7th NFC Award: ‘Centre deducts Rs87.87bn annually without AGP certification'

ISLAMABAD: Despite the passage of over 15 years since the 7th NFC Award was enacted, the federal government continues to deduct Rs 87.871 billion annually in collection charges on notional basis without the legally required certification from the Auditor-General of Pakistan (AGP), according to the Audit Report 2024–25.
Audit report on the accounts of federal government (civil) audit year 2024-25 cited Clause 2(a) of the Distribution of Revenues and grants in-aid order, 2010: that the net proceeds mean, in relation to any tax, duty or levy, the proceeds thereof reduced by the cost of collection as ascertained and certified by the AGP.
The management of the Finance Division distributed an amount of Rs 4.928 trillion as National Commission Award to the provinces and deducted Rs. 87.871 billion as one percent collection charges during 2023-24.
Finance minister urges population as key criterion in NFC Award formula
Finance Division was deducting one percent as collection charges amounting to Rs87.871 billion on national basis and did not have actual amount of collection charges, which was against clause 2(a). No proof for ascertaining and certifying the collection charges from the AGP was produced to audit.
Sources within the Ministry of Finance admit that since the NFC Award was implemented in 2010, the issue of uncertified deductions has remained unresolved. 'It's been 15 years, yet the Finance Division has failed to obtain the AGP's certification, and the Public Accounts Committee (PAC) has not taken decisive action to enforce compliance,' a senior official acknowledged.
The management replied that the Finance Division deducted one percent of the divisible pool of taxes as collection charges pursuant to the recommendation of the 7th NFC Award. The accounts of the Federation are submitted to the Auditor General of Pakistan for certification by the AGPR.
During certification of collection charges so determined by the Auditor General it would be adjusted accordingly. Furthermore, the NFC transfers for the fiscal year 2023-24 have already been reconciled with the provincial finance departments, AGPR sub offices and AG offices. The Provincial governments have no objection on this account.
The reply of the management is not tenable because collection charges need to be deducted after determination and certification of the AGP. Afterwards, the amount needs to be disbursed to the provinces, which was not done by the Finance Division.
Audit maintained that non-deduction of actual collection charges was irregular, besides, it was an essential requirement of the Order to get the collection charges determined and certified by the AGP.
Auditors flagged this deduction as irregular and unsupported, noting that no certified cost breakdown or approval from the AGP was provided for verification. Despite repeated observations in past audit cycles, this critical requirement remains unfulfilled.
The DAC in its meeting held on 13th January 2025, directed the Finance Division to take up the matter with the AGP for the purpose.
Audit recommended that necessary requirement of the Distribution of Revenues and Grants–in-aid Order, 2010 regarding certification and ascertainment of deduction charges by AGP, be complied with. Further, record of collection charges be provided to Audit for verification.

Pakistan Aluminium Beverage Cans Limited (PABC) has completed its debottlenecking and capacity enhancement project, increasing production capacity significantly by over 8%. 'With reference to our earlier announcement dated April 30, 2025, regarding the Board of Directors' approval of the debottlenecking and capacity enhancement project, we are pleased to inform that the project has been successfully completed within the projected timeline,' read the notice. PABC shared that the initiative was undertaken to address production bottlenecks and equalise line efficiencies, to improve overall operational performance and increase rated production capacity. 'We are pleased to report that these objectives have been successfully achieved. As a result, the Company's rated annual production capacity has increased from 1,200 million cans to 1,300 million cans, and the additional capacity is now commercially operational and available for use,' it informed. The company, engaged in the manufacturing and sale of aluminium cans, was of the view that the project would enhance its production capabilities in line with its long-term operational and capacity optimisation goals. Pakistan's only can-maker to enhance production capacity by 26% At the time of filing this report, the share of PABC was being traded at Rs165, up by Re4.62 or 2.88%. Back in 2022, PABC raised Rs4.6 billion against an offering of 94 million shares at a strike price of Rs 49 per share, 40% above the floor price of Rs35 per share. The plan was to raise Rs3.3 billion.

The fourth quarterly adjustment for the fiscal year 2024-25 was submitted by power Discos to the Nepra, which held a public hearing on Aug 4. Based on the hearing, Nepra is likely to approve a negative adjustment of Rs 1.89 per unit, which will be reflected in electricity bills for the months of Aug, Sept and Oct.

The Directorate General of Customs Post Clearance Audit (PCA) has uncovered large-scale under-invoicing and money laundering in the clearance of luxury vehicles through the faceless system. A shocking 127-page audit report has revealed what is being described as the largest trade-based money laundering scandal in Pakistan's history involving the import of luxury vehicles. According to the report, importers systematically undervalued the vehicles to evade billions of rupees in taxes. One of the most startling cases in the report involved a 2023 model Toyota Land Cruiser, which had a market value of over Rs10 million, but was cleared through customs at an absurdly low declared value of only Rs17,635, allegedly with the collusion of customs officers. The audit covered the period from December 2024 to March 2025 and reviewed post-clearance data of 1,335 imported vehicles. It found significant discrepancies between the declared and assessed values of the vehicles, with differences exceeding Rs. 1 million per vehicle in many cases. Importers declared the total import value of these vehicles as Rs. 670 million, while the actual value was found to exceed Rs. 7.25 billion. Due to this manipulation, importers paid only Rs. 1.29 billion in duties and taxes, while evading an estimated Rs18.78 billion in customs duties and taxes. According to the PCA report, not a single importer was able to provide proof that the payments for these vehicles were made through legal channels from abroad. This raised strong suspicions that payments were made through illegal hawala and hundi networks. The report further revealed that 99.8 percent of all Land Cruiser vehicles imported during the audit period were cleared using under-invoicing to evade taxes and duties. It warned that such organised under-invoicing not only results in massive tax evasion but also poses serious threats to Pakistan's financial system. These revelations come at a critical time, as Pakistan continues efforts to meet the compliance standards of international financial institutions, particularly the Financial Action Task Force (FATF) and the International Monetary Fund (IMF). The audit report has been forwarded to the Federal Board of Revenue (FBR), State Bank of Pakistan, and the Financial Monitoring Unit (FMU) for joint investigation and legal action against the network involved in this financial fraud.
