Government to count castes, not classes in 2027 census: Sources

The Government of India will undertake the next nationwide census in 2027, and for the first time, caste enumeration will be formally included in the exercise. However, official sources told India Today TV that the data collected will record individual castes, not social categories or classes such as Other Backward Classes (OBCs), Scheduled Castes (SCs) or Scheduled Tribes (STs).
This means the census will not provide aggregate figures for groups like the Other Backward Classes (OBCs). One of the key reasons cited is the variation in caste categorisation across states — castes classified as OBC in one state may fall under the general category in another.
As per the protocol, every individual will be required to mention their caste along with their religion. This will apply to all communities, including Muslims, Christians, and others.
However, officials admitted there will be no verification mechanism to check the accuracy of self-declared caste data. Government benefits tied to caste, such as reservation, will continue to be granted only on the basis of officially issued caste certificates.
The enumeration will strictly be a caste count and not a socio-economic or class-based assessment. This implies that while the names of castes will be recorded, no effort will be made to classify them into reserved or non-reserved categories under the census process, sources added.
They further clarified that the census will have no bearing on the delimitation exercise scheduled for 2026, which is likely to be based on the 2011 census. Also, the 50 per cent reservation cap, currently under judicial scrutiny, will remain a matter for the Supreme Court to decide, with no role for the government in this context.
The 2027 census will be conducted digitally and is expected to take only three years, a significant reduction from the usual five-year process. It will be carried out in two phases, with March 1, 2027, as the reference date for most parts of the country. In snow-bound and non-synchronous regions such as Jammu and Kashmir, Ladakh, Himachal Pradesh, and Uttarakhand, the reference date will be October 1, 2026.
The move to include caste enumeration followed years of demand from political parties and state governments for data that could guide welfare policies and social justice initiatives. The last such comprehensive population census took place in 2011.

Is a parliamentary motion to remove Justice Yashwant Varma the answer, Vice-President Jagdeep Dhankhar asked a gathering of Punjab and Haryana High Court Bar Association, in Chandigarh on Friday (June 6, 2025) adding that 'if there has been a crime, why wasn't it punished?' Parliamentary Affairs Minister Kiren Rijiju on Wednesday (June 4, 2025) said the government would bring out a resolution in Parliament in the monsoon session for impeachment motion against Justice Varma. Justice Varma was subject of a probe by a Supreme Court-appointed panel after a fire incident at his Delhi residence led to the discovery of several burnt sacks of cash at the outhouse. Mr. Dhankhar said the government of the day was handicapped because of a three-decade-old judicial order that did not allow it to register a First Information Report (FIR) without permission from the judiciary. The Vice-President said, 'So I pose a question to myself, in deep pain, worried, concerned, in anguish — why was that permission not given? That was the minimum that could have been done on the earliest occasion.' He also questioned why even after the Supreme Court probe, Justice Varma has not been punished. 'I have raised the issue. Ultimately, if a motion is brought to remove a judge, is that the answer? If there has been a crime, a culpable act shaking the foundations of democracy — the rule of law, why wasn't it punished? We have lost more than three months, and the investigation has not even been initiated. Whenever you go to court, they ask why the FIR was delayed.' The permission should have been granted soon after the cash was discovered and if not then it should have come up at least when the Supreme Court-appointed panel filed its report considering the 'compulsive, expedient situation'. The cash haul, Mr. Dhankhar said, was 'obviously tainted, unaccounted, illegal and unexplained' and the system must move to find out 'whose money it is.' He further asked, 'Has the money influenced the judiciary in judicial work? All these issues are agitating not only the minds of lawyers but also people on the street. But let the lid be blown off the can of worms. Let these skeletons in the cupboards come out. Why was there no FIR? Why has there been no investigation at all?' The gap between 'may be true' and 'must be true', the Vice-President said, is very thin. 'But this thin distance has to be negotiated by evidence of unimpeachable veracity. So, I put innocence at a very high level. I am not aware of who is guilty. But one thing is for sure — a crime of great enormity, shaking the foundations of the judiciary and democracy, has taken place. I hope it will be addressed,' he said.

New Delhi Union Minister for Minority Affairs Kiren Rijiju on Friday (June 6, 2025) launched the Unified Waqf Management, Empowerment, Efficiency and Development (UMEED) portal, a centralised digital platform for real-time uploading, verification, and monitoring of Waqf properties. The Minister said the portal will bring about a paradigm shift in administration of Waqf assets by introducing greater transparency, accountability, and public participation. 'The UMEED portal will add a new chapter in the history of Waqf property management and administration in India. It will not only bring transparency but will also help common Muslims, particularly women and children,' said Mr. Rijiju. Developed by the Ministry of Minority Affairs, the UMEED will feature a digital inventory with geo-tagging of all Waqf properties. Other key features include an online grievance redressal system for better responsiveness and integration with GIS mapping and other e-Governance tools, the Ministry said, adding the portal will also provide the public access to verified records and reports related to the Waqf. Terming the portal a historic step, Mr. Rijiju emphasised that the UMEED was more than just a technological upgrade. 'It is a symbol of the government's firm commitment to safeguarding the rights of minority communities and ensuring that community owned Waqf assets are utilised effectively and fairly, for poor Muslims, for whom it was originally meant,' he added. George Kurian, Minister of State for Minority Affairs, said that the portal was a long-awaited reform that will curb misuse and bring Waqf administration closer to the people. 'The system ensures that every property is accounted for and used in accordance with the purpose it was endowed,' he added. Chandra Shekhar Kumar, Secretary of the Ministry, said that he expected the UMEED portal to become the backbone of digital Waqf governance, thereby ensuring that Waqf assets contribute meaningfully to education, healthcare, livelihood generation and social welfare, especially for underprivileged sections within the Muslim community.

However, it is unfortunate that despite this, the government is launching the "Waqf Umeed portal" from June 6 and is making the registration of waqf properties mandatory through it. This action is entirely illegal and clearly constitutes contempt of court," the AIMPLB had said in its statement.
