In a rare and unprecedented move, the Supreme Court of India recently ordered a complete recount of votes for a sarpanch election, physically summoning Electronic Voting Machines (EVMs) and other poll records to its premises. The case involved a contentious election for the village head of Buana Lakhu in Haryana's Panipat district.
The legal battle stemmed from the election held on November 2, 2022, where Kuldeep Singh was initially declared the winner, defeating his rival, Mohit Kumar. Kumar, however, challenged the result, alleging discrepancies in the vote counting. His petition was first heard by an election tribunal in Panipat, which ordered a recount of votes from a single booth. This order was subsequently set aside by the Punjab and Haryana High Court, prompting Kumar to appeal to the Supreme Court.
A bench comprising Justices Surya Kant, Dipankar Datta, and N Kotiswar Singh took up the matter. On July 31, the apex court issued a significant directive: it ordered the production of all six EVMs and associated records from the Buana Lakhu election before its registrar. The bench decided to go a step further than the initial tribunal's order, demanding a recount of votes from all booths (65 to 70), not just the one in dispute.
The recounting process, a truly remarkable event, was conducted inside the Supreme Court building on August 6. It was overseen by a Supreme Court OSD (Registrar) and was fully videographed to ensure transparency. Representatives from both Kuldeep Singh and Mohit Kumar were present throughout the process.
The recount results submitted to the court revealed a decisive shift. Out of 3,767 total votes cast, Mohit Kumar was found to have secured 1,051 votes, while Kuldeep Singh received 1,000 votes. Accepting this report, the Supreme Court, on August 11, set aside the Punjab and Haryana High Court's verdict and directed the Deputy Commissioner of Panipat to issue a notification within two days, declaring Mohit Kumar as the duly elected sarpanch.

Civil services aspirants set to get free coaching in Odishas Kalahandi

Bhawanipatna (Odisha), Aug 17 (PTI) A select group of civil services aspirants in Kalahandi district of Odisha will get coaching free of cost every year under the newly launched 'Mission Akankhya', an official said on Saturday. An MOU in this regard was signed between the Kalahandi district administration and Vision IAS, New Delhi, on the occasion of Independence Day, he said. Vision IAS vice-president Deepali Chaturvedi and Kalahandi Collector Sachin Pawar signed the agreement to implement the mission under the CSR initiative of the private coaching institute, the district magistrate said in a post on X. The district administration will provide the infrastructure facilities and Vision IAS will impart free coaching to a group of 60 students each year, selected on the basis of a written test and interview in both classroom and online mode, the official said. Registrations will start from August 22, and the examination will be conducted on September 21, he said. Chaturvedi said Vision IAS has taken similar initiative in the interiors of aspirational districts of Madhya Pradesh, Uttar Pradesh and Rajasthan. In Odisha, this is the first such venture in Kalahandi district, the official said. Kalahandi is an aspirational district identified by the NITI Aayog for focused development under the Aspirational Districts Programme (ADP). The selected students will be provided coaching by experts in Bhawanipatna from the first week of October, he added. Rahul Gandhi (left), NItish Kumar (TOI) Bihar minister Ashok Choudhary on Sunday took a sharp dig at Congress leader Rahul Gandhi ahead of the launch of the party's 'Voter Adhikar Yatra', saying he should thank chief minister Nitish Kumar for improving road infrastructure in the state, which made the rally possible, reported news agency ANI. 'Rahul Gandhi should thank Nitish Kumar, for the roads that used to be in such bad shape are now so smooth that Rahul Gandhi is even able to take out a Yatra... He should be grateful that such a big Yatra will be possible due to Nitish Kumar's roads,' Choudhary said, as quoted by the agency. The Congress-led yatra is being launched from Sasaram in protest against the election commission's special intensive revision (SIR) of the electoral rolls in Bihar. The party, along with INDIA block allies, alleges large-scale voter exclusion and 'vote theft'. Senior leaders including RJD chief Lalu Prasad Yadav, former Bihar deputy CM Tejashwi Yadav, Congress president mallikarjun kharge and Rahul Gandhi are expected to participate. Preparations for the event are underway outside in Patna. Bihar leader of opposition Tejashwi Yadav, addressing the media on Saturday, said the campaign aims to raise awareness among voters whose names have been excluded from the electoral list. "We are starting the 'Vote Adhikar Yatra' from Sasaram tomorrow. Tomorrow, we will all be with the Mahagathbandhan allies. We will visit several districts, and our effort will be to make people aware so that no voter's name is left out. We also have fought for this and got a relief from the Supreme Court in this matter, whether it is the Supreme Court direction to the Election Commission of India to publish the list of 65 lakh persons excluded or deleted from the Bihar draft electoral voters list, along with the reasons," Yadav said. Calling the yatra as a 'historical journey', Tejashwi said the Mahagathbandhan would take its message to multiple districts and seek public support. "Tomorrow, Rahul Gandhi and other leaders of the Mahagathbandhan will go among the people and make them aware of voter rights. Along with this, we will also raise the local issues. We will also convey what our vision would be if we form our government. This is going to be a historical journey, and we will get the blessings of the Bihar voters," he added. The yatra will begin on Sunday, from Sasaram, Bihar.
