Egypt introduces tax incentives to boost trust, partnership with business community

Egypt's Minister of Finance, Ahmed Kouchouk, announced on Sunday new tax facilitations aimed at fostering greater trust and deeper partnership between the government and the business community, underscoring Egypt's ongoing commitment to economic reform.
Speaking at the US–Egypt Policy Leaders Forum 2025, organized by the American Chamber of Commerce under the leadership of Tarek Tawfik, Kouchouk emphasized that there is strong alignment across all pillars of Egypt's economic reform agenda. This coordination, he noted, is essential for enhancing the competitiveness of the Egyptian economy on a sustainable basis.
The minister stated that Egypt has begun to reap the benefits of structural reforms, with robust macroeconomic and financial performance indicators over the past ten months. 'The Egyptian economy is now positioned for gradual and sustained growth,' Kouchouk said, citing increasing investment as a key driver of this momentum.
A central priority for the government, he emphasized, is empowering the private sector. 'We are adopting policies that enable the private sector to take the lead in economic activity,' he said. As a result, the private sector's share of total investments rose to 60% between July and December 2024, a significant indicator of growing business confidence and engagement.
Kouchouk explained that the government is managing public finances with a careful balance between maintaining fiscal discipline and stimulating economic activity. He highlighted a series of targeted initiatives and programs designed to support key sectors including industry, agriculture, exports, and tourism, all aimed at enhancing Egypt's global economic competitiveness.
One of the most notable achievements this fiscal year, the minister revealed, is the recording of the highest primary surplus in Egypt's recent history—3.1% of GDP from July 2024 to April 2025. This surplus was achieved despite rising global interest rates and demonstrates Egypt's prudent fiscal management. He also noted a decline in the debt-to-GDP ratio, a key metric reflecting the country's improving financial health.
Looking ahead, Kouchouk affirmed that the government is committed to continuing this positive trajectory by further reducing debt levels and creating fiscal space to increase public investment in critical areas such as healthcare, education, and broader social and economic development.

This year marks the 75th anniversary of establishing diplomatic ties between the two countries, Abdelatty said. He also said he is looking forward to holding the next round of political consultations between Egypt and Australia, and beefing up investments and trade exchange between the two countries. Meantime, the foreign minister highlighted massive incentives offered by the Egyptian market, along with Egypt's great interest in luring investments in a number of priority sectors, topped by the field of green hydrogen. Abdelatty also reviewed the latest developments in the region, including the war in Gaza, underlining Egypt's mediation efforts in cooperation with the US and Qatar on this score. The only path to achieving sustainable peace is sticking to the two-state solution and establishing an independent Palestinian state, based on the June 4, 1967 borders, with Al Quds (occupied East Jerusalem) as its capital, he concluded.

The well drilling project, implemented by the Egyptian branch of a Chinese oil and gas company, became part of a mega program to expand agricultural land by developing deserts. This project is an example of sustainable development for arid regions and demonstrates the potential of international cooperation in food security and environmental restoration. The project is being implemented as part of the Belt and Road Initiative (BRI). Egypt has expanded beyond infrastructure projects to now include the agricultural sector, technology, and industry. The company began operations in Egypt in 2016 and has since drilled more than 680 wells nationwide. In the Owainat, 63 deep wells were drilled in less than a year, despite extreme weather and geological conditions. Experts emphasise that such projects are key to Egypt's sustainable development. H-Tayea Egyptian President Abdel Fattah El-Sisi was warmly received by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, at Abu Dhabi International Airport. Following an official reception ceremony, the two leaders held a bilateral meeting at Al Shati Palace to discuss strategic cooperation and regional developments. According to Presidential Spokesperson Ambassador Mohamed El-Shennawy, the meeting underscored the strength of Egyptian-UAE relations and the leaders' shared commitment to expanding bilateral cooperation, particularly in economic, trade, and investment sectors, to serve the mutual interests of both nations and their peoples. The leaders also reviewed pressing regional issues, foremost among them the crisis in Gaza. They jointly called for an immediate and comprehensive ceasefire, as well as the urgent exchange of prisoners and detainees. Sheikh Mohamed bin Zayed commended Egypt's pivotal mediation role and its unwavering humanitarian efforts since the onset of the crisis, especially in alleviating the suffering of civilians in Gaza. President El-Sisi and Sheikh Mohamed bin Zayed reiterated the need to ensure unimpeded humanitarian aid delivery to Gaza in quantities sufficient to address the dire conditions on the ground. Both affirmed their support for a two-state solution as the only viable path to a just and lasting peace in the Middle East. Beyond Gaza, the discussions extended to developments in Lebanon, Syria, Sudan, Libya, Yemen, and Somalia. The two leaders emphasized the paramount importance of safeguarding the sovereignty, security, and territorial integrity of all Arab states.
