Panchkula: Four booked for duping man of ₹15L in visa fraud
Police have booked four individuals - two brothers and two others - for defrauding a 46-year-old man from Bhareli village, Chandimandir, of ₹15 lakh on the pretext of securing a New Zealand work visa for his son.
The victim, Ashok Kumar, in his complaint filed with the deputy commissioner of police (DCP) on January 23 of this year, had accused Somnath, also from Bhareli village, along with brothers Neeraj and Gaurav, as well as Rajeev – all three from Ambala, of committing visa fee fraud.
According to Kumar, Somnath had initially enticed him, claiming that Neeraj and Rajeev, who were known to him, operated an office in Shahzadpur, Ambala, and felicitated the travel of youths abroad. Kumar added that Somanth then introduced him to the accused, including Gaurav, who allegedly promised to send his son to New Zealand on a work visa and secure him a job. Trusting the process, Kumar submitted his son's documents, including his passport, to the accused, who demanded ₹25 lakh for facilitating the travel.
The complainant alleged that he had paid ₹15 lakh to the accused between May and June 2024. However, they neither sent his son to New Zealand nor returned the money.
The Chandimandir police station lodged an FIR under various sections of the Indian Penal Code (IPC), including those related to cheating, criminal breach of trust, criminal conspiracy, and the Immigration Act, on Tuesday.

Woman gets life term for murder of four-year-old in Kadiyapattinam
Padmanabhapuram Additional Sessions Court on Thursday sentenced a woman to life imprisonment for the 2022 murder of a four year old boy in Kadiyapattinam. Her husband was sentenced to three years in prison for aiding in concealing the crime. According to the prosecution, the incident took place when Johan Riji, 4 went missing while playing outside his home. A complaint was filed by his mother Sahaya Silija at the Manavalakurichi police station. During the investigation, their neighbor Fatima was found to have murdered the child to steal the gold and silver jewellery he was wearing. Police later recovered his body inside an almirah at her house. Interrogations revealed where Fatima had tried to rob the boy of the valuables. However when the boy resisted and raised an alarm, Fatima strangled him to death. Based on the evidence, the police altered the case and charged the accused under IPC sections 34, 302, 364, 342 201, 369, and 379 were added and a final charge sheet was filed in court . The trial for the case took place at the Padmanabhapuram Additional Sessions Court, which sentenced Fatima to life imprisonment and her husband Sarobin to three years imprisonment.

Andhra's U-turn on Appealing Tuni Arson Verdict Spotlights Clout of Kapu Community
New Delhi: The Andhra Pradesh government has quickly reversed its decision to appeal the 2023 acquittal of 41 people in the 2016 Tuni train arson case. This sudden reversal, made within 24 hours, throws into sharp relief the political sensitivity surrounding the Kapu community. Events began Monday (June 2), when the Home (Courts-B) Department issued a government order (G.O. Rt. No. 852). The order directed the public prosecutor at the Andhra Pradesh high court to appeal the May 1, 2023 judgment of Vijayawada's VII Additional Metropolitan Magistrate Court for Railways. That judgment had acquitted all accused in the Tuni arson case. By Tuesday, however, another order, G.O. Rt. No. 869, formally withdrew the earlier directive. The public prosecutor was instructed not to proceed with the appeal. The initial G.O. reportedly prompted concern among political leaders. Deputy chief minister Pawan Kalyan, president of the Jana Sena Party (JSP) and a prominent Kapu leader, was reportedly displeased by the move to reopen a case affecting Kapu sentiments. The decision to withdraw the G.O. drew public statements from Kapu community representatives. Chinamilli Venkatarayudu, Kapunadu West Godavari district president, was quoted by South First saying the initial move was intended to 'persecute the Kapus'. Bandi Srinivasa Rao, a Kapu Ikya Vedika leader from Eluru district, reportedly called the initial decision 'vendetta politics', adding that the government had 'hurt the feelings of the Kapus'. The Tuni incident, central to these government orders, occurred on January 31, 2016. During a 'Kapu garjana ' ('roar of Kapus') rally in Tuni in East Godavari district, led by former minister Mudragada Padmanabham, to demand OBC status for the Kapu community, protesters allegedly stormed the Tuni railway station. Four coaches of the Ratnachal Express were set on fire and other public property was damaged. The Railway Protection Force (RPF) later filed cases against 41 individuals, including Padmanabham (accused #1) and Dadisetti Raja (accused #3), then a Kapu leader and now Tuni MLA, under sections of the Indian Penal Code and the Railways Act. On May 1, 2023, the Vijayawada railway court acquitted all 41 accused, citing insufficient evidence and procedural lapses in the investigation. The court also ordered disciplinary action against three RPF officials for a flawed investigation. The Wire has reached out to Padmanabham. We shall update the copy once he responds. Why is the Kapu community politically so important? The Kapu community forms an estimated 15-17% of Andhra Pradesh's population, concentrated in coastal districts, particularly East and West Godavari. This demographic strength translates into considerable electoral influence. For decades, some Kapus have persistently demanded inclusion in the OBC list, similar to agitations by Jats, Marathas and Patels elsewhere in India. This demand often accompanies a sense of historical underrepresentation in political power compared to the Kamma and Reddy communities, which respectively provide much of the leadership and support for the Telugu Desam Party and the YSR Congress Party. Kapu community leaders assert large population figures to bolster these claims for political power and resources. Historical analyses show various cultivating sub-groups (Munnurukapus, Balijas, Telagas) consolidated under the broader 'Kapu' identity, a term originally meaning cultivator. Pressures from the post-liberalisation economy also intensify these socio-political dynamics and demands. There have been previous attempts to politically mobilise the Kapu community. In 2009, Chiranjeevi, a popular Telugu actor and Pawan Kalyan's elder brother, launched the Praja Rajyam Party. Stating 'social justice' as its motto, it won about 18% of the vote and around 20 assembly seats. However, the party was merged into the Congress immediately after the elections. Pawan Kalyan, himself a major film star, began his political journey in 2014, initially backing the National Democratic Alliance. He later distanced himself, aligning with Left parties and the Bahujan Samaj Party for the 2019 elections, before later embracing a more pronounced Hindutva stance. Court frame charges against four policemen in 1998 fake encounter
Imphal: A sessions court on Wednesday framed charges against former sub-inspector Thokchom Krishnatombi and three others in connection with the alleged fake encounter that killed Major Shimreingam Shaiza and four others on Imphal Airport Road August 29, 1998. Major Shaiza was the younger brother of former chief minister Yangmasho Shaiza, belonging to the Tangkhul Naga community (a sub-tribe of the Nagas). The court framed charges against then sub-inspector Krishnatombi of Tabungkhok Makha Leikai, constable Khundongbam Inaobi of Minuthong Kabo Leikai, constable Thangkhongam Lungdim of G. Songgel village, and Md. Akhtar Hussain of Yairipok Tulihal Konjil Leikai under sections 302 (murder), 307 (attempt to murder), 201 (Causing disappearance of evidence of offence), and 34 (criminal act is done by multiple individuals in furtherance of a common intention) of the Indian Penal Code (IPC). The case was initially registered at Singjamei police station as FIR No. 185(8)1998, based on a complaint by then sub-inspector Th. Krishnatombi. He claimed that a team of Imphal West commandos was operating in the Kwakeithel area, Imphal West, to arrest underground militants. They spotted a suspicious vehicle with a Nagaland registration moving at high speed, and the muzzle of a weapon suspected to be an AK-47 was seen through the vehicle's window. According to the report, the vehicle ignored police signals to stop and allegedly fired at the police, prompting retaliatory fire. Three died on the spot, and two others were taken to the hospital, where one more died. Police also reported finding two AK-47 rifles and magazines inside the car. However, following a Supreme Court order on July 14, 2017, the Central Bureau of Investigation (CBI) took over the case and formed a Special Investigation Team (SIT). The investigation was also joined by the National Human Rights Commission (NHRC) after a court directive. The SIT's probe, along with the report of the Justice C. Upendra Commission of Inquiry, found that the police may have staged the encounter. The report named SI Krishnatombi, SI Rajen, Constable Akhtar Hussain, Inaobi, Lungdim, and Ginkhanlei Vaiphei as responsible for the deaths of Major Shaiza, Rukhoshele, Tosovchu Chakhesang, Kikheto Sema, and H. Budha, and the injury of Thenucho. Another FIR was also filed on September 5, 1998, based on a complaint by Pemla Shaiza, wife of the late Major. She claimed that her husband and four others — including Thenucho (former Speaker, Nagaland), Tusovihu of Nagaland Police, Kekheto Sema of Nagaland Police, and Rukno Saila, driver of the car — were travelling in the vehicle when they were shot at by the commandos without provocation. The complaint said the attack was a case of cold-blooded murder and that police tried to cover up the crime by staging it as an encounter. Besides, one civilian, Hidam Budha of Kwakeithel Akham Leikai, also died in the incident due to a stray bullet. The investigation found evidence suggesting that the rifles found at the scene were planted and that the story of a gunfight was fabricated. After reviewing the charge sheet and other case materials, the court framed charges under IPC sections 302, 307, 201, and 34 against the four accused. However, the court noted that the Home Department of Manipur denied prosecution sanction against four other accused — Nongmaithem Rameshwor, Baremon Khamjai, Khundrakpam Ranjeet, and Leitanthem Sharat — who were also then commandos, so the trial cannot proceed against them. The CBI submitted the charge sheet in June 2020 after completing its investigation.
