'Now no discretion' over police recruitment standards

The Police Commissioner says there was "no direction or order" to drop standards in order to fulfill a coalition promise and recruit 500 more police officers.
Richard Chambers said, once he knew "discretion" had been applied, he made it clear graduating police officers must still meet standards.
Both Chambers and Police Minister Mark Mitchell fronted a scrutiny hearing today - a chance for MPs to grill Ministers on this year's Budget decisions.
Findings from an audit into recruitment standards at the Royal New Zealand Police College found a
significant number of applicants were allowed into the college
, despite failing preliminary tests.
The Police College sometimes gives discretion to recruits who fall short of certain standards, although they must still pass the tests before graduating - but the audit found this had become increasingly common.
The findings prompted Police Commissioner Richard Chambers to instruct the college not to accept anyone who hasn't met all mandatory recruitment standards.
Just last month, a review found more than 300 police officers were
not assessed on their swimming abilities before graduating
, leading to the audit. Those recent recruits had undergo assessments retrospectively and it was announced police would review the swimming training policy.
Another issue was a failure by some to meet the literacy standard required before entering Police College.
Labour police spokesperson Ginny Andersen asked Mitchell in the hearing: "Who gave the order to drop standards at the Police College in order to try deliver the 500 [new police] quicker?"
Mitchell described it as an operational matter, but as Minister, his view was that there were no specific orders "ever" to drop standards.
He
blamed the previous government
and had previously said: "There is no doubt in my mind that the priorities set by the previous government around recruiting contributed to this."
He said there may have been a change in the approach taken, but under this government, "we've been very clear what our expectations are, and that is that there will be no reduction or change in standards".
Mitchell added that, when it came to recruiting, the Commissioner and his statements had been "unambiguous" about his expectations.
Chambers added the Minister was correct - "there was no direction or order" - but once he was made aware that "discretion" had been applied on different standards and expectations, he made it clear those standards needed to be met.
"I've been very clear about under my commissionership, we have standards that we will meet and, if some people need to do some extra work before they join New Zealand Police, then that's up to them to do."
Going forward, he said he was very clear "we do have expectations of standards".
Mitchell emphasised the recruits who failed preliminary tests did so before attending police college and, under the Commissioner's direction, that would no longer happen.
"Now there is no discretion around those standards," he said. "They'll meet the standard before they go to the college, but once they're at the college, they have to meet the standard before they graduate."

Photo: Troy Baker Jack Karetai-Barrett is about to embark on a Whakatāne to Wellington trail ride to raise awareness to promote Māori wards. And he wants his "vote yes" message to be loud and clear. "Keep Māori wards. It's such a normal thing that should just be part of our lives, but for some reason [some people] don't want it to be." The 15-year-old is departing on 28 June, riding his Focus Atlas 6.7 gravel bike for 11 days. He will travel through 12 small towns to collect letters from those in favour of Māori wards aiming to hand them to Prime Minister Christopher Luxon. The Local Government (Māori Wards) Amendment Bill passed its third reading in July last year , which meant 42 Councils who had established a Māori ward without polling residents had to hold one or scrap them. "We need representation, especially from Māori people in the community, because we have really good values and you just don't really get that unless you have someone who's Māori and that's where Māori wards matter to me, mostly. "I'm sure [people in rural areas] want to be able to have stuff like this happen, but a lot of them can't. They just needed a bit more representation." Earlier this year, the Whakatāne High School student walked almost 80 kilometres from Whakatāne to Mauao (Mt Maunganui) to encourage voters to tick yes for Māori wards, but he suffered severe blistering on his feet leaving him unable to finish the final 10km. He then pedalled the route using it as a "practice run" for his next challenge. "It's 'vote yes' to Māori wards. Keep Māori wards. It's such a normal thing that should just be part of our lives, but for some reason they don't want it to be. "And then I started planning for this. I didn't even tell Mum until I already had my plan set up." He said he wasn't nervous about the nearly 900km mission, but rearing to hit the road. "I'm very, very excited to do it. I may not be excited to go through Ohakune and be probably snowed on, but I think it will be well worth my time anyway. "So many people have said to me, 'Why don't you just put it off until the summer time?'. "And I know something, when I want to do something like this for this level, I can't put it off. It just has to happen then and there. " Although his mum, Mawera Karetai, was a bit "terrified" about the ride, she was "trusting in the kindness of others". "We've put it out to the rest of the country, asking people to host him at various stops, and prior, [and they] have offered to open their homes to him," she said. "We live in an incredible place, here in Aotearoa, where we still want to care for each other. Long may manaakitanga be in the hearts of all of us." Paramedic loses medical registration after strangling partner, biting nose

"I'm gonna see you burn at the stake", a paramedic told his partner, before biting her nose, pulling her hair and strangling her. The man, who has name suppression and was previously given home detention for the abuse, has now been stripped of his medical licence for at least two years. According to the police summary of facts, the man grabbed his now ex-partner by the arm in July 2021, twisted it behind her back and shoved her against a fridge, denting it. During another incident in 2022, he told her he would "burn her at the stake", before pulling her by the hair, trying to kick her in the head, and placing his hands around her neck and strangling her. While the man was strangling the woman, he bit into her nose, causing bleeding and bruising around her eyes, while their young child watched, pleading for him to stop. The man then picked up his child, placed her in his car and drove roughly two metres, before getting out and going back to the woman. He grabbed her by her hair and pulled her to the ground. Neighbours overheard the yelling and called the police, who turned up shortly before 10pm and pushed the man onto a couch in his lounge. The man reacted by unzipping the constable's vest and attempted to get hold of their Taser, before eventually being restrained with help from members of the public. In 2023, the man also psychologically abused the woman over the phone, while there was a protection order in place against him. After pleading guilty, he was given 11 months' home detention by a District Court judge for seven offences relating to the 2022 incident, as well as concurrent terms of three months' home detention for a further five offences. In sentencing, the judge said, "What happened here was extraordinarily dangerous" and said that it was a "prolonged instance of family violence", which involved "serious acts of coercive control to dominate the victim". Following his convictions, a Professional Conduct Committee (PCC) of the Paramedic Council filed charges of professional misconduct against the man at the Health Practitioners Disciplinary Tribunal, claiming he was no longer fit to work as a paramedic. The PCC said that the man's convictions showed a serious loss of self-control in response to a situation that had made him angry and his conduct did not reflect the high standards expected of a paramedic. "It is relevant that paramedics may attend to victims of family violence and that they may often do so in the victim's own home. "This practice environment requires a high degree of trust, particularly where patients will often have little to no say in who attends them," their submissions read. The PCC also noted that paramedics were required to work closely with other first responders, including police, and that resisting arrest from a constable was particularly concerning. The practitioner provided the tribunal with some context for his offending, claiming his partner was using methamphetamine against his wishes, which frustrated him. He said his former partner had sought to minimise her role in the conflict, was pushing an incorrect narrative and had played the victim at every opportunity. "[The ex-partner] stating that I am violent and controlling is an excellent scapegoat position for her behaviour, however not truthful or representative of the situation," he told the PCC. "My explanation for assaulting my partner is that I was trapped in an abusive and controlling relationship with her, culminating in a predictable explosion of violence, as the police, councilors [sic], colleagues, friends and families all avoided the obvious." The man said he questioned the woman's evidence about the incident where he strangled her. "You know, she told police, 'He grabbed me around the neck with two hands and I thought like I was going to die'," he told the PCC in an interview. "On the video recording, the evidence recording, she's screaming the whole time, "You can't scream and die at the same time." The man also made a complaint to the Independent Police Conduct Authority about his arrest and the refusal of police officers to take his concerns about his partner seriously. The man said, if he were working on an ambulance with another paramedic, there would be no reason why a patient wouldn't be able to trust him. Since the offending, he's engaged in non-violence programmes and therapy, as well as entering into a new relationship. The tribunal held a hearing into the man's conduct late last year and, in a recently-released ruling, said it was satisfied that the reputation of paramedicine was lowered as a result of his actions. In its ruling, the tribunal said the man sought to justify his actions and minimise his conduct. "During his evidence before the tribunal, there was little evidence of remorse," the tribunal said. "He repeatedly said that [his ex partner] was playing the victim." Despite this, the tribunal said potential patients of health practitioners who had engaged in family violence were not necessarily in danger from them. However, the tribunal noted that the work of a paramedic involved teamwork and high levels of trust between colleagues, and between police and the fire service at callouts, including ones involving domestic violence. "The lack of respect [the man] showed the police raises serious questions for the tribunal about his ability to work alongside the police in challenging situations. "[He] should not underestimate the levels of discomfort many women feel when in the presence of someone with a history such as his. This applies to his colleagues and health consumers." The tribunal opted to cancel his registration with the Paramedics Council and forbid him from re-registering for at least two years, and ordered him to pay costs of $26,000. However, this cancellation did not prevent the man from working as an Emergency Medical Technician, the tribunal conceded, noting that the role was similar to that of a paramedic, but didn't require registration. EMTs often assist paramedics, who have more advanced training and can take on more complex medical care. At the moment everyone gets 10 paid days a year. Workplace Relations and Safety Minister Brooke van Velden said earlier that she was looking at changes that would make leave proportionate to the number of hours worked. She told Checkpoint it was not a new idea, and she had been looking at sick leave changes alongside ongoing work to replace the Holidays Act. "I have been working away behind the scenes for about the last six months now trying to work out technical details to replace this act." When asked if it would be based on hours or days she said she could not say as cabinet had not signed off on how the changes would work. "This is something that businesses do want, they want that proportionate leave... some companies that work with part-time workers have quite a few part-time workers, you know, like a cafe or small retail shops and that's a lot of sick leave they are on the hook for." Van Velden did not give evidence on how much sick leave part-timers were taking. "That's not the reason behind doing this change," she said. "It's to do with whether it's right, and is it right that someone who is working one day a week is entitled to the same sick leave allocation as someone who works five days a week - that's what we are basing this policy on, whether it's right." She said she believed someone who worked "what we expect to be a full week", would have the full entitlement this included someone who worked 40 hours in four days. When asked about how the change may disproportionately impact women - more women than men are in part-time jobs - she said it had nothing to do with gender. "If we want true gender equality we have to stop with this disingenuous argument that women are the ones who will be losing out because woman are the ones expected to do childcare." Prime Minister Christopher Luxon told Morning Report earlier he knew it was something Minister Brooke van Velden was looking into. "She looks at a whole raft of workplace relations," Luxon said.
