
‘Successful' strike conveyed a strong message: KCCI chief
The complete shutdown of markets, industries, and commercial activities reflected a powerful message of economic unity and collective resistance by Pakistan's business community, he said in a statement issued here on Saturday.
He emphasised that the strike was not an act of defiance, but a last resort adopted in response to the government's failure to address widespread concerns raised by the business community. Despite several representations and appeals, key anti-business provisions were included in the Finance Act 2025–26 that have generated an atmosphere of fear, uncertainty, and hostility among taxpayers.
The business community's key demands, which remain unresolved, include the immediate suspension of Section 37A and 37B of the Income Tax Ordinance, which grant unchecked powers to arrest and prosecute taxpayers without due process; withdrawal of Section 21(s), which imposes unjust penalties on transactions made through cash, a mode of payment still widely used in Pakistan's business Bilwani said that these demands were conveyed in detail to the special committee formed by the Federal Finance Minister and headed by Special Assistant to the Prime Minister (SAPM) on Finance, Haroon Akhtar Khan.
The business community expected meaningful outcomes based on the recommendations, and rationale submitted to this committee. However, only verbal assurances were given, which further intensified the frustration and compelled businesses to demonstrate their discontent through a peaceful and united shutdown.
He extended particular thanks to the seven industrial town associations of Karachi: SITE Association, Korangi Association, Landhi Association, North Karachi Association, Bin Qasim Association, SITE Super Highway Association, and Federal B Area Association for their resolute and unified response.
He also acknowledged the contributions of various sectoral organisations and trade groups including the Pakistan Hosiery Manufacturers & Exporters Association (PHMA), Pakistan Knitwear & Sweater Exporters Association, Karachi Electronic Dealers Association, Sabzi Mandi Association, Local Goods Transporters Association, Kabari Market Association, and Pakistan Petroleum Dealers Association.
Furthermore, he expressed appreciation to fellow Chambers of Commerce & Industry from different parts of Pakistan whose active participation reinforced the voice of unity and economic justice.
Bilwani made it clear that the July 19 strike was only the first step. He stated that the Karachi Chamber will closely monitor the progress of the Committee led by SAPM Haroon Akhtar during the coming week, particularly with regard to the incorporation of the recommendations provided by KCCI and allied trade bodies.
The Chamber expects concrete commitments and actionable reforms in the shortest possible time, as any further delays will be seen as a continuation of disregard for the business community's legitimate grievances. 'If we do not see any meaningful progress or written assurances by the end of next week, we will hold urgent consultations with Members, sectoral stakeholders, and Chambers of Commerce across the country to determine the next course of action.'
He said we want dialogue, not confrontation. But if our concerns continue to be ignored, we will not hesitate to intensify our course of action. We remain committed to protecting Pakistan's economy, but that cannot happen unless the business community is heard, respected, and supported.
However, President Federal B Area Association of Trade and Industry (FBATI) Sheikh Mohammed Tehseen said that closure of the industrial and trading units countrywide reflects the unity of the business community against absurd laws for giving undue powers to the tax authority. The business community observed a peaceful strike to show their protest and express solidarity; however, the closure of business and economic activities is not in the favour of national interest
President SITE Super Highway Masood Pervaiz said that the businessmen community is open for holding consultation with the government for enhancing tax revenue and curbing tax evasion without any element of harassment and stringent attitude.
He suggested that the government should work aggressively with the business community towards adoption of digitization in the economic and governance system to achieve multiple objectives at a national level.
Also, the government should promote ease of doing business and reduce production costs for business and trade in the country.

Proliferation of unregulated furniture exhibitions comes under discussion
LAHORE: A delegation of the Furniture Association, led by Mian Afzaal, called on President of the Lahore Chamber of Commerce & Industry Mian Abuzar Shad and Vice President Shahid Nazir Chaudhry to highlight the growing concerns of the furniture industry in Pakistan, particularly in Punjab, caused by the unchecked proliferation of unregulated furniture exhibitions. Sohail Mahmood Butt, Khalil Abeer and others also spoke on the occasion. During the meeting, the delegation expressed deep concerns over the ongoing damage caused to legitimate furniture manufacturers, traders and thousands of skilled workers due to these unsupervised expos. Mian Afzaal said that what were originally intended to be promotional showcases have now transformed into full-fledged retail sales outlets, operating without oversight, tax compliance, or adherence to quality standards. He explained that many of these expo participants are non-tax filers, operate without proper showrooms or production facilities and often fail to provide after-sales service, which raises serious concerns about their credibility. 'These expos are being misused to exploit tax loopholes while legitimate businesses suffer,' he said. The delegation also presented data showing that many exhibitions promote '50–70% discount' campaigns, clearly reflecting their retail nature. They said that unlike global practices, where exhibitions are organized once or twice a year under government supervision to promote local industry, Pakistan is witnessing arbitrary and frequent expos in various cities, hurting the existing regulated market. The Furniture Association urged the LCCI leadership to play an active role in addressing this alarming situation. Their proposals included regulating furniture exhibitions and ensuring compliance with tax and quality standards, restricting participation to registered businesses with operational facilities and verified NTNs, ensuring protection of consumer rights including mechanisms for after-sales service and coordinating with authorities to enforce fair trade and restore balance in the furniture market. LCCI President Mian Abuzar Shad appreciated the delegation for bringing the matter to light and assured full support from the LCCI. He agreed that unregulated trade practices not only hurt compliant businesses but also weaken national economic stability. He said that LCCI stands committed to the protection of genuine business stakeholders and would raise the matter with the concerned authorities at the highest level. Vice President Shahid Nazir Chaudhry also expressed solidarity with the industry and stressed the importance of equal opportunity and market fairness for sustainable economic growth. The delegation thanked the LCCI leadership for their time and positive response, expressing hope that with the Chamber's backing, practical steps would soon be taken to protect the furniture industry from further decline. Definition of ‘Tax fraud' & procedure for ‘arrest': There will be no amendment in Act: MoS
ISLAMABAD: Minister of State for Finance, Bilal Azhar Kayani Thursday said the government will not amend Finance Act 2025 to further change definition of tax fraud or procedure for arrest, but the Federal Board of Revenue (FBR) will issue sales tax explanatory circular to address all concerns of the business community. Kayani informed Senate Standing Committee on Finance on Thursday that the prime minister has strictly directed the FBR not to harass the taxpayers, particularly, business and trade. After detailed meetings with the federation and chambers, the government has started internal homework to resolve these issues. 'I will not share specific details as we are in IMF programme. However, all concerns of the business community will be addressed', he said. We have given assurance to the business community that it is our responsibility that the law should not be misused by the tax officials. There is a misunderstanding that law of arrest of tax evaders is a new law, he maintained. Finance Act expands definition of tax fraud Presidents of chambers of commerce and industries are well aware of the developments. A committee has also been formed to resolve issues in 30 days' period, he said. President Karachi Chamber of Commerce and Industry (KCCI) Muhammad Jawed Bilwani requested the committee to abolish clause 9 of the Section 37A (power to inquire, investigate offences warranting prosecution under this Act and arrest of a person). The arrest of taxpayer on the basis of 'suspicion' has also been challenged by Bilwani. However, committee members insisted that ample safeguards have been placed to check any misuse of the powers of the tax officials. In case of 'suspicion', there should be definite information of tax fraud for arresting the accused person, they said. Minister of State for Finance stated that there is some kind of misunderstanding between the FBR and business community. The government has placed additional safeguards in Finance Act 2025 to ensure that arrest powers should not be misused. Earlier, arrests were made by officials of the level of Additional Commissioners and now a committee comprising of senior FBR Members will give approval of the arrests. Bilal Azhar Kayani stated that it has also been decided to convene monthly meeting with the business community to review impact of the law on the businessmen. FBR Member (Inland Revenue - Operations) Dr Hamid Ateeq Sarwar said that Finance Act 2025 should not be amended at this early stage of promulgation. We should not create any embarrassment for the Parliament and it would not be appropriate to suddenly change the sales tax law after promulgation of the Finance Act 2025. He said that the purpose of the law is to take action against those involved in fraudulent business of fake/flying invoices. In 2024-25, the FBR prevented revenue loss of Rs837 billion on account of fake invoices. In 2023-24, tax fraud of Rs1,373 billion was prevented. The FBR Member said that the FBR has addressed all concerns of the business community through a sales tax circular. The FBR will clarify that arrest would not be made without clear evidence against the taxpayer. This issue will also be clarified through the circular. The FBR has also consisted Grievance Redressal Committee to address issues of the business community. If any tax officer has made a wrong case against the taxpayer, he would be punished. He dispelled impression that the FBR do not take action against the corrupt tax officials. 'You just simply go through the FBR website (Admin Wing-HRMS), the numbers of tax officials penalized has been made public.' The FBR Member said that both the Senate and National Assembly Standing Committees on Finance read clause by clause the entire Finance Bill and also proposed comprehensive changes in the sales tax law. Due to limited time, there were apprehensions that the anomy committee has not serious considered the issues of stakeholders. The business community has not been targeted in any way through Finance Act 2025. The responsibility to prove tax fraud has now been placed on the FBR, he said. Let the law come into effect as significant improvement in the law has been made to facilitate the business community, the FBR Member added. Chairman of the Finance committee said that the government has no intention to victimise business community. If the FBR's clarification is acceptable to business community then the law should remain in force for 2025-26. There is no need to amend Finance Act 2025 in case all issues are addressed by the FBR. Representative of the Faisalabad chamber of commerce and industry observed that we are not afraid of the law of arrest but we are concerned about the blackmailing by the tax officers in the field formations. Taxpayers: KCCI tells Senate body FBR can't be judge, jury and executioner
ISLAMABAD: Karachi Chamber of Commerce and Industry (KCCI) Thursday categorically conveyed to the Senate Standing Committee on Finance on Thursday that the business community cannot allow Federal Board of Revenue (FBR) to simultaneously be the judge, jury and executioner of taxpayers. The Senate Standing Committee on Finance and Revenue, chaired by Senator Saleem Mandviwalla, met Thursday to discuss the anomalies in Financial Budget 2025-26. The Committee had an extensive discussion on several anomalies in the Financial Budget 2025–26. Members of the Chambers of Commerce briefed the Committee on these anomalies, with specific focus on the clauses granting powers to the FBR to arrest on the basis of suspicion. They warned the Committee about the potential misuse of such clauses for the harassment of the business community. KCCI slams FBR for its 'authoritarian' conduct, 'indifference' In a presentation before the committee, President Karachi Chamber of Commerce & Industry (KCCI) Muhammad Jawed Bilwani highlighted that FBR has authorized Inland Revenue officers to arrest directors, CEOs, CFOs, and individuals involved in tax fraud under Section 37A of the Sales Tax Act, 1990. We cannot allow FBR to be the judge, jury and executioner of tax payers. This is a democratic country where citizens rights are protected by the judiciary. This act will cause harassment and corruption on a level unseen before eventually leading to taxpayers closing their legitimate businesses, moving their Investments abroad and Ease of doing Business Index sinking. To an all time low. The whole point of this law is to catch people who issue fake or flying invoices so is it not easier to simply specify this law for this specific offence. Jawed Bilwani further specified that the Definition of tax fraud is too vague and extremely open ended and there are apprehension of its abuse. Therefore, the said definition be restricted to make it applicable only in cases of issuance of fake and flying invoices. President KCCI stated that the new section14AE gives FBR very scary powers to force taxpayers into registering for sales tax. This law should be made softer in stance and powers need to be curtailed to an understandable extent. The language of this law will scare anyone even thinking of registering as a Sales Tax filer from entering the regime. This is a classic example of carrot and stick. We do not endorse this measure and urge FBR to have a more reasonable approach. Jawed Bilwani added that e-bilty should be removed under section 40C to remove local transfer of goods within Pakistan from this act. Digital invoicing should be implemented in a phase wise manner starting from multinationals and Public Limited entity with a Turnover in excess of Rs10 billion and then moved to the medium and ultimately small sized taxpayers with respect to turnovers. The system should be made absolutely free. Currently only one integrator certified by FBR is free while others are at cost. Copyright Business Recorder, 2025
