‘R&D clusters to be set up in Punjab's varsities'

FAISALABAD: Punjab Higher Education Commission (PHEC) Chairperson Prof Dr Iqrar Ahmad Khan on Friday said that research and development clusters will be set up in order to integrate R&D strength among all universities of the Punjab.
He chaired Vice Chancellors meeting at Syndicate Room, University of Agriculture Faisalabad (UAF). UAF Vice Chancellor Prof Dr Zulfiqar Ali, GCUF Vice Chancellor Prof Dr Rauf-i-Azam, GCWUF Vice Chancellor Prof DrKanwal Ameen, Vice Chancellors of different universities including Dr Faheem Aftab, Dr Zafar Ali Ch, Dr Yasir Nawab, Dr Zubair, Dr Bushra Mirza, Dr Saeed, Dr Ashfaq, Dr Sajjad Mubin and others also attended.
Prof Dr Iqrar Ahmad Khan said it is prerequisite to break the silos among the scientists of universities to ensure national development based on knowledge economy.
He directed the Vice Chancellor to propose research centers in collaboration with other higher education institutions. He also clarified that the clusters will be established without the bricks and mortars by finding best brains of different fields and funding will be provided to run sustainable R&D activities. He said that the centers would range from science, agriculture, engineering to arts and humanities etc. He also told the meeting that governance and institutional reforms were being made in Higher Education institutions to enhance the performance keeping the challenges in view. He also sought the recommendations from the Vice Chancellors for the said cause.
He said that framework will be carried out for public private partnership for the universities that will help commercialize the latest technologies and research. He added that mushroom growth of affiliated colleges was hampering quality of education and this matter should be addressed on the part of Vice Chancellors. He also directed the universities to establish HR Office, strengthened financial aid and business Incubation centers as well.
He said that they are collaborating with civil service academy for the training of Vice Chancellors and in August a week long training session will be carried out for 23 newly appointed Vice Chancellors. He also discussed establishment of dedicated honhaar units on campus to oversee scholarship activities. He said that many talented students cannot avail the opportunity of higher education due to financial constraint. The government is providing ample scholarships to enrolled students but the students from the deprived segment of the society cannot even take admission because they do not have money to pay the first fee essential to take admission. He said that the students which names appeared in merit list now be able to take admission on scholarship without paying any money and the mechanism is being evolved in this regard. He also directed higher education institutes to nominate educators for TEOSL and global open course being run by US Department of State. He also asked the Vice Chancellors to mobilize the faculty and students to avail google career certification program.
UAF Vice Chancellor Prof Dr Zulfiqar Ali said that the UAF has sought the proposal from the scientists for research centers especially to address food security, livestock, climate change and water etc issues. He said that institutional reforms are need of the hour in higher education to ensure the quality manpower and research. He added that the university was housing research projects with the help of international centers including Center for Advanced Studies, Pak korea Nutrition Center, Confucius Institute, Seed Center and others. Dr Rauf-i-Azam said that his institution was taking all possible measures to produce trained manpower. Prof Dr Kanwal Ameen praised the step of PHEC being taken for the reforms of education in the Punjab.

FAISALABAD: A South Korean delegation visited the University of Agriculture Faisalabad (UAF) and called on deans and directors to discuss the areas of mutual concerns. On the directives of UAF Vice Chancellor Prof Dr Zulfiqar Ali the meeting was held at the Office of Research, Innovation and Commercialization (ORIC). He stresses upon the collaborations in agriculture and food security. He said that UAF sub-campuses across the Punjab, various research centers and specialized departments contributing to multidisciplinary education and development. Director External Linkages Dr Tehseen Azhar said that said that partnership with South Korea will open new horizons for joint research and global academic exposure for students and faculty as well. Prof Dr Kwonse Kim said that AJOU Motor College focuses on practical learning, technical innovation and student-centered facilities. He said we equip students with hands-on experience in the automotive sector. He said that AJOU has strong interest in developing academic linkages with UAF. He offered a proposed student exchange program, ensuring mutual learning and cultural exchange. Dr Abdul Ghaffar said that through exchange program and scholarships, AJOU is offering the students an opportunity to have international exposure and cultural understanding. Dean Faculty of Agriculture Engineering and Technology Prof Dr Anjum Munir said that advancements in farm machinery and power systems being developed at UAF are playing vital role in advancing agriculture and enhancing the efficiency and productivity. FAISALABAD: Knowledge of economy and strengthened industry-academia linkages are prerequisite for sustainable economic development and poverty alleviation. For which, a comprehensive strategy is being mapped out to commercialize the research work so that the farming community and general public can benefit. It would also create employment opportunities, said University of Agriculture Faisalabad Vice Chancellor Prof Dr Zulfiqar Ali. Chairing a strategic review meeting in ORIC's conference room, joined by Director Research Prof Dr Imran Arshad, Prof. Dr. Zahid Abbas, the Vice Chancellor outlined an ambitious roadmap to enhance operational efficiency and accelerate research commercialization. Prof Dr Zulfiqar Ali underscored the pivotal role of the Office of Research, Innovation and Commercialization (ORIC) as a facilitator and engine for professional advancement at the varsity. He emphasized Director ORIC for strengthening human capital, including new faculty members, to ensure competence in research management, intellectual property rights, patenting, commercialization, and transparent financial workflows. He directed setting up a facilitation desk at ORIC to provide necessary guidance to PIs and ensure completion of all prerequisites. Recalling his position as Director ORIC at Muhammad Nawaz Sharif University of Agriculture Multan, he said that due to establishment of facilitation desk there, faculty members were provided with all necessary guidance and facilities. He underscored the need for examining and analyzing at least two models of commercialization from leading international and local universities. He asked ORIC to circulate instructions to the faculty members for inclusion of social scientists as co-principal investigators in all research proposals to enhance societal relevance and impact creation. CCoRR begins deliberations on Regulatory Reforms Package 01

ISLAMABAD: The second meeting of the Cabinet Committee on Regulatory Reforms (CCoRR) was held Friday under the chairmanship of Qaiser Ahmed Sheikh, federal minister for investment. The session marked the beginning of deliberations on Regulatory Reforms Package 01, a key initiative aimed at enhancing the ease of doing business and modernising regulatory practices in Pakistan. The reforms team from the Board of Investment (BOI), led by Additional Secretary Zulfiqar Ali, presented a comprehensive set of reform proposals. Senior officials from key federal ministries and regulatory authorities were also in attendance and provided valuable input during the discussions. The committee reviewed 28 reform proposals in detail, all of which fall under Regulatory Reforms Package 01, focused on simplifying and streamlining Registrations, Licenses, Certificates, and Other Permits (RLCOs). These proposals are designed to eliminate procedural redundancies, digitise approval mechanisms, and abolish outdated or overlapping regulatory requirements. Addressing the meeting, Federal Minister Qaiser Ahmed Sheikh emphasised that regulatory reforms are the top priority of the Prime Minister. He directed all relevant ministries and departments to expedite implementation and ensure timely progress reporting. He also expressed appreciation for the proactive and constructive participation of all stakeholders. The Cabinet Committee will continue its review of the remaining proposals under Package 01 in forthcoming sessions as part of the government's broader agenda to facilitate investment and economic growth.
