
Muscat Governorate ranked in the advanced tier for digital transformation
This achievement is a direct result of the governorate's long-term digital transformation strategy, which has been implemented to keep pace with rapid technological advancements across various sectors.
His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, expressed his pride in this milestone, stating, "We are proud that Muscat Governorate has been ranked in the Advanced Tier for government digital transformation. This achievement aligns with our contribution to Oman Vision 2040, which places significant emphasis on utilizing the latest technologies to enhance and simplify government services for beneficiaries in municipal sectors. We extend our gratitude to the digital transformation team of Muscat Governorate and Municipality for attaining this level of success. We aspire to provide a pioneering digital transformation experience that sets a benchmark for Oman's future."
His Excellency Ahmed bin Mohammed Al Hamidi, Chairman of Muscat Municipality, emphasized the crucial role of comprehensive digital transformation in advancing national development, stating, "With the unprecedented global technological acceleration, digital transformation is no longer a luxury but an urgent necessity to enhance service delivery and provide transparent, reliable channels for beneficiaries of government services. Accordingly, Muscat Municipality adopted a digital transformation strategy early on and has made significant strides in this field. Just last year, the municipality successfully simplified and digitized 24 essential services through its platforms, eliminating the need for physical visits to municipal offices. Beneficiaries can now complete their transactions seamlessly, anytime and anywhere."
He further added, "We extend our gratitude to His Excellency the Governor and the digital transformation team for their continuous support of Muscat Municipality in its journey toward comprehensive digital transformation. This journey extends beyond service digitization to include workforce training and fostering a digital work culture to ensure a fully integrated and satisfying experience for municipal service beneficiaries."
The 24 services successfully digitized and streamlined in 2024 include, 'Building permit issuance, Certificate of completion for excavation permit deposit refund, Request for street lighting in residential areas, Permit issuance to commence construction, Security deposit refund, Request for a building completion certificate, Permit for additional work inside a commercial establishment, Burial services, Registration and cancellation of lease agreements, Request to host events at municipality-owned venues, Auditing of modern building systems, Tree planting services outside plot boundaries, Registration of requests with the Customer Service Department, Address update services, Soil transportation services, Request for additional copies of blueprints, "Eitimad" Platform, Electronic authentication of lease contracts, "Baladiati" mobile application, Renewal of building permits, Registration of consulting offices, Homogeneous activities service and Complaint service for scrap sales.

Oman: New strategic plan to shape Dakhliyah's growth
Nizwa – Dakhliyah has launched its strategic development plan for 2026-2030 as part of ongoing efforts to promote decentralisation and enhance institutional planning. The plan aligns with Oman Vision 2040, the National Urban Development Strategy and the sultanate's five-year development framework. A cooperation agreement was signed on Wednesday between the Governorate of Dakhliyah and Oman Think Urban, a planning and development centre, to implement the strategy under the corporate name 'Afaq'. Intended to enhance public engagement and decentralised governance, it will be developed based on analytical and field studies. Sheikh Hilal bin Saeed al Hajri, Governor of Dakhliyah, said the agreement represents a step towards realistic and measurable planning approaches, aimed at delivering results that benefit all wilayats in the governorate. He stressed the importance of involving both local communities and government entities in every phase of the plan. It seeks to tap into the governorate's resources and strengths, enabling local authorities, citizens and private businesses to contribute to decision-making and development. Khaled bin Adim al Salmi, Director of Planning and Investment Department in the governorate, described the plan as a practical reflection of national policies promoting decentralised and balanced development. He added that community and private sector participation would be central to prioritising and allocating resources effectively. Prof Mahmoud bin Humaid al Wahaibi, CEO of Oman Think Urban, said the plan would adopt a participatory model supported by scientific methodologies and measurable indicators. The approach aims to produce sustainable outcomes and address future development challenges. The 'Afaq' project will also involve local capacity building and training programmes to boost institutional and community participation. A workshop was held during the launch with participation of governorate staff and representatives of public agencies. The session was a platform to discuss the overall direction of the plan and ensure it reflects the governorate's development needs. According to the Governor's Office, the plan will support key sectors including tourism, industry, education, innovation and infrastructure development.

Study highlights Muscat Stock Exchange's tangible impact on economic development
An academic study confirms a positive correlation between the Muscat Stock Exchange (MSX) and its growing role in financing investments, in line with global trends positioning stock exchanges as effective financial instruments in modern economies. The study took the MSX as a practical case. Titled 'The Role of Muscat Stock Exchange Management in Financing Investments in Line with Oman Vision 2040,' the research is considered the first of its kind in the Sultanate of Oman to explore the capital market's contribution to investment financing. It aims to elevate the status of the MSX as a reliable liquidity provider and stimulate its use in financing major national economic projects. The study comes at a time when regional financial markets are striving to deepen their ecosystems, diversify financial instruments, and strengthen their roles amid a favourable investment environment in the GCC. These efforts are supported by economic reforms aligned with national strategies. The study seeks to assess the MSX's role in financing investments within the framework of Oman Vision 2040, highlighting key programmes that support its mission as a capital market financing tool and a generator of investment opportunities. It also examines the development trajectory of the exchange in recent years. Findings revealed a strong, direct, and positive linear relationship between the MSX's performance and the level of investment financing in the Sultanate, especially through mechanisms such as equity offerings (IPOs) and bond issuances. As the MSX's role expands, investment financing also increases—aligning with Oman Vision 2040's goals. The research also reviewed the foundational objectives behind the creation of global stock exchanges, particularly their function in mobilising capital for economic and developmental projects. It further emphasised the role of stock markets in channelling public savings into productive investment. The study concluded with several recommendations, most notably the importance of implementing national initiatives that enhance the MSX's competitiveness as a viable financing option. It also called for improved coordination among regulatory and operational bodies within the financial sector to diversify financing instruments and continuously improve the investment environment. Abu Dhabi invests AED 764.5 million in Oman tourism project
An Abu Dhabi investment project worth AED 764.5 million to strengthen tourism in Oman's Salalah has broken ground, with plans to construct a luxury resort and a marina, as the latter looks to diversify its economy. Spanning an area of 2.5 million square metres in Jinawf, Oman, the development aims to significantly enhance the city's tourism infrastructure and capacity through the construction of hospitality facilities and inch closer to the country's national goal of economic diversification. The first phase of the project spans approximately 604,000 square metres, including the construction of a luxury resort which comprises over 120 rooms and chalets, as well as the developments of a marina, the rehabilitation of coastal and beachfront areas, and the implementation of essential infrastructure works - including roads and public utilities. "This project is a testament to the deep-rooted strategic ties between the UAE and Oman," said Mohammed Saif Al Suwaidi, Director-General of Abu Dhabi Fund for Development (ADFD). "The project also reflects our vision of economic diversification and our proactive approach to advancing sustainable development through meaningful regional partnerships and shared prosperity.' Azzan Al Busaidi, Under-Secretary of the Ministry of Heritage and Tourism for Tourism in Oman, emphasised that the project is expected to create hundreds of direct and indirect job opportunities while stimulating growth across key economic sectors. He added that it will enhance local capabilities through the integration of SMEs in key projects and offering training and capacity-building programmes for Omani nationals in the fields of hospitality and tourism. The initiative aligns with Oman Vision 2040, which positions tourism as a central aspect for economic diversification, particularly in regions with abundant natural resources such as Dhofar. Aligned with ADFD's strategic investment goals, the project goes beyond enabling Oman's economic and tourism development. It also will bolster the tourism's sector's contribution to Oman's GDP, generate employment opportunities and support infrastructure development, further solidifying the country's position as a leading tourism hub in the region.
