Punjab Cabinet takes key decisions amid Indo-Pak tensions
Chandigarh (Punjab) [India], May 9 (ANI): Amid rising tensions between India and Pakistan, Punjab Chief Minister Bhagwant Mann convened a high-level cabinet meeting on Friday, which resulted in 15 key decisions on security, agriculture, and industrial development. The most significant decision was activating the anti-drone system across the state. Ministers and MLAs will be stationed in the border areas to maintain security and peace. The government has urged the citizens to remain calm and assured that the administration is fully prepared and with them. In addition, it has been decided that the unused lands of the Housing Department will be handed over to the Industry Department to be used for industrial purposes. The cabinet also approved the launch of the 'Rangla Punjab Fund', encouraging public contributions. The government has assured that funds will be used transparently, and tax exemptions will be provided by the Centre. On the agriculture front, the government has decided to procure maize at Minimum Support Price (MSP). Discussions are underway with agencies and ethanol producers for procurement. Farmers sowing maize instead of paddy will receive compensation at the rate of Rs 17,000 per acre. To combat illegal mining, the state will adopt the mining system of IIT Ropar. Additionally, the Land Pooling Scheme will be implemented in various cities, enabling landowners to access residential and commercial plots. The cabinet further proposed to benefit about 2,500 employees appointed before 2014 under the Old Pension Scheme (OPS). The 'Farishta Scheme' has also been introduced, under which accident victims, terror victims, and war victims will receive free treatment in government hospitals. The state also decided to install signal jammers in 13 state jails to halt illegal activities going on inside the prisons. Chief Minister Bhagwant Mann said that these decisions aim to advance Punjab on the path of security and agricultural and industrial development. (ANI)

Day after, Amaravati Pylon draws visitors with high hopes on a bright future for State
A day after the relaunch of the Amaravati capital city works, by the Prime Minister Narendra Modi on Friday, visitors from various places thronged the venue. They went round the place clicking selfies and group photos, especially of the Amaravati Pylon inaugurated by the Prime Minister, as they wanted to carry back the memories home. In a jubilant mood and exhibiting a sense of pride, many of them hoped that the capital city construction would be completed shortly. On the other hand, workers were busy removing the tents, chairs, barricades, lighting, and other arrangements made at the venue and tidying up the area, reminding the visitors of the hectic activity the place had witnessed a day before. ''The government showed its commitment by relaunching the works,'' a visitor remarked, expressing his happiness over the development. Ten years ago, Mr. Modi laid the foundation stone for the construction of Amaravati capital city taken up under the Andhra Pradesh Capital Region Development Authority (APCRDA). However, the policy shift after the YSRCP came to power in the State in 2019, led to stalling of the works. After the NDA took over the reins of the State last year, the Chief Minister Nara Chandrababu Naidu reiterated his commitment to completing the capital city works in a time-bound manner, with the support of the Prime Minister and the Deputy Chief Minister and JSP president Pawan Kalyan. The State Government organised a huge public meeting on Friday where the Prime Minister formally relaunched the commencement of works with an outlay of about ₹50,000 crore. Among those who visited the venue on Saturday were many farmers from the Amaravati region, who had given their lands to the CRDA for capital construction. They expressed the hope that the works would be completed as promised by the State Government. ''Since Chief Minister Chandrababu Naidu has announced that the capital works will be completed in the next three years and it will be dedicated to the nation by the Prime Minister, we believe that the development of the region in particular and the State in general will be possible,'' said a farmer who gave his land in the Land Pooling Scheme for the capital. Meanwhile, Minister for Municipal Administration and Urban Development P. Narayana thanked the Prime Minister for relaunching the works and extending support to the State Government for construction of Amaravati. He held a review meeting with officials on the remaining tenders to be called for the works, on Saturday.

Strategically located between Vijayawada and Guntur, the sprawling 34,000-acre project, initially halted by the previous Jagan Mohan Reddy administration, is now set for a significant relaunch. The foundation stone for this envisioned metropolis was laid in October 2015, marking the start of creating a world-class urban centre. The Master Plan for Amaravati, crafted with guidance from the Government of Singapore and inspired by global best practices, aims to accommodate a population of 3.5 million by 2050. The developmental works are broadly categorised into housing and building, infrastructure development in the Land Pooling Scheme (LPS) areas, and crucial trunk and flood management works. As of 2024, the estimated budget for Amaravati's comprehensive development stood at approximately Rs 64,910 crore, bolstered by a Rs 15,000 crore commitment from the Indian government and substantial financial support from international institutions, including $800 million each from the World Bank and the Asian Development Bank, and an agreement with HUDCO for a loan of Rs 11,000 crore. Addressing the disruption caused by the subsequent Jagan Mohan Reddy administration, he explained that although Rs 5,000 crore had been spent for the contractors, the previous government halted the project and introduced the concept of three capitals. They neither continued the work nor settled the payments, leading to numerous legal issues, he said. The current government, under Chandhrababu Naidu's leadership, took nearly 11 months to overcome these obstacles, he stated. Minister Narayana detailed the measures taken, including forming a technical committee of chief engineers, assessing the building strength through IIT Chennai and IIT Hyderabad, and eventually calling for tenders worth Rs 50,000 crore. Highlighting Prime Minister Narendra Modi's renewed involvement, he mentioned the invitation extended to the Prime Minister to restart the works, which was accepted. Providing a timeline for the completion of key residential infrastructure, the Minister affirmed that the 4,000 houses for officials would be completed within one and a half years, with 80-85 per cent of the work already done. The main trunk roads, totaling 350 kilometre, would be completed within two years, and the layout roads within two and a half years, he said. Regarding the iconic structures, Minister Narayana stated that the five administrative towers, the assembly building, and the high court would be completed within three years. The administrative towers include one 50-floor tower and four 40-floor towers, while the assembly building and high court have specific plans for their respective heights and dimensions. Elaborating on the innovative land pooling system, he explained that the call for land pooling in 2015 resulted in 34,000 acres being contributed by landlords without litigation. This land was allocated for various uses, including returnable plots to agricultural people, blue and green spaces, roads, and parks. Currently, 4,000 acres of developed land are available for further development. Highlighting the self-sustaining financial model for the capital city, Minister Narayana asserted that the developed land costs range from Rs 20 crore to Rs 30 crore per acre. The plan involves reserving 4,000 acres of land, taking loans for initial development, and later selling the land at increased prices to repay the loans, ensuring no taxpayer money is spent on the project. Discussing the initial efforts to attract institutions and industries, he mentioned that 1,500 acres were reserved for national-level organisations and institutions. Despite setbacks from the previous government's actions, the current administration has reallotted 800 acres and set a target for these organisations to start their work within four months. Amaravati's development, under the new government's leadership, is set to transform the region into a self-sustaining, world-class urban centre, with strategic planning and significant financial backing paving the way for its future, the Minister said. Prime Minister Narendra Modi will embark on a landmark visit to Andhra Pradesh on Friday, marking a historic moment in the State's development. The Prime Minister will formally relaunch the Amaravati capital construction works and unveil a wide range of infrastructure and public sector projects, collectively valued at ₹57,962 crore. According to the official itinerary, Mr. Modi will arrive at the Gannavaram airport at 2.55 p.m. and take a helicopter to reach the helipad at the Secretariat in Velagapudi, where Chief Minister N. Chandrababu Naidu and deputy Chief Minister K. Pawan Kalyan will receive him. Mr. Modi will arrive at the public meeting venue by 3.30 p.m. to lay the foundation stone and inaugurate several completed works. The programme will last approximately 75 minutes, after which the Prime Minister will return to the Gannavaram airport and leave for New Delhi by 4.55 p.m. Strong message Mr. Modi's visit is being seen as a pivotal moment in the State's post-bifurcation journey. The restart of capital construction works in Amaravati carries immense political and emotional significance, especially for the nearly 30,000 farmers who voluntarily contributed over 34,000 acres of land under the Land Pooling Scheme initiated during the earlier stint of the TDP government. The project has been stalled under the YSRCP government's term, but the presence of Mr. Modi is expected to send a strong message of renewed commitment, administrative stability, and Centre-State coordination. In what is being termed as one of the most extensive infrastructure rollouts in the State's history, the Prime Minister will launch and inaugurate 94 projects across sectors such as Urban Development, National Highways, Railways, and Defence. The centrepiece is the Amaravati capital works, with 74 new projects worth ₹49,000 crore. These include construction of key government institutions such as the Legislative Assembly, the Secretariat, the High Court, and residential quarters for judicial and legislative officials. Among the high-profile Central initiatives is the DRDO Missile Testing Centre at Nagayalanka, for which the foundation stone will be laid. This project alone carries an investment of ₹1,459 crore and marks a significant defence-sector addition to Andhra Pradesh. Infrastructure boost The Unity Mall in Visakhapatnam, a ₹100-crore project under the Department for Promotion of Industry and Internal Trade (DPIIT), also features prominently on the list. Transport infrastructure receives a major boost as well. The Prime Minister will lay the foundation for six new National Highway projects with a total cost of ₹3,176 crore and will inaugurate eight completed highway projects worth ₹3,680 crore. In the Railways sector, three projects involving track doubling and tripling, with a combined value of ₹254 crore, will be dedicated to the nation. The Andhra Pradesh government has made extensive arrangements for the visit, with large-scale public participation expected. The event is being portrayed as a gamechanger for Amaravati and a milestone in Andhra Pradesh's growth story, signalling a revival of investment, governance reform, and infrastructure expansion.
