Property registration: LDA issues strict SOPs to speed up process

The Lucknow Development Authority has issued strict standard operating procedures (SOPs) to ensure that files related to freehold registry of allotted properties are processed within a fixed timeline.
The move - to tackle delays in property registration and improve public service delivery - comes after LDA senior officials observed that inaction on property files were damaging the authority's image.
Under the new SOPs, officers and staff handling property files have been assigned specific deadlines at every stage from the receipt of application to final registration. The officer in-charge of the property section has been made directly responsible for ensuring timely registration. Section officers have been instructed to submit weekly action reports, and any laxity in following the SOPs will invite disciplinary action.
LDA vice-chairman Prathamesh Kumar confirmed that the authority has emphasised strict compliance with the SOPs to avoid backlogs and provide timely services to the public. Kumar said that the order was passed by him on May 31, 2025.
Time-bound process
Specific deadlines set for every stage from application submission, lease plan preparation, and site verification to payment processing and final registration ranging from same-day to 5-day limits.
Applications will be uploaded into the system and shared via WhatsApp on the same day to reduce delays and improve coordination across departments.
The authorities advocate and registry cell will complete scrutiny and registration quickly after receiving the final approved file, with the allottee being informed over the phone to speed up the process.

Patna: Patna University (PU) will release the first merit list of applicants selected for admission to the undergraduate courses for the 2025-26 session on June 11. The last date for online submission of application forms for UG admissions in different colleges of PU ended on Thursday. PU students' welfare dean, Anil Kumar, told the newspaper on Friday that nearly 10,000 applications were received for admission against about 4,500 sanctioned seats in arts, science and commerce streams under regular and self-financed streams. He said that the candidates figuring in the first merit list would have to secure their admission in the four-year degree course (under regular stream) and thee-year degree course (under self-financing stream) between June 13 and 16 as per the allotment of college. Admission from this list would be made in five constituent colleges, namely, Patna College, Patna Science College, Vanijya Mahavidyalaya, B N College and Magadh Mahila College in order of the merit. Giving the details of the process of admission, Kumar said the merit list of candidates will be uploaded on the PU website on June 11. Candidates will have to download their allotment letter with the help of their application ID and password. Further, after depositing the fee online, candidates would report for admission to the college concerned with the allotment letter, payment slip, print of application form and original as well as photocopies of all their certificates from June 13 to 16. If a candidate fails to get himself admitted till June 16, his claim for admission would automatically lapse, he said. He further said that the second merit list of selected candidates will be announced on June 19 and the candidates figuring in the list would have to secure their admission in their respective colleges from June 21 to 24. The third and final merit list will be announced on June 27 and the candidates figuring in this list will have to secure their admission on June 30 and July 1. The total number of sanctioned seats in undergraduate programmes against which students would be admitted are Patna College (930), Patna Science College (750), B N College (1130), Magadh Mahila College (1156), and Vanijya Mahavidyalaya (525). Union minority affairs minister Kiren Rijiju on Friday launched a portal for the registration and monitoring of waqf properties, calling it a symbol of dedication to transparency and good governance. The Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED) portal seeks to bring all stakeholders onto a single digital platform and streamline the management of waqf properties by ensuring real-time data collection and open access to verified information. 'We are taking a firm step toward ensuring that waqf properties are used for the benefit of the intended communities,' said Rijiju at the portal launch in the presence of minister of state for minority affairs George Kurian. Waqf properties are required to be registered on the portal within six months of the launch date. Rijiju asked representatives of state waqf boards, who were present at the launch virtually, to ensure adherence to the six-month limit. Respective state boards will have to carry out the registrations. Properties not registered within six months may get up to a two-month extension in exceptional cases such as technical delays. Those that remain unregistered beyond the extended deadline will be classified as disputed and referred to the Waqf Tribunal. Minority affairs secretary Chandra Shekhar Kumar said the portal will allow submission of documents for registering a property to prevent the inclusion of illegal or encroached land. He added the custodians of properties without documentation will be required to approach the tribunal for verification. 'Since land is a state subject, it will ultimately be up to the state governments to confirm or deny whether the land in question is indeed waqf,' Kumar said. Kumar said that women, children, and economically weaker sections will be among the primary beneficiaries of Waqf assets. The portal, which includes a field asking whether a property is on government land, was launched weeks after the passage of the Waqf (Amendment) Act. Petitions challenging the law's constitutional validity are pending in the Supreme Court. On April 17, the court declined to stay the law after the government submitted that certain provisions would not be enforced for now. Rijiju refused to comment on the challenges to the law, saying the matter is sub judice. 'I hope the court recognises that this is a landmark law... The opposition must accept this and cooperate with the government to ensure smooth implementation. As for the waqf rules, it is a natural process. We are actively working on it.' The waf properties have to be registered with details such as dimensions and geotagged locations. Properties recorded in the names of women will be ineligible to be declared as waqf. The portal will generate a 17-digit unique identification number for each property based on the state and district codes, property type, etc. The portal features dropdown-based structured data input and an online grievance redressal mechanism. The public will have access to the property information. A three-tier user verification process has been instituted for the portal. The mutawalli or an authorised person of a waqf board will initiate data entry. The checker will be a district-level officer or a designated official to verify the data, and the approver will be the CEO or an officer to grant final approval. Data protection and privacy regulations will cover the portal. A toll-free helpline has been made available for technical assistance and support.
