
Strategic approach needed for sustainable fiscal savings
Finance Minister II Datuk Seri Amir Hamzah Azizan said any move to introduce new taxes must ensure that the revenue collected is sufficient, justified, and beneficial to the people.
"The government is only considering tax options that can be implemented and are suited to our economic system.
"If we look at measures such as the luxury tax and capital gains tax, these represent major policy shifts," he said on the Keluar Sekejap podcast hosted by Shahril Hamdan and Khairy Jamaluddin.
"What we need to assess is whether the revenue collected from such taxes is adequate to meet our needs and whether it's worth the effort. That's the balancing act we are managing.
"The key is that when we move forward, we do so prudently, minimise the impact, and evaluate the outcomes," he added.
On RON95 fuel subsidies, Amir confirmed that a targeted subsidy mechanism is scheduled to be implemented before the end of the year, with the Cabinet still finalising the income threshold for eligibility.
He said the government is working to determine a fair cut-off point to ensure that subsidies reach those who genuinely need them.
"If we are going to define who qualifies, the challenge lies in deciding where to draw that line.
"Any new mechanism must not be more burdensome than the current system and should be designed to minimise leakages.
"Otherwise, people will find ways to bypass it. We believe using the MyKad is currently the most viable option. I believe most Malaysians are honest and will do the right thing," he said.
As for the government's fiscal goals related to subsidies, Amir stressed that decisions should not be based solely on arbitrary savings targets.
"We can't just say we want to save RM5 billion or RM3 billion and then make cuts arbitrarily. That's not a compassionate approach," he said.
Instead, he said the government needs a sustainable model, similar to the targeted diesel subsidy, to ensure aid reaches the intended groups while protecting them from future price shocks.

Economy Ministry to ensure 13MP in line with Madani Economy framework
KUALA LUMPUR: The 13th Malaysia Plan (13MP), set to be tabled in Parliament on July 31, 2025, will be in line with the government's direction and the MADANI Economy framework, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who is currently carrying out the duties and functions of the Economy Minister, stated that his current task is to ensure that all ministries involved are aligned in planning and implementing the 13MP. "All ministries are the implementing agencies once the 13MP is tabled and approved. So, at the moment, we want to review (the 13MP) and align it with the MADANI Economy framework, which then will be implemented by the ministries,' he said during the "Keluar Sekejap' podcast session on YouTube, hosted by Khairy Jamaluddin and Shahril Hamdan. On June 27, Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, who is also Secretary to the Cabinet, announced that Amir Hamzah has been given the responsibility of carrying out the duties and functions of the Economy Minister with immediate effect, following the vacancy in the position after the resignation of the former minister Datuk Seri Rafizi Ramli on June 17. According to Shamsul Azri, the matter was agreed to by Prime Minister Datuk Seri Anwar Ibrahim and was discussed at the Cabinet meeting on June 25. In the announcement, Shamsul Azri also stated that Amir Hamzah's primary responsibility was to review and revamp the core framework of the 13MP draft, which is set to be tabled in Parliament on July 31. During the podcast session, Khairy also asked Amir Hamzah about the objective of revising the 13MP draft. Amir Hamzah explained that the process of drafting the 13MP took a considerable amount of time, and discussions between the Ministry of Economy and all other ministries were held on multiple occasions. "When we reach this stage, we have to ensure that what we finalise in the 13MP is in line with the current government's direction,' he said. He added that coordination among government ministries is crucial to ensure that the plan does not remain just a plan on paper. Latest beauty industry guidelines ready, to go before cabinet
KUANTAN: The Ministry of Domestic Trade and Cost of Living (KPDN) has finalised the latest guidelines for the beauty industry and will submit the proposal to the Cabinet, said Deputy Minister Datuk Dr Fuziah Salleh. She said the guidelines, which have been in use since 2013, include several improvements, in line with current industry developments, following engagement sessions with industry players and collaboration with the Ministry of Health. She said the initiative is also aimed at protecting consumers and developing the industry that has shown rapid growth and continues to make a significant contribution to the domestic economy, adding RM13.5 billion to the Gross Domestic Product (GDP) in 2023. 'The updated guidelines include improvements related to the operation of machines, specifically whether they can be handled by medical practitioners or otherwise, particularly involving laser devices and high-intensity focused ultrasound (HIFU). 'This effort is not only to ensure the existing regulations remain relevant with current developments, but also to provide an opportunity for beauty industry operators and entrepreneurs to expand in a more professional and ethical environment,' she said at a press conference after opening a beauty centre here today. Fuziah revealed that since 2023, KPDN has received only three complaints related to skin damage following treatments at beauty centres, in addition to several complaints concerning treatment packages offered. She stated that over 28,000 companies in the beauty industry have been registered, adding that, as the ministry overseeing the unregulated services sector, KPDN will continue to take proactive measures to ensure the industry ecosystem grows in an organised and competitive manner.
