity of the electoral process in West Bengal," he a press conference earlier, Adhikari alleged that large-scale irregularities have happened in the appointment of Booth Level Officers (BLOs) in the said that despite clear guidelines issued by the Election Commission, Integrated Child Development Services (ICDS) and ASHA workers were being appointed as BLOs in the state, violating the norms."Three months ago, we flagged this to the EC, and an inquiry confirmed that at least 84 such appointments were made in violation of rules," he claimed that the BJP has reviewed electoral rolls of two assembly constituencies, Baruipur Purba and Moyna, and found hundreds of suspicious entries."This is not just a clerical issue, it's a battle of intent," Adhikari said."Mamata Banerjee wants to retain these fake voters, the EC wants to delete them, and we want a defect-free electoral roll," he added.
