Maroc02-07-2025
A total of 54,000 people, including 3,000 in rural areas, have benefited from Morocco's Direct Housing Assistance Program , Secretary of State in charge of Housing, Adib Benbrahim, said on Tuesday.
Speaking at the House of Councillors' question time, Benbrahim said that more than 167,000 applications have been submitted across the country, highlighting the program's 'significant results' since its launch last year.
He stressed the ministry's special focus on rural areas, noting that the Al Omrane Group has been mobilized to support this effort. Beginning in August, the public developer is set to begin construction on more than 2,930 housing units across 49 emerging rural centers, including Sidi Rahal, Sidi Bouathmane, Ait Ourir, and Zagora.
This initiative is expected to spur local economic growth and strengthen housing supply in rural and mountainous areas, he said, adding that Al Omrane, either directly or in partnership with the private sector, aims to deliver 147,000 housing units by 2028.
Benbrahim also announced that the second phase of the national Ksour and Kasbah program (2025-2030) will target nearly 100 sites with a combined population of about 40,000, across 15 provinces in five regions.
The total cost of this phase is estimated at MAD 1.5 billion, including MAD 550 million from the ministry. The remaining MAD 950 million will be funded by the ministries of Interior, Culture, Islamic Affairs, and Tourism.

ONEE Launches $6.18 Million Hybrid Power Plant Project in El Guerguarat

Marrakech – The National Office of Electricity and Drinking Water (ONEE) has launched an international tender for the construction of a hybrid solar-diesel power plant with battery storage in El Guerguarat. The project, announced on Friday, comes with an estimated cost of MAD 61.8 million ($6.18 million) and an implementation timeline of 18 months. This new power facility will be built on a 10-hectare site and represents a substantial step in the border post's transition toward renewable energy. It follows another sustainable development initiative in the region – a water desalination unit that has been operational since November 8, 2023. The hybrid power plant will integrate a complete energy solution combining renewable production, storage, and backup generators. The solar photovoltaic park will have a capacity of 1.5 MWc coupled with a 1.5 MWh battery storage system to stabilize electricity production. A diesel component will ensure continuous power supply during insufficient solar production or peak demand periods. This includes two 1000 kVA generator sets and two 500 kVA units. A 22 kV distribution substation will connect the entire system to the grid and manage the balance between different energy sources. The plant will feature an Energy Management System (EMS) that will intelligently control the entire operation to ensure optimal electricity supply to El Guerguarat. The EMS will optimize battery charging/discharging and activate the diesel plant when needed, particularly when weather conditions limit solar energy production. Requirements for bidding companies Interested companies must submit bids by September 25, with an opening session scheduled for 9 a.m. local time at ONEE headquarters in Casablanca. A site visit is planned for August 25 at 10 a.m. at the Birguandouz Diesel Plant, which is optional but recommended for bidders. Participants must provide a provisional guarantee of MAD 1 million ($100,000) with bids valid for 120 days from the opening date. The tender includes strict eligibility requirements for various aspects of the project, including electrical works, solar PV installation, battery storage, and civil engineering. For the electrical works (HTA/BT), bidders must have ONEE's HTA/BT3 accreditation or prove completion of a similar project worth more than MAD 5 million ($500,000) in the last five years. Solar PV qualification requires J3 certification (class 1 or higher) or demonstration of a similar photovoltaic project of at least 1.5 MWc valued at over MAD 10 million ($1 million) within the past five years. The battery storage system component requires experience implementing at least one project with BESS capacity of 1 MWh or greater, totaling over MAD 5 million ($500,000) in the last five years. Civil engineering work demands qualification A2 (class 3 or higher) or completion of similar works worth more than MAD 8 million ($800,000) during the same period. Notably, PV installation and BESS works cannot be subcontracted and must be performed directly by the bidder. HTA/BT and civil works may be subcontracted if the subcontractor meets the same qualification requirements. Financially, bidders must demonstrate an average annual turnover of at least MAD 30 million ($3 million) over the past three years. A 15% preference margin applies to Moroccan firms, cooperatives, unions of cooperatives, and auto-entrepreneurs. This project aligns with ONEE's broader 2025-2030 equipment plan, which involves investments of MAD 220 billion ($22 billion). These investments aim to accelerate energy transition by massively integrating renewable energies, developing storage capacities, and strengthening the transport network. These efforts are expected to achieve a 56% installed capacity rate in renewable energies by the end of 2027. Mohamed Bouzoubaa Elected President of Maghreb de Fès Football Club

Marrakech – Mohamed Bouzoubaa has been unanimously elected president of the Association sportive du club MAS de Fès, succeeding Hicham Chakor, who resigned several weeks ago. The election took place during the club's ordinary general assembly held on Sunday. Under the current structure, Omar Benniss retains his position as president of the sports company that owns 60% of the club's shares, while the association holds the remaining 40%, in accordance with national professional football regulations. The meeting announced the twelve members of the new executive board and reviewed the moral and financial reports for the 2024-2025 sports season, which outlined the club's challenges and achievements. The new board, however, expressed reservations – particularly over the annual MAD 3.5 million ($350,000) wage bill for the club's school supervisors – calling for a thorough revision and audit. Bouzoubaa, who is the CEO of construction company TGCC, which is listed on the Casablanca Stock Exchange, takes over at a critical time for one of Morocco's most emblematic football clubs. His election comes amid an acute crisis, marked by the resignation of former president Hicham Chakor on July 20, just hours before a sit-in organized by club supporters. The new president's arrival had been anticipated since June, when the MAS Association – supported by former leaders and emblematic figures of the club – officially endorsed his candidacy. At that time, Bouzoubaa had already acquired 30% of the club's shares, with the remaining ownership divided between Ismaïl Jamai (35%) and the MAS Association (35%). Bouzoubaa's election follows his recent high-profile meeting with Gabonese President Brice Clotaire Oligui Nguema on Friday. During that audience, discussions focused on priority projects in Gabon, including the construction of social housing, university hospitals, and modern medical and academic complexes, affirming TGCC's expanding influence across Africa. The assembly examined the list of new club members, comprising 43 new membership applications. It also decided to create a commission that will bring together certain personalities who have served the club. A new page in the club's history Speaking on this occasion, the new president voiced gratitude for the trust placed in him by the club's components. 'The time has come to open a new page in the club's history with everyone's involvement, including the MAS supporters who accompany the club in all circumstances,' he stated. Bouzoubaa vowed his determination, along with his board members, to work toward helping the club regain its glory days and its place among the elite football clubs at both national and continental levels. He also called for unity among all club components and to work for the interest of this emblematic club. With a fortune estimated at $1.3 billion, Bouzoubaa's arrival has generated enthusiasm among MAS supporters since March, when news first circulated that the construction tycoon might invest in the club. As one of Morocco's top five richest men, he has the financial capacity to inject substantial resources into MAS, transforming it into one of the wealthiest clubs in the country, potentially rivaling powerhouses like Wydad, Raja, and AS FAR. The club has already shown signs of its new ambitions by signing a sponsorship deal with Daiko, a leading home appliance brand, and appointing Croatian-German coach Tomislav Stipic, who previously won titles with Latvian clubs Riga FC and FK Auda. The assembly was attended by the president of the National Professional Football League (LNFP), Abdessalam Belkchour, the representative of the Royal Moroccan Football Federation (FRMF), and MAS members. Bouzoubaa's election opens a new chapter in the club's management, raising hopes among supporters to see the club regain its prominence on the national football scene.
