NAPA demands Punjab government to withdraw Land Pooling scheme
NAPA Executive Director Satnam Singh Chahal said that if the government fails to withdraw this "anti-farmer" scheme, it will become extremely difficult to control the rightful landowners, whose livelihoods and ancestral lands are under direct threat.
Mr. Chahal emphasised that the Punjab Government must act responsibly and immediately revoke this policy, which has sparked widespread resentment among farmers and landowners across the state.
He urged Punjab Chief Minister Bhagwant Mann not to blindly follow Arvind Kejriwal and his team, who are consistently pushing policies that are detrimental to Punjab's interests.
"Punjab's unique socio-economic fabric cannot withstand such experimental schemes designed by people who do not understand the ground realities of our state," Mr. Chahal said.
"It is high time that the Punjab Government starts taking independent decisions in the larger interest of its people rather than becoming a laboratory for Delhi's political agendas," he added.
NAPA reminded the Punjab government that the farmers of the state have already made countless sacrifices for the nation's food security and deserve respect and fair treatment—not policies that threaten their existence.
The association warned that any attempt to implement the Land Pooling Scheme forcibly would lead to a massive statewide agitation, which could spiral out of control if the genuine concerns of the people are ignored.

HC orders 4-week interim stay on Punjab land pooling policy; seeks clarity on rehab provisions
CHANDIGARH: The Punjab and Haryana High Court has put a four-week interim stay on the implementation of the controversial land pooling policy of the Punjab Government. The court made clear its intent to stay the policy after the government refused to withdraw it. The division bench of Justice Anupinder Grewal and Justice Deepak Manchanda also gave the state four weeks' time after hearing detailed arguments for about two hours. 'We will stay the policy and give you time to address the concerns,' the court said. The state has also been directed to inform the court whether a social impact assessment was carried out before notifying the policy. The court reiterated its concerns regarding the lack of provision for the rehabilitation of landless labourers and others dependent on land for their sustenance. It also questioned the government for not conducting the compulsory social impact assessment before identifying the land to be acquired. Earlier, the petitioner Gurdeep Singh Gill had contended that the policy was an act of colourable legislation, allegedly framed under a Central law that contained no enabling provision for such a scheme. His counsel Gurjeet Singh Gill, Manan Kheterpal, Manat Kaur, Rahul Jadge, and Rajat Verma also sought directions for quashing the notification and the policy as ultra vires, arbitrary, and violative of Articles 14, 19(1)(g), and 21 read with Article 300-A of the Constitution. After the hearing, Gurjeet Singh, lawyer of Gill, said that neither a social impact assessment nor any environment-related assessment was carried out under the land pooling policy. 'That no such social impact assessment report was either prepared or published, as per the provisions of law. Moreover, none of the gram panchayats or gram sabhas were approached or consulted by the respondents before bringing the Land Pooling Policy 2025, which is a clear disregard of the provisions mandated under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013,' said the petition.

Punjab BJP announces ‘Save Land, Save Farmers' Yatra against land pooling policy from Aug 17 to Sep 5
Sharpening its attack on ruling AAP in Punjab against the proposed 'Land Pooling Scheme', the Bharatiya Janata Party (BJP) Wednesday announced a state-wide yatra titled 'Save Land, Save Farmers', from August 17 to September 5. The drive will be led by party's state working president Ashwani Sharma. Addressing a press conference in Chandigarh, BJP's state vice president Kewal Singh Dhillon said that during this yatra, BJP Punjab will go village-to-village creating awareness among farmers against this scheme and mobilise them. It will meet the farmers who are already aware and struggling, and standing shoulder-to-shoulder, will support them. The yatra will kick off on August 17 from Patiala, and pass through villages in Malwa, Majha, and Doaba regions affected by the land pooling plan, culminating in Pathankot on September 5, he said. BJP leaders condemned the Bhagwant Mann government, saying it has launched a serious assault on the land of farmers. Through the land pooling scheme, the government seeks to hand over farmers' land to land mafias through backdoor means – which is completely unacceptable, they said. They stated, 'BJP stands like a rock with the farmers. Until the AAP government withdraws the land pooling policy, the BJP will continue to fight at all levels in solidarity with the farmers.' Meanwhile, BJP's state president Sunil Jakhar in a post on X wrote: 'The Punjab and Haryana High Court has granted a stay on Punjab government's land pooling policy. Although this stay is currently limited to a single day, considering the government's authority of unsuccessful litigation regarding policies detrimental to the public interest, it is likely that this initiative to acquire farmers' land will not withstand legal scrutiny. Consequently, the government is poised to face defeat in this case as well. Therefore it would be prudent for the Chief Minister to relinquish the interests of Delhi and acknowledge the sentiments of Punjab by withdrawing this policy.'
