
Fresh wake-up call to boost security at congregations
What is baffling is that despite many fatal incidents being reported from time to time, the authorities keep their eyes, and ears, closed as if it was business as usual. To put it more bluntly, they lack a humane mindset as they seem unmoved by fatalities in major public events, although most of the horrific incidents were largely because of their own incompetence. If human lives were so dear to them, nay the government of the day, they could come up with measures that help avoid these tragedies. Instead of mending their approaches, the authorities just indulge in the dubious blame-game and do precious little thereafter. This is even though fatal stampedes have become commonplace. It is quite possible that the governments do not bother about chalking out effective alternative fool-proof solutions because it is the faces in the crowd, the man in the street, who get killed but not any VVIP. One wonders what these lethargic officials do if, God forbid, a celebrity or top leader falls victim in such tragic incidents.
Of course, the government of the day comes up with lame excuses like 'the crowd turnout was unparalleled this time' and announce compensations to the grieving kin of the victim, while subsequently making a scapegoat of a low-ranking officer for the tragedy. They never accept their follies like woeful crowd management shortcomings and insipid security apparatus. Stampedes, including non-religious congregations, have turned deadly across years and decades like during the satsang at Hathras; at the famed Mata Vaishno Devi shrine; at a bathing spot on the banks of the Godavari river during 'Pushkaram' festival in Rajahmundry; Navratri festivities near Ratangarh temple in Datia district; during the Chhath Puja on the banks of river Ganga in Patna; in Haridwar on the banks of the Ganga river; at least 104 Sabarimala devotees were killed in a stampede when a jeep crashed into homebound pilgrims at Pulmedu; at Ram Janki temple of Kripalu Maharaj in UP's Pratapgarh district, while nearly 250 devotees were killed in a stampede following rumours of a bomb going off at Chamunda Devi temple in Jodhpur.
Meanwhile, the Odisha Chief Minister Mohan Majhi has 'magnanimously' transferred the District Collector and SP while also suspending a DCP and a Commandant, who he squarely blamed for the Puri fracas. It is debatable if such a 'punishment' will serve any purpose and ensure that man-made calamities do not strike into the future. After all, Indians lack discipline when it comes to having darshan of the deity, which inevitably leads to unmanageable chaos. Majhi's punishment makes one wonder if it is the same land where Lal Bahadur Shastri and Madhavrao Scindia had resigned as railway and civil aviation ministers, respectively, owning moral responsibility for accidents that happened during their tenure.

R G Kar to law college rape case, TMC crisis deepens as Opposition turns up heat
On June 25, West Bengal Chief Minister Mamata Banerjee arrived in Digha to oversee preparations for the first Rath Yatra at the newly-built Jagannath temple in the seaside town. On the same day, a 24-year-old student was allegedly raped at a Kolkata law college – barely 10 months after the rape- murder of a junior doctor at the city's R G Kar Medical College and Hospital sparked widespread protests and cornered the Trinamool Congress (TMC)-led government. The TMC has now again found itself on the back foot after the Kolkata Police arrested four men in the law college rape case, including Manojit Misra, former leader of the TMC's student wing Trinamool Chhatra Parishad. After the rape-murder at R G Kar in August 2024, major protests had broken out across Bengal, which were led by members of the medical community. Under pressure and after a series of meetings with agitating doctors, Mamata was forced to accept their demands, including the transfer of Kolkata Police and state health department officials. Now, just ahead of the anniversary of the R G Kar outrage, the law college rape case has come as another jolt for the TMC. The main accused Misra, who was also a contractual staffer at the college, is a former Trinamool Chhatra Parishad general secretary in South Kolkata. He has at least five previous cases pending against him, including for attempt to murder, sexual assault and extortion, prompting questions from the Opposition on why no police action was taken against him earlier. However, within hours of the college rape case coming to light, the TMC jumped to distance itself from the main accused as it faced attacks from the Opposition. Trinamool Chhatra Parishad state president Trinankur Bhattacharya said, 'We are not denying he was with the Trinamool Chhatra Parishad in the past. For the last few years, the Trinamool Chhatra Parishad does not have any unit in the college (where the rape occurred). He was one of the organisational secretaries. There are 80-100 people in that post across all the districts. In 2022, a new committee was formed and he was not included in the committee.' TMC leader Kunal Ghosh said, 'We are not defending the incident. But the BJP and the CPI(M) have no right to speak on this issue. Their hands are full with such crimes.' The TMC, though, continues to face backlash from the R G Kar case – in which the CBI arrested only the main accused Sanjay Ray and ruled out the involvement of others including senior hospital staff. The victim's father has been upset with the CBI enquiry for 'failing' to investigate the 'larger conspiracy' behind her rape-murder. The TMC leadership however does not believe that the party would face the same level of backlash in the college rape case as in the R G Kar matter. 'In the R G Kar rape-murder case, police had not acted properly and the administration had many faults. But in this case, the police swiftly acted and arrested all the culprits. So, it is not like the R G Kar case. In this case, the main accused tarnished our party's image though. We have to overcome that,' a senior TMC leader said. But against this backdrop, the TMC has drawn more flak following controversial remarks made by veteran party MLA Madan Mitra and its Lok Sabha MP Kalyan Banerjee. In his reaction to the college rape case, Kalyan said, 'If a friend rapes a friend, how can you ensure security? Will the police be there in schools? This was done by students to another student. Who will protect (the victim)?' Mitra further stoked controversy, saying that 'This incident has sent a message to girls that if someone calls you when the college is closed, don't go, nothing good will come of it. If that girl had not gone there, this incident wouldn't have happened.' While Mitra has been issued a show-cause notice by the TMC following his comments, the party has also 'dissociated' itself from both the leaders' remarks, which it said were made in their 'personal capacities'. Late on Monday, Mitra issued an apology in his reply to the show-cause notice. After TMC MP Mahua Moitra castigated both Kalyan and Mitra, accusing them of 'misogyny', Kalyan shot back, saying Moitra is 'anti-women' and had 'broken up a family of 40 years and married a 65-year-old guy'. TMC insiders said party supremo Mamata Banerjee is 'displeased' with such statements by senior leaders, particularly at a time of crisis. 'Madan and other leaders are being warned against causing the (college rape case) crisis to deepen by making such loose comments, that too a month before the first anniversary of the R G Kar rape-murder,' a senior minister said. But after taking on the TMC over the R G Kar row, the Opposition parties have also seized on the fresh case to gun for Mamata. The BJP has constituted a four-member fact-finding team on the law college rape case. The team, formed on the directive of BJP national president J P Nadda, arrived in Kolkata Monday. It includes Rajya Sabha MP and former Tripura CM Biplab Kumar Deb, former Union Minister Satyapal Singh, ex-Union minister Meenakshi Lekhi, and Rajya Sabha MP Manan Kumar Mishra. 'The CM (Mamata) sends delegations to Hathras and Pahalgham, but when the Opposition comes to Bengal, they are stopped. Women are not safe here, not even law students,' Deb alleged.

CM visits Puri to review Rath Yatra arrangements
Puri: Following the death of three devotees in a stampede near Shree Gundicha temple in Puri, Odisha Chief Minister Mohan Charan Majhi on Tuesday went to the pilgrim town to review the arrangements made for the upcoming rituals related to Rath Yatra. After the stampede on Sunday, the Chief Minister himself issued an apology to the devotees. Majhi now wants to make sure that the remaining rituals, such as 'Bahuda Yatra' (return car festival), 'Suna Besha' (golden attire) and 'Niladri Bije' (deities' entry to main temple) are completed smoothly. Ahead of the Chief Minister's visit, Law Minister Prithiviraj Harichandan held a marathon discussion with the senior servitors and listened to their grievances, like restrictions on them to climb the chariots, housing issues and children's education. The Jagannath temple in Puri functions under the Law department of the State government. 'We had a detailed discussion with the Law minister on different issues. The servitors have apprised him of being hurt for not getting permission to climb chariots. The administration allows only on-duty servitors to the chariots. We have demanded that all should be allowed to climb the chariot to have 'darshan' of the deities,' leader of Khuntia servitors Hajari K C Khuntia told reporters. Noting that the servitors have assured the Law minister that they will complete all rituals according to tradition, Khuntia said they are scheduled to meet the Chief Minister. Accompanied by the Law Minister, Majhi is also scheduled to hold a meeting with the Shree Jagannath Temple Administration (SJTA) and others to ensure smooth conduct of upcoming events, according to an official. The Chief Minister aims to make the remaining part of the festival incident-free so that lakhs of devotees return home with a 'feel good experience'. Following the stampede incident, the State government has transferred both the District Collector and the SP from Puri and suspended two senior police officers on charges of dereliction of duty. The government also appointed other experienced officers to handle the Rath Yatra affairs. Meanwhile, Development Commissioner Anu Garg began the administrative inquiry into the stampede on Monday. She is mandated to submit the inquiry report within 30 days.

Bhubaneswar Municipal Corporation condemns assault on Additional Commissioner Ratnakar Sahoo, 3 arrested
Bhubaneswar (Odisha) [India], July 2 (ANI): The Bhubaneswar Municipal Corporation (BMC) has strongly condemned the assault on its Additional Commissioner Ratnakar Sahoo by a group of individuals. BMC Commissioner Rajesh Prabhakar Patil expressed shock over the incident and assured strict action against those involved. 'The incident occurred yesterday while Mr Sahoo was attending to public grievances. We all condemn this ghastly act. An FIR was immediately lodged, and three people have been arrested. We have spoken to senior police officials and want stern action to be taken against the culprits. After this incident, we will certainly strengthen the security of our officers,' Patil told ANI on Tuesday. As a mark of protest and solidarity with Sahoo, BMC officials wore black badges during the day. 'As an expression of solidarity with Additional Commissioner Ratnakar Sahoo, Bhubaneswar Municipal Corporation officials are wearing black badges today to protest the incident,' Patil added. Meanwhile, Odisha Congress President Bhakta Charan Das has alleged that the BJP is behind the violent incident. 'BJP believes in having a violent a public hearing, an OAS officer, Additional Commissioner, was beaten and dragged by BJP demand that the BJP leader be arrested. BJP should take disciplinary action against their member...' Das told reporters. Das also criticised the administration for prioritising the visit of industrialist Gautam Adani over the safety of devotees during the Rath Yatra. 'The whole focus of police and administration was on the participation of Adani in Rath Yatra, not the safety of the devotees. You gave less importance to Lord Jagannath and more to Adani,' he said, referring to the recent Puri stampede incident. Earlier on Sunday, three devotees lost their lives and several others were injured during the crowd surge at the world-famous Rath Yatra of Lord Jagannath in Puri. The Bharatiya Janata Party's Odisha unit on Tuesday suspended five of its members over their alleged involvement in the violence at the Bhubaneswar Municipal Corporation (BMC) office, where Additional Commissioner Ratnakar Sahoo was assaulted on Monday. Odisha BJP's media cell said party's state unit chief Manmohan Samal has suspended five leaders - Corporator Aparup Narayan Raut, Rashmi Ranjan Mohapatra, Debashish Pradhan, Sachikanth Swain and Sanjeev Mishra, from the primary membership of BJP on the basis of allegations related to the violence at the Bhubaneswar Municipal Corporation office, yesterday. BJD leaders had strongly attacked the BJP government in the state over the assault on Ratnakar Sahoo. Bhubaneswar Police arrested three persons on Monday for assaulting Sahoo during office hours. An FIR has been registered at Bhubaneswar's Kharvelnagar Police Station. Those arrested have been identified as Jeevan Rout, Rashmi Mahapatra and Debashis Pradhan. Police officials said that the involvement of other persons is being ascertained. (ANI)
