Bengaluru Stampede: IPS officer Vikash reinstated, ex-Commissioner Dayananda now ADGP Prisons
The government has on Monday revoked the suspension of two IPS officers: B Dayananda - Additional Director General of Police, who was Bengaluru Police Commissioner when the incident happened, and Shekar H Tekkannavar - Superintendent of Police, pending disciplinary proceedings, along with two Karnataka State Police Service officers: C Balakrishna - Dy SP and A K Girish - Police Inspector.
Meanwhile, the government on Thursday also issued a notification appointing Dayananda as Additional Director General of Police (Prisons and Correctional Services), and Shekhar H Tekkannavar as Superintendent of Police, Intelligence.
"The Government of Karnataka, in exercise of the powers conferred under Rule-3(7)(c) of All India Services (Discipline and Appeal) Rules 1969, hereby revokes the order of suspension of Vikash Kumar Vikash, IPS (KN: 2004) and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings under Rule 8 of All India Services (Discipline and Appeal) Rules 1969," the government order said.
Vikash is now posted as Inspector General of Police, Internal Security Division, Bengaluru, in the vacant post. He was Additional Commissioner of Police (West) and in charge of stadium security when the stampede happened.
Vikash's suspension wasn't revoked along with the other four police officers on Monday, and officials had cited a case relating to his suspension pending before the High Court.
Vikash had challenged his suspension before the Central Administrative Tribunal (CAT), which revoked the suspension order on July 1. The government has challenged the CAT order in the High Court.
A separate notification was issued giving posts to Dayananda and Tekkannavar.
Dayananda is posted to a position that has fallen vacant due to the superannuation of Malini Krishnamoorthy (DGP) on Thursday.
Shekhar H Tekkannavar is posted as Superintendent of Police, Intelligence, Bengaluru in the vacant post. He was Deputy Commissioner of Police (Central) during the stampede incident.
The stampede occurred on the evening of June 4 outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's maiden IPL victory celebrations. Eleven people died and 56 were injured in the incident.
Chief Minister Siddaramaiah on June 5 had ordered the suspension of five officers.

Punjab Chief Minister Bhagwant Mann on Thursday addressed the state-level Independence Day function in Faridkot, focusing on the achievements of his three-year-old Aam Aadmi Party (AAP) government while largely steering clear of political attacks. Speaking at the 79th Independence Day celebrations, Mann paid homage to the sacrifices of freedom fighters, among whom Punjabis 'took the number one slot'. Mann lauded the academic achievements of girls, pointing out that the Class 8 and Class 10 toppers — Navjot Kaur and Akshnoor Kaur — of 2025 hailed from Faridkot. He said that for the past few years, the top three positions in classes 8,10 and 12 board examinations are being grabbed by girls only. On the state's anti-drug campaign, CM Mann highlighted the 'Yuddh Nasheyan Virudhh' initiative, which has made significant progress. 'We have demolished houses built with drug money, jailed smugglers, and curbed open sale. While drugs have not been eradicated totally, the free-for-all days are over and the rest will also be curbed soon as our police are working hard to root it out completely,' he said. The chief minister stated that from March 1, 2026, police personnel recovering 1 kg of heroin will get a ₹1.2 lakh reward, and head constables will be authorised to conduct inquiries in masters related to narcotics cases. The chief minister said that the main source of drugs reaching India is it's neighbour Pakistan. 'But Punjab is the first state in the country to have its own anti-drone technology which will destroy any drone coming from the other side of the border which supply drugs or other things,' CM Mann said. On the education front, the CM said Punjab topped the National Achievement Survey 2025 in all subjects for the first time since 2017. 'The government school students are clearing JEE and NEET, and Punjab-origin players currently captain the national football, basketball, women's cricket, and men's hockey teams,' he said. In healthcare, Mann highlighted the upcoming 'Sehat Bima Yojna', under which every Punjab resident, irrespective of their income, can avail themselves of cashless treatment of up to ₹10 lakh per year in government hospitals and over 500 empanelled private hospitals by showing their Aadhaar card. He said that the state's 881 Aam Aadmi Clinics have been witnessing a daily footfall of 70,000 patients and mentioned that over 200 more clinics will soon be added. Mann also said 1,600 police personnel will be promoted, and recruitments will be done to fill the resulting vacancies. He reiterated his claim that 55,000 government jobs have been provided since AAP came to power. While the speech repeated several figures Mann has cited in the past, he refrained from targeting Opposition parties directly, except for a passing reference to political links of rival parties in the drug trade. He said that many police employees and influential people involved in the drug trade were not spared. The CM was accompanied by Gaurav Yadav, Director General of Police, Punjab, Chief Secretary K A P Sinha, and former Faridkot MP and folk singer Muhammad Sadique. Notably, sitting Faridkot MP Sarabjeet Singh Khalsa was absent.

Complaint filed against SI over alleged misconduct towards tribal woman
Puttaparthi: A formal complaint has been lodged with the Superintendent of Police, Sri Sathya Sai District, seeking strict action against Patnam Police Sub-Inspector (SI) Rajasekhar for alleged misconduct towards a Scheduled Tribe (ST) woman. According to the complaint, the incident came to light through a news clipping dated August 12 which reported that the SI had allegedly behaved rudely and insulted the woman during an official interaction. The complainant, former member of the AP State ST Commission Vaditya Shankar Naik, stated that such behavior from a responsible police officer is unacceptable and violates the dignity of the victim. It was also alleged that the SI had been sent for Voluntary Retirement Scheme (VRS), which, the complainant argued, does not constitute adequate punishment as the officer continues to receive the same salary. He stressed that a thorough investigation and strict disciplinary action are necessary, not only to ensure justice but also to set an example for others in the force. The complaint was supported by several tribal leaders, including LHPS State Vice President Ravi Naik, Girijana Praja Samakhya State Youth President Islavath Hanumanthu Naik, and Durga Prasad.

3 from Delhi Police get President's Medal for Distinguished Service
On the eve of the 79th Independence Day, three Delhi Police officers were on Thursday conferred the President's Medal for Distinguished Service (PSM) while 15 were honoured with Medal for Meritorious Service (MSM). Those conferred PSM included IPS officers Garima Bhatnagar and Dr Sagar Preet Hooda, as well as Delhi Police Sub-Inspector Satender Yadav. Bhatnagar, a 1994-batch AGMUT cadre officer, has served in multiple leadership positions and spearheaded technology-driven reforms in investigation and other policing domains. She was also recognised for her contributions during her tenure at the UN Police Division. Hooda, a 1997-batch AGMUT cadre officer, has held key positions in Delhi, Chandigarh, and Arunachal Pradesh. He is credited with initiatives such as the 'Parivartan' programme to curb sexual offences in Delhi and handling sensitive law-and-order situations, including G20 Summit arrangements and the farmers' protest at the Delhi-UP border. SI Satender Yadav, who joined the force in 1995, has been lauded for his role in neutralising terrorists and apprehending militants linked to banned outfits, such as Al-Qaeda, LeT, JeM and Hizb-ul-Mujahideen. He also participated in the Batla House encounter and was earlier awarded the Police Medal for Gallantry in 2015. Those honoured with MSM included DCP Anyesh Roy; ACPs Virender Singh Sajwan, Vijay Kumar Vats, Suraj Bhan, and Gurkirat Kohli; inspectors Sunita, Anil Kumar, Pavitar Singh, and Sapna Gedam; assistant sub-inspectors Asipal Singh and Bhawna Aggarwal; as well as sub-inspectors Raghunath Pavoor, Sumela Rawat, Krishan Kumar, and Santosh Devi.
