As political parties question the exclusion of Aadhaar as a valid document during the special intensive revision (SIR) of electoral rolls, sources in the Election Commission of India (ECI) clarified that the twelve-digit unique identity number is not proof of citizenship or birth but only establishes that the 10 fingerprints, photograph, and iris scan are those of the person named on the card.
An ECI official, speaking on condition of anonymity, told News18 that some political parties, including the Trinamool Congress, have strongly objected to linking Aadhaar with the Electoral Photo Identity Card (EPIC), citing legal and constitutional concerns.
'Aadhaar is merely a proof of identity—not of citizenship, date of birth, or place of birth—as clearly stated on the card itself," the official said.
Rashtriya Janata Dal (RJD) leader Tejashwi Yadav raised the question of the exclusion of Aadhaar through the media and also in a Hindi editorial earlier this week.
ECI sources, when asked, said that Aadhaar just defines identity.
'It is written on every Aadhaar card in bold that 'Aadhaar is proof of identity', not of citizenship or date of birth," they said.
Questions have also been asked about the pace of the revision process. Yadav, serving as the leader of the opposition in Bihar, also claimed that the last SIR in the state in 2003 took two years to complete, while the poll body is rushing the process this time.
The ECI official clarified that the SIR in Bihar follows the same 31-day schedule for form distribution and collection as the 2002 revision.
'Printing, distribution, and collection of enumeration forms during the last intensive revision in Bihar in 2002 was done between July 15 and August 14, or 31 days. The current SIR is also giving a 31-day window for printing, distribution, and collection of enumeration forms, between June 24 and July 26," the official explained.
The enumeration was carried out in 2002 with a qualifying date of January 1, 2003.
Earlier this week, News18 spoke with Chief Election Commissioner (CEC) Gyanesh Kumar, who assured that the SIR in Bihar was initiated to ensure that no eligible voter is excluded and no ineligible entry makes it into the rolls.

So far, nearly 87% (6.86 crore) of Bihar's 7.90 crore voters have received enumeration forms during the SIR and 1.5 crore households have already been covered in the first round of visits by booth-level officers (BLOs).
The term of the Bihar assembly is ending in November, and an election is likely to be held before that.

From estrangement to alliance Their joint appearance on Saturday will take place at the NSCI Dome in Worli, a stronghold of Aaditya Thackeray, Uddhav's son and a prominent leader of the Sena (UBT). The celebration, although branded as apolitical, carries significant political undertones. Both parties have instructed their cadres not to display flags, banners, or party symbols. Still, the event is being closely watched, as both the Sena (UBT) and MNS are struggling to regain electoral ground after poor performances in the 2024 state assembly elections. Protests, violence, and victory The celebration follows a series of protests led by both parties opposing the state government's April 16 decision to make Hindi compulsory for classes 1 to 5 in Marathi and English medium schools. The backlash led to an amended order on June 17, which made Hindi optional, and the complete withdrawal of the earlier orders on June 29. The same day, Sena (UBT) and MNS leaders burned copies of the government order and announced a protest march. Claiming moral victory after the government's rollback, they decided to convert the protest into a celebration instead. However, the lead-up to the rally has not been without controversy. MNS workers were recently seen assaulting a street vendor for not speaking Marathi, while two people were publicly made to apologise in the presence of Sena (UBT) leader Rajan Vichare, PTI reported. Allies absent, but others join in Although the Congress party supports the anti-Hindi imposition stand, it will not participate in the event. State Congress chief Harshwardhan Sapkal confirmed their absence. NCP (SP) chief Sharad Pawar will also skip the function, citing prior engagements, though senior leaders like Supriya Sule or Jitendra Awhad may represent the party, PTI reported. Both parties have invited activists, writers, artists, and other political outfits to join the gathering. A day before the event, Sena (UBT) and MNS workers jointly distributed sweets and waved party flags in Thane. New Delhi: With Assembly elections just a few months away, the cold-blooded murder of Gopal Khemka, a prominent businessman and owner of Magadh Hospital, has triggered a political firestorm in Bihar. The killing occurred late on Friday night near his residence in the upscale Gandhi Maidan area of Patna, prompting Opposition leaders to slam the law and order situation under the current regime. RJD leader Tejashwi Yadav lashed out at the government, alleging media manipulation to mask the deteriorating security environment. "A few steps away from the police station in Patna, a prominent Bihar businessman was shot dead! Hundreds of businessmen are being murdered in Bihar every month, but we can't call it Jungle Raj? Because this is what the scriptures call media management, perception management and image management," he posted on his X handle. According to reports, Khemka was shot dead by unidentified bike-borne assailants around 11:40 P.M. while stepping out of his car near Panache Hotel. Purnia's Independent MP Pappu Yadav, voicing solidarity with the Opposition, called for a Central Bureau of Investigation (CBI) probe into the murder. "All of us support the Opposition. As per the instructions of the Congress Party and our incharge, we will raise the issue of attacks on the poor and poverty before the Election Commission on the 9th of this month. Regarding this incident, we demand a CBI probe into the murder of Gopal Khemka," he told IANS. RJD spokesperson Mrityunjay Tiwari termed the incident as proof of 'criminal rule' in Bihar. He told IANS, "This is a very sad incident. A well-known businessman, Mr. Gopal Khemka, was shot dead in Patna last night near his residence. Now, the criminal rule has been established. "Gopal Khemka was a prominent industrialist and his brutal murder near Gandhi Maidan in Patna is absolutely shocking. Regardless of who the victim is, any murder is a challenge to the rule of law. The DGP of Bihar himself immediately took cognisance of the matter at the highest level and an SIT has been formed under the leadership of City SP Central. The SIT is investigating all aspects of the case." Meanwhile, Gopal Khemka's family has accused the police of gross negligence. His brother, Shankar Khemka, said: 'Officers arrived nearly three hours after the incident, at around 2:30 A.M. Gopal was returning home when the assailants opened fire, just like the way his son was attacked in 2018.'
