Khyber-Pakhtunkhwa ties local government polls to Punjab
On the other hand, the Local Council Association (LCA), the representative body of LG members, has announced it will move the court if the elections are not held within the constitutional timeframe.
Local body elections in K-P were conducted in two phases. The first phase took place on December 19, 2021, with the local governments formed on March 31, 2022. The second phase, covering the hilly districts, was held in June 2022. Under the existing schedule, LGs in the plains will complete their term on March 31, 2026, while those in the hilly districts will expire in June 2026.
Local representatives argue that during their tenure they have neither been provided development funds nor given defined powers, and therefore their term should be extended. The provincial government, however, has no such plan.
Provincial Law Minister Aftab Alam stated that no proposal to extend the tenure is under consideration, adding that K-P will hold LG elections if Punjab does so, as local bodies in Punjab are currently inactive.
Meanwhile, LCA Chairman Himayatullah Mayar stressed that under the Constitution, the tenure of LGs starts from the day representatives take oath. "If elections are not held after the dissolution of LGs, we will approach the court," he warned.
LCA Coordinator Intizar Khalil added that local representatives were neither given funds nor allowed to work according to the law. The association has demanded a tenure extension and is holding negotiations with the K-P chief minister in this regard.

CM Sindh praised KCCI for embracing this year's Independence Day theme, 'Marka-e-Haq,' calling it a reflection of the nation's quest for dignity and justice. He also lauded the restoration of KCCI's historic building, describing it as a landmark of Karachi's economic heritage, and congratulated Chairman Zubair Motiwala and his team for reviving its grandeur. Bilawal inaugurates new canal from Karachi
KARACHI: Pakistan People's Party (PPP) Chairman Bilawal Bhutto Zardari criticised Prime Minister Shehbaz Sharif, dubbing him 'Shehbaz Slow' when it comes to uplift works in Karachi. While inaugurating a 100-million-gallon water project in Hub on Wednesday, the PPP chairman launched a scathing attack on the prime minister and sarcastically called him 'Shehbaz Slow' for delays in the K-IV water project. 'We expected Shehbaz Speed [for Karachi's uplift], but got Shehbaz Slow. Sindh govt decides to initiate 'Hub Canal', other projects It cannot be that Punjab gets Shehbaz Speed while Karachi is left with Shehbaz Slow,' Bilawal added while requesting the prime minister to fulfil his promises regarding the K-IV water project in Karachi. Turning his criticism to India, Bilawal said that the Modi government has conspired to block Pakistan's water supply, likening his tactics to those of Netanyahu. He condemned India's alleged plan to violate the Indus Waters Treaty by constructing dams, calling it 'the biggest historical attack on the Indus River.' 'Karachi's people know how to defend the Sindhu Darya [Indus River]. We will confront India diplomatically and, if needed, on the battlefield,' the PPP chairman warned. Speaking on the occasion, Sindh Chief Minister Syed Murad Ali Shah declared the project a major gift for Karachi on Independence Day. He said that Karachi's federal water quota would be raised to 200 MGD by December. 'We inaugurated the project on August 13 as promised,' he said, adding that the main beneficiaries would be West Wharf, Keamari, and Central Karachi. The new canal, he said, would bring an additional 100 million gallons per day (MGD) of water to the city, doubling the capacity previously carried by the old canal. Murad said that the old canal could not transport even 60 MGD effectively, but the new infrastructure would overcome that limitation. 'We built this canal within the fixed time and budget, without any cost escalation,' he stated. 'This is a gift to Karachiites ahead of Independence Day.' The chief minister also announced that the restoration of the old canal would be completed by December, further boosting the city's water capacity to 140 MGD. He added that the provincial government was negotiating with the federal government to increase Sindh and Balochistan's water quota, citing improved water availability due to climate change. Murad said a 35 MGD water treatment plant would also be completed in September to supply industries, freeing up potable water for domestic use. Once the augmentation phase of K-IV is completed through arrangements with the World Bank, Karachi will receive 550 MGD of water, significantly easing shortages. The New Hub Canal spans 21.8 kilometres and includes 11 aqueducts, 19 culverts, and four bridges, with a total capacity of 130 MGD. Phase II of the project involves restoring the old canal, with 21.8 km of its section already closed for accelerated work. The Manghopir pumping station's 150 MGD capacity is also being restored, alongside the refurbishment of the filtration plant.

Social media should not be used to spread negativity: SHC CJ
Chief Justice Sindh High Court (SHC) Justice Muhammad Junaid Ghaffar has said that a plan to set up more courts and increase the number of civil judges has been finalised. He also urged that social media be used positively and not for spreading negativity in society. He was speaking at the inauguration of the Free Legal Research Service organised by the DG Lawyers. Justice Ghaffar said that through recent amendments, civil cases had been shifted from the SHC to the district courts to minimise inconvenience to litigants and simplify the transfer process. Issues relating to jurisdiction in civil matters had also been resolved, he added. The chief justice said that the plan for more courts had been discussed with the chief justice of Pakistan along with the construction of a Judicial Complex. He said that in a recent Supreme Court meeting, the use of artificial intelligence (AI) was also discussed and it was decided to frame a policy for it. He clarified that judgments could not be produced with one click nor could cases be prepared by pushing a single button, though IT support was being fully utilised. He said the SHC had upgraded its equipment, set up a research cell with civil judges, and improved its official website to include detailed judgments and case information. Orders downloaded from the site could now be verified through a tracking system, and the certified copy system was being computerised. Justice Ghaffar said that in Karachi, affidavits in high court cases could now be attested from any circuit bench, and work was under way to make the same facility available for district court affidavits. Judgments, along with case diaries, would also be uploaded to the website. Advising the public, he said: "People should not spread harmful content on social media, but share positive things." Speaking at the event, Sindh High Court Bar Association (SHCBA) President Barrister Sarfaraz Metlo said the bar was working for the welfare of lawyers and the supremacy of law and the Constitution, but its projects were not being publicised. He said that after the shifting of civil courts, the existing district court infrastructure had become insufficient and the number of civil judges needed to be increased. A free shuttle service was being run between the SHC, City Court, and Malir Court for lawyers' convenience, he added. The ceremony was attended by Justice Agha Faisal, bar officials, and senior lawyers. Under the free legal research service, lawyers will now have access to case information from 1947 to 2025.
