Bengaluru has maximum rowdies in Karnataka, followed by....
Out of the total, 23,016 are classified as active rowdies while the remaining have had no recent cases.
Bengaluru and Kalaburagi also lead in terms of active rowdies, with 6,210 and 1,475 individuals, respectively. They are followed by Ramanagara with 952, Hassan with 883, and Tumakuru with 856.
In response to the growing concern over rowdyism and its impact on law and order, the Karnataka Police have pledged to crack down on such elements through stringent measures.
Three major measures have been implemented statewide: invoking the Karnataka Control of Organised Crime Act (KCOCA), applying the Goonda Act, and initiating externment proceedings against rowdies. Additionally, individual districts have adopted their own strategies to curb the menace.
For instance, in Hubballi-Dharwad, Police Commissioner N. Shashi Kumar has been conducting frequent rowdy parades and externing repeat offenders. This effort is reflected in the numbers. Police in the region externed 84 rowdies in 2025, the highest among all districts. Across Karnataka, police have externed 1,800 individuals over the past three years.
In contrast, Bengaluru police invoked KCOCA against more than 90 individuals in 2024, resulting in their imprisonment. Former Bengaluru police commissioner B. Dayananda had launched a crackdown on 'out of view' (OV) rowdies to improve monitoring. OV rowdies are those who have evaded routine police checks, or gone off the radar. However, technically, individuals listed under rowdy sheets are not supposed to be classified as OVs, since their purpose is to enable constant surveillance. The OV list is typically used for those involved in thefts.
Bengaluru police traced over 750 OV rowdies between 2023 and 2025, significantly improving surveillance and enforcement.
S. Girish, Deputy Commissioner of Police (West Division), told The Hindu that monitoring at the station level has improved significantly. 'We maintain A, B, and C lists of rowdies to ensure better tracking. Crime constables and sub-inspectors coordinate regularly, and report updates to the inspector,' he said.
The 'A' list is for rowdies active for a longer duration. The 'B' list consists of rowdies committing crimes out of the jurisdiction in which they are listed as rowdies. A 'C' list is maintained to monitor budding rowdies.
Police in Bengaluru also maintain preventive action records by collecting formal undertakings from rowdy sheeters.
In other districts, more traditional methods are being used.
Tumakuru Superintendent of Police Ashok Venkat said his department is consistently acting on warrants, and has reinforced the role of beat officers to keep rowdies in check.
'We are monitoring rowdies on a regular basis and have initiated externment proceedings against habitual offenders. Although invoking the Goonda Act is a complex process, we are committed to using it where necessary,' he said.

Kolkata Protesters held demonstrations outside the Central Bureau of Investigation (CBI) office in Kolkata on Friday (August 1, 2025) demanding justice for RG Kar victim. Next month, August 9 will mark a year after the crime as parents of the victim and protestors keep seeking justice. The protest was organised by Abhaya Mancha (a protest forum formed to demand justice for the RG Kar victim) and Joint Platform of Doctors. The protestors questioned why almost a year later CBI has not been able to file a supplementary chargesheet and the arrest still stands at one. Protestors tied brooms outside the CBI's office gate and sang protest songs calling for justice for the victim (popularly known as Abhaya). The brooms were a symbol of the protestors demand to 'clean out the CBI office of corruption so that they can deliver due justice.' Abhaya's father said that the other two people arrested in relation to the crime, Sandip Ghosh, former principal of RG Kar and former officer-in-charge of Tala police station Abhijit Mondal got bail because the CBI failed to file a chargesheet within the 90-day statutory period. The two were arrested for 'misleading the investigation' of the case and delay in filing the FIR. 'We doubt if they will ever file a supplementary chargesheet. They claim they are investigating a bigger conspiracy, but I will not be alive to witness the results, they will continue the investigation for a lifetime,' Abhaya's father told The Hindu on Friday. Dr Subarna Goswami a part of Abhaya Mancha and one of the forerunners of the RG Kar protests said that the CBI's failure to investigate the rape and murder of a young doctor at RG Kar medical college is not an isolated incident. 'It is a reflection of the larger fascist structure where the ruling parties will continue to commit repeated violence against women's bodies and the state structure will use all its pillars to protect the criminals. This lack of justice, this impunity is actually planned - so that people forget, become discouraged, so that protests become silent,' Dr Goswami a senior doctor added. In an earlier conversation with The Hindu, the family had expressed their dissatisfaction with the CBI's ongoing probe into the case. In the rape and murder of the RG Kar victim, a civic volunteer Sanjay Roy has been arrested and sent to lifetime imprisonment. But both parents of the victim and protestors have claimed on multiple occasions that there was more than one perpetrator in the case. On August 9, 2024, a post-graduate female trainee doctor was found dead in a seminar hall of the chest medicine department on the fourth floor of the emergency building of the State-run RG Kar Medical College and Hospital. The whole State erupted in protests as the details of the crime sent shockwaves across the country.

Poisonous substance found in drinking water of govt. school in Karnataka's Hosanagar
Unknown miscreants allegedly mixed poisonous substance with the drinking water at a government lower primary school at Huvinakone village in Hosanagar taluk, leaving teachers, parents, and villagers in shock. Chief Minister Siddaramaiah and the Karnataka State Commission for Protection of Child Rights have taken a serious note of the incident. The incident came to light on Thursday, when the school's cook, Deepa, fetched water from one of the two tanks on the school premises. She felt that the drinking water was coloured, and its smell, unbearable. The cook informed the teaching staff, who called up the office-bearers of the School Development and Monitoring Committee, parents, and senior officers of the School Education Department. When they opened the tank, they noticed that the water had turned white, and they, too, sensed a pungent smell. As they looked around, the staff allegedly found a bottle thrown near the tank, and noticed that the liquid in the bottle also smelt the same. Later, B. Ravi Kumar, a teacher in the school, filed a complaint with the Hosanagar police. The police registered a case under Section 123 of the BNS, which deals with causing hurt by means of poison. The school has two tanks to store drinking water. Earlier in the day, the cook fetched drinking water from one of the tanks and boiled milk for children. When she tried to bring water from the other tank to prepare lunch, she noticed the contamination. However, as a precautionary measure, the school staff took the children to the government hospital at Hosanagar. Nataraj, District Health Officer of Shivamogga, told The Hindu that he visited the hospital on Thursday and found all the children to be healthy. 'The children were brought to the hospital as a precautionary measure. All of them were healthy and normal. They had not consumed the contaminated water,' he said. Chief Minister Siddaramaiah has taken a serious note of the issue and stated that the government had taken the issue of mixing pesticide with drinking water seriously. 'The crime committed with the evil intention of causing the deaths of children is no less than any terror act. The incident has been avoided due to an alert cooking staff in the school. I appreciate the cooking staff for their timely response. I have instructed the police to find out the culprits and ensure they are punished,' he posted on X. The Karnataka State Commission for Protection of Child Rights has taken note of the case and decided to register a suo-motu. Shashidhar Kosambe, a member of the commission, told The Hindu that the commission would take the issue seriously. 'The Superintendent of Police of Shivamogga should investigate the case and arrest those who committed the crime,' he said.

Former Karnataka MP Prajwal Revanna convicted in rape case
A special court in Bengaluru convicted former Karnataka MP Prajwal Revanna in a rape case, reported The Indian Express. Judge Santhosh Gajanan Bhat held that Revanna was guilty of raping a 48-year-old worker employed at the Revanna family's farmhouse and recording the assault, The Hindu reported. Revanna was arrested on May 31, 2024, after returning to Bengaluru from Germany, where he had fled on April 26, 2024. He was suspended from the Janata Dal (Secular) on April 30. This came after videos of alleged sexual assaults against several women, allegedly recorded by Revanna himself, surfaced just before the 2024 Lok Sabha elections. He has since been booked in four different cases. While three women have filed sexual assault cases against Revanna, the fourth case involves charges of sexual harassment, stalking, and criminal intimidation under the Indian Penal Code. Soon after Revanna fled to Germany, he and his father, former state minister HD Revanna, were booked by the Karnataka Police for sexual harassment and criminal intimidation. In the case where he has been convicted, the chargesheet includes sections of the Indian Penal Code pertaining to being in a position of control over a woman and committing rape and repeated rape on the same woman. He also faces charges under the Information Technology Act, the Deccan Herald reported. The trial in the case began on May 2, when the statements of the complainant were recorded.
