With Lollapalooza starting, warnings issued about fake rideshare drivers, other safety concerns

Lollapalooza kicks off on Thursday, and city officials have issued some safety warnings — urging festivalgoers in particular to be aware of rideshare impersonators.
Just this week, Chicago police put out an alert about two women sexually assaulted by a man they said posed as a driver.
Ald. Brian Hopkins (2nd) said the Chicago Police Department is ramping up its presence in the rideshare pickup and drop-off areas for Lollapalooza along Monroe Drive.
Hopkins said with road closures around Grant Parka and construction in areas, people should use the 'L' or Metra. But if people must take a rideshare, they need to be careful.
"Don't rely on someone rolling down the window, yelling to you, 'Hey, I'm your Uber!'" said Hopkins. "Chances are that's not a legitimate ride."

The Chicago Office of Emergency Management and Communications said anyone using a service like Uber or Lyft must have the rideshare drop them off or pick them up within a rectangle bounded by DuSable Lake Shore Drive on the east, State Street on the west, Wacker Drive on the north, and 14th Street on the south.
Ald. Hopkins said most rideshares will be routed to Monroe Drive.
But new this year, no one can get dropped off or picked up on DuSable Lake Shore Drive, or they will risk getting a ticket.
"The app will tell the driver where they can pick up their passenger," Hopkins said. "It'll guide their passengers to that location, and we can adjust it if necessary."
Hopkins said the CPD has been instructed to look for fake rideshare drivers, keeping an eye out for signs like counterfeit placards on windshield, and erratic driving.
Meanwhile, area hospitals such as Rush University Medical Center are also ready.
"We do prepare for sort of a surge in young patients," said Dr. Antonia Nemanich of Rush.
Nemanich said Rush could see anywhere from 10 to 20 more patients a day on top of their already-busy emergency room volume. The hospital will treat both alcohol and drug overdoses.
"Always have a lot of suspicion for any drug that isn't coming from a dispensary or from a reputable source, because all bets are off," Nemanich said. "You might, you know, think it's ketamine, MDMA, and it could be laced with fentanyl or something else."
Overall, city officials said they want people to have good time. But how they spend that time, and how they get to and from the festival safely, is most important.
"We know that stakes are higher," Hopkins said. "We are determined to keep everyone safe."
Police earlier this week issued a community alert about the fake rideshare driver. They said he struck around 5 a.m. back on Sunday, March 30, in the 1100 block of North Lake Shore Drive in the Gold Coast, and again around 2:30 a.m. on Tuesday, July 19, in the 1500 block of North Wells Street in Old Town.
Police said the fake rideshare driver picked up female victims in a midsize black SUV, and later sexually assaulted them. The vehicle was not the one ordered by the victims via a ride-sharing app.
Hopkins said Chicago police have strong leads in the case, and an update should be coming soon.

A woman in Orlando was arrested after she provided an Endolaser treatment to a customer's "double chin" without holding a medical license, according to the Metropolitan Bureau of Investigation. Investigators said that Gabriela Pereira, 29, performed the surgery at Tonya Beauty in Orlando on April 16, 2024, according to an affidavit obtained by News 6 in Florida. During the procedure, the patient reportedly was burned by the laser after it was left sitting for too long on her chin. The burn reportedly caused blistering and necrosis, according to investigators. Pereira allegedly had the customer return eight times for follow up treatments in an attempt to correct the damage. Investigators allege that she posed as a technician with a medical license. 'Pereira provided the services in exchange for (the patient) allowing Tonya Beauty to use her photos online as a model,' the affidavit says. Investigators said the patient who was burned learned of the clinic via recommendations online. 'Tonya Beauty is a very popular clinic among Brazilians, with a lot of actresses and singers coming from Brazil to get procedures done,' the affidavit says. 'They are very popular on social media, including Instagram, and are known to have gained the trust of Brazilians for cosmetic procedures in the United States.' The Independent has requested a comment from Tonya Beauty. An arrest warrant for Pereira was filed on July 29. She is currently facing nine counts of practicing medicine without a license, nine counts of practicing a health care profession without a valid license, and two counts of dispensing medical drugs without a license, according to investigators. Police shut down another unlicensed clinic in Florida in early July after a woman complained that she had experienced facial paralysis after receiving a botox injection. Unlike Tonya Beauty, that clinic was operating out of a shed in a woman's backyard in Port St Lucie, Florida. In that case, a woman named Rosa Mena was allegedly operating without a license from her backyard spa. She claimed to have been a doctor in the Dominican Republic, but her documentation was out of date. A search warrant at Mena's property turned up medical beds, vials, needles, fat sculpting machines, micro-needling equipment, laser hair removal equipment, and liposuction machines. Mena was charged with three counts of aggravated batter causing bodily harm and three counts of practicing medicine without an active license, and two fraud counts.

Part-time Pennsylvania police officer arrested after taking inappropriate photos, videos of children at YMCA

A part-time police officer in Pennsylvania was arrested on Thursday after he was caught taking inappropriate photos and videos of children at a YMCA late last month, according to the Chester County District Attorney's Office. Authorities said Mark Mackrell, 52, who worked as a part-time officer for the Millbourne Borough Police Department in Delaware County, was charged with photographing a sexual act, stalking, unlawful contact with minors and related offenses, following an incident on July 22. According to the Chester County DA's Office, police were notified of a "suspicious condition" at the YMCA on Airport Road in East Goshen Township the day after the incident, July 23. A mother told police that her 14-year-old daughter and her 13-year-old friend believed they were being filmed while they played at the YMCA pool on July 22. According to the affidavit of probable cause, the mother approached the man suspected of taking pictures of the kids. However, the man denied taking any pictures or videos, refused to identify himself and refused to show his phone. The mother then reported the incident to the YMCA lifeguards, who approached the suspect and asked for identification. The lifeguard said the suspect refused to identify himself, but instead showed his police badge. Authorities identified the suspect as Mackrell of Coatesville and then later searched his phone, where they found photos and videos of children, some dating back to as early as July 2024. Investigators said the videos appeared to be taken by Mackrell, who can be heard making sexual comments about the juveniles in multiple videos. Mackrell was arrested on Thursday and later released after posting $100,000 bail. According to the affidavit, Mackrell also serves as a youth monitor at Abraxas Academy, a multi-service facility offering secure residential treatment and detention services in Morgantown, Pennsylvania. If anyone has information about Mackrell or the incident, they're asked to call Westtown-East Goshen Police Department at (610)-692-9600. CBS News Philadelphia reached out to the Millbourne Borough Police Department for a comment, but has yet to hear back.
