Gujarat Minister's second son arrested in ₹71 crore MGNREGA scam

Police have arrested Gujarat Minister Bachubhai Khabad's son Kiran in connection with a ₹71 crore Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scam, two days after taking his elder brother Balvant into custody.
Deputy Superintendent of Police and Investigating Officer Jagdishsinh Bhandari on Monday (May 19, 2025) confirmed that three more individuals were arrested along with Mr. Kiran, bringing the total number of arrests in the case to 11.
The seven persons arrested earlier include the minister's elder son, Balvant.
'On Monday (May 19, 2025), police arrested the minister's younger son Kiran, a former Taluka Development Officer (TDO), and two Assistant Programming Officers (APO),'Mr. Bhandari said.
According to police, the accused were involved in a fraudulent scheme where several contracted agencies received payments from the government without completing the assigned work or supplying the required materials under the MGNREGA.
The scam allegedly involved 35 agency owners, who colluded with government officials to siphon off ₹71 crore between 2021 and 2024 by submitting bogus work completion certificates and forged documents to claim payments under MGNREGA.
Minister Bachubhai Khabad, who represents the Devgadh Baria constituency, currently serves as the Minister of State for Panchayat and Agriculture.
'His sons, Balvant and Kiran, are proprietors of agencies implicated in fraudulent MGNREGA projects carried out in the Devgadh Baria and Dhanpur talukas of Dahod district, a tribal-dominated region,' the police officer said.
The First Information Report (FIR), filed last month, includes charges of cheating, forgery, and breach of trust against unidentified individuals, including government employees.
The investigation began after the District Rural Development Agency (DRDA) uncovered the scam during field inspections, revealing that payments had been made for infrastructure projects, such as roads, check walls, and stone bunds, that were never actually constructed.
Furthermore, police noted that payments were also issued to agencies ineligible for government contracts or those that never participated in the official tendering process.
The investigation is underway.

Speaking to reporters in New Delhi, he announced that the funds were released as part of the first tranche of Central assistance to the State for wage payments, material procurement, and administrative expenses under MGNREGA. Of the total, Rs 1,023 crore has been earmarked for wage payments, Rs 960 crore for purchasing materials, and Rs 176 crore for administrative costs. 'This financial support plays a crucial role in empowering rural families, enhancing their incomes, and upholding their dignity,' he said. Pemmasani extended his heartfelt thanks to Chief Minister N Chandrababu Naidu, Deputy CM Konidala Pawan Kalyan, and HRD Minister Lokesh for their support.

Shimla: Himachal Pradesh industries minister Harshwardhan Chauhan on Monday said that the central govt is not distributing charity to Himachal Pradesh, but the state is only getting its share, like all other 29 states of the country. Responding to the statements made by BJP MPs Anurag Thakur, Suresh Kashyap, and others that the central govt is providing sufficient funds to Himachal, the industries minister clarified that if Himachal is getting funds under the Pradhan Mantri Gramin Sadak Yojana, Pradhan Mantri Awas Yojana, or MGNREGA, it is the right of the state. "It is not the case that Himachal started getting these funds only when the BJP came to power in the Centre. Himachal used to get the same funds even when the previous govt was at the Centre as per the set pattern," he added. The minister, however, accused the central govt of not releasing funds to the state govt, especially around Rs 10,000 crore under the post-disaster needs assessment (PDNA), though the state govt sent the claims to the Centre in the financial year 2023-24. He claimed that the central govt is indirectly benefiting other states ruled by the BJP or its allies. Chauhan questioned the BJP leadership in Himachal about whether they got any funds or schemes sanctioned for the hill state other than what the state is getting under the existing schemes. Vadodara: The investigation into the Rs 71 crore MNREGA scam, allegedly engineered jointly by a Gujarat minister's two sons and govt officers in Devgadh Baria taluka of Dahod, is throwing up more muck by the day. This stunning revelation was made by the prosecution in the sessions court in Dahod on Monday during the hearing of applications to cancel bail granted to Balwant and his brother Kiran, a co-accused. While opposing the bail for Balwant, the prosecution told the court of alleged WhatsApp chats that revealed that the login ID and password of the Bhuvan portal used for MNREGA works were shared with Balwant. A senior district police officer confirmed this on condition of anonymity. The portal is used to enter details of completed MNREGA works with geotags and photographs. The official said they are still investigating what the ID was used for. "We are gathering details about the IP addresses used to log in using the ID and password," the official said. Entries regarding the work are to be made by officials, which could be gram rozgar sevaks, technical assistants or other similar officials. The investigating officer moved the applications in the Dahod sessions court after Balwant and Kiran were granted bail by a magisterial court on May 28. The special public prosecutor and counsel representing the brothers submitted their arguments to the court Special public prosecutor Amit Nair pressed for the cancellation of bail even as the application was opposed by senior counsel Sudhir Nanavati. The brothers are linked to agencies that supplied material for MNREGA works even though they did not qualify as vendors in the bidding. A total of 32 firms connected with the irregularities were detected in an investigation by the District Rural Development Agency (DRDA), which registered an offence regarding the scam. Balwant was linked to the firm Shri Raj Construction Co, while Kiran to Shri Raj Traders. Shri Raj Traders was paid Rs 30.04 crore, while Shri Raj Construction Co got Rs 82 lakh. Effectively, the brothers took over 40 per cent of the total amount of the scam.
