Bengaluru's e-khata drive exposes Rs 390-crore tax evasion by 5 lakh properties

Bengaluru: The verification process for e-khata submissions in Bengaluru has exposed large-scale property tax evasion, with nearly five lakh properties found to have misreported their details.
Many of these properties remained outside the tax radar, either by under-declaring their built-up area or paying residential tax on commercial spaces. As a result, BBMP has already recovered Rs 500 crore in pending dues and expects another Rs 500 crore in additional collections.
Launched on Oct 1, 2024, the e-khata system was introduced to curb tax evasion and bring transparency to property records. In just nine months, over 5.5 lakh final e-khatas were issued, while draft e-khatas for 25 lakh properties are now available online.
The BBMP made it mandatory for every property under its jurisdiction to obtain an e-khata. Owners applying for one are required to submit documents such as Aadhaar number, sale deed, property tax ID, Bescom number, and a photo of the property.
This process is allowing the civic body to verify the actual dimensions and usage of properties and identify discrepancies in earlier self-assessments.
Munish Moudgil, special commissioner, revenue, BBMP, said, "We found a large number of owners declared lower dimensions or paid residential taxes for commercial properties.

A senior revenue official said, "The new digital system revealed these evasions, particularly in high-value commercial areas such as IT parks and malls. Many properties slipped through the tax net altogether, contributing to a significant loss in civic revenue."
Despite having 25 lakh properties listed, BBMP currently collects taxes from only about 20 lakh of them.
"In the financial year 2024-25, of about 20.6 lakh property owners under BBMP's ambit, almost 3.5 lakh failed to pay their taxes. This group includes close to 1.7 lakh long-term defaulters and 1.8 lakh, who skipped payments last year. In total, they owe Rs 390 crore," said the official.
"So far in 2025-26, BBMP has collected Rs 2,966 crore in property tax, as against a target of Rs 6,256 crore. We believe that the e-khata verification process could contribute an additional Rs 1,000 crore in the coming months by identifying under-reported properties and ensuring their proper tax classification," the official further said.

He warned that unless the government wakes up and procures all remaining tobacco at Rs 12,000 per quintal, many farmers may be driven into debt and even suicide. They submitted a memorandum to Marketing Commissioner Sunitha, who was present nearby. Nallamada Sangam leader Kolla Rajamohan, Tenant Farmers Association state president Y Radhakrishna Murthy, Rythu Sangham leaders Venkateswara Goud, Kolli Rangareddy, Padibandla Koteshwar Rao were present.

Vijayawada: A Maha Dharna organised by the RTC (Road Transport Corporation) Land Protection Committee, drew a large crowd of activists, workers, and citizens here on Wednesday. Speakers at the rally called for the cancellation of GO 137, which proposes to lease 4.17 acres of valuable RTC land to the Lulu Group, a multinational company. The land is estimated to be worth around Rs 400 crore. Protesters argued that the government's decision to lease it for a significantly reduced annual rent of Rs 2 crore, down from an estimated Rs 40 crore, is unjust and corrupt. During the protest, various leaders and speakers raised strong objections and issued warnings to the government. RTC Land Protection Committee Convener and noted lawyer Sunkara Rajendra Prasad warned that the committee will not remain silent if this 'social asset' is looted. He declared, 'If the RTC old bus stand land is handed over to the Lulu company, the court will strike down the GO.' Chigurupati Babu Rao, state committee member of the CPM, announced a unified struggle with broad support to protect not only the RTC land but also other public spaces like the Visakhapatnam beach land. Ch Narsing Rao, General Secretary of the CITU (Centre of Indian Trade Unions), emphasised that the only way to protect these lands is through public movements. Former minister and state convenor of the Farmers' Unions Federation Coordination Committee, Vadde Sobhanadreeswara Rao, spoke at the event stating that the decision to give the land to the Lulu company goes against the law and public opinion. He cited the court's earlier decision to strike down the previous government's 'three capitals' plan as an example of similar actions being overturned. He questioned why the government would lease the land for such a low rate, suggesting a secret deal. Other speakers, including D Kasi Nath (CPM), G Koteswara Rao (CPI), Sk Jilani Basha (SWF), YS Rao (Employees Union), and Konakalla Vidyadhara Rao (Chamber of Commerce), also voiced their opposition. They argued that the move would harm small and medium-scale businesses in the city and that the government has no right to sell off public property. They further warned that if GO 137 is not withdrawn, the trade and commerce associations would call for a bandh in Vijayawada. The protest concluded with slogans demanding the cancellation of GO 137, the protection of RTC lands, and a halt to the government's 'land hunger.' The event was presided over by Sunkara Rajendra Prasad and saw participation from various unions, prominent citizens, and activists.
