
More Alberta propane flowing to Asian markets as trade relationship with U.S. falters
Canada's propane exports reached record highs last year, with more Alberta-produced propane than ever before arriving in Asia.
Last year, more than 40 per cent of Canadian propane exports flowed across the Pacific Ocean, with Japan and South Korea emerging as key markets, according to a recent analysis from the U.S. Energy Information Agency (EIA).
All of it travels via two new marine export terminals at the Port of Prince Rupert on the B.C. north coast — one on Ridley Island operated by Calgary-based AltaGas and another on Watson Island operated by Calgary-based Pembina.
"With the discussion and dynamic playing out between the U.S. and Canada, and the risk of tariffs, it's highlighted the importance of Canada's ports," said Shaun Stevenson, president and CEO of the Prince Rupert Port Authority.
"Certainly, we've played a big role in Alberta's trade agenda over the past decades, and that role is increasing."
Overseas propane exports from Canada have increased every year since 2019, per the EIA analysis, and grew by 10 per cent from 2023 to 2024.
The price of propane is also typically much higher in Asian markets compared to the U.S., meaning Canadian producers make more by sending it overseas.
New market growth welcome as Trump spurs uncertainty
Until 2018, Canada sent all of its propane exports to the United States, said the EIA. But last year, only about 58 per cent of Canada's propane exports went south of the border.
As the flow of Alberta-produced propane swells across the Pacific, the province's energy industry faces historic uncertainty in dealing with American partners.
U.S. President Donald Trump briefly imposed a 10 per cent tariff on Canadian energy exports in March but then scrapped the policy.
Energy exports to the U.S. are not currently subject to tariffs, so long as they qualify under the Canada-U.S.-Mexico Agreement (CUSMA) for preferential treatment.
Still, the uncertainty created by Trump's global trade war is affecting decision-making in the sector, according to Richard Masson with the University of Calgary School of Public Policy.
"Right now, there's so much uncertainty that pretty much everybody is going to be saying. 'I'm not going to proceed with any new investment that I don't have to make,'" he said.
"Anybody who has shareholders, bondholders, government investors needs to be able to say to them, 'the reason we're moving forward is because I think I'm going to make money doing this.' And that is not something anybody really has any comfort in right now."
But at a Calgary Chamber of Commerce event last Thursday, Alberta Premier Danielle Smith said Canada's premiers are more open to talking about new oil and gas infrastructure, compared to six months ago, because of the trade uncertainty.
"I think that we've rather undersold the opportunity that we have with Prince Rupert," said Smith.
"I don't know where we'll be in 20 years, but it will be very, very healthy for our country to have multiple trade partners that we can rely on."
Asian market access set to grow with new project
More than 20 per cent of Japan's total propane imports flow through the Port of Prince Rupert, according to Stevenson, compared to nearly 15 per cent of total propane imports for South Korea. Access to non-U.S. markets through the Port of Prince Rupert will grow, he said, as current projects go online.
"There's a growing recognition that we need alternatives, we need options if we're going to get the highest value from the natural resources that Canada is blessed with having," said Stevenson.
"You can't look at production of those resources without looking at the supply chains and the market access."
A $3 billion expansion of the port is underway, he said, including the Ridley Island Energy Export Facility, or REEF, built adjacent to the existing export terminal on the island. It will increase capacity for propane and butane exports by 55,000 barrels per day.
According to REEF proponents AltaGas and Royal Vopak, propane shipped from Prince Rupert can reach Asian markets in 10 or 11 days — much faster than propane sent from the U.S. Gulf Coast or the Arabian Gulf.
The project is expected to be complete in 2027, said Stevenson.

Carney says he'll ‘take note' of opposition motion to table a spring economic update
OTTAWA - Prime Minister Mark Carney said he will 'take note' of the successful opposition motion to add language calling for a spring economic update to the throne speech, but did not say when or how that will happen. 'We take note of last night's motion. But what Canadians deserve … what Canadian provinces deserve is a health care transfer, a transfer for child care, a transfer for dental care and a transfer to support affordability. That's what's in the main estimates and we expect the support of members opposite,' Carney said during question period Tuesday. The government last week tabled main spending estimates worth nearly $487 billion. MPs will be required to vote on the estimates to keep government operations running into the summer. ARTICLE CONTINUES BELOW Conservative and Bloc MPs used their time during question period Tuesday to press the government to table a budget so they know what the government's finances look like before voting on more spending. Asked about tabling a spring budget or an economic update, Finance Minister François-Philippe Champagne said he's 'already talked about that.' Champagne has said that the government is working toward a fall budget. Speaking before the Liberal cabinet meeting Tuesday morning, government whip Mark Gerretsen insisted nothing went wrong on Monday when opposition parties successfully amended the throne speech to call on the government to table an economic update before Parliament breaks for the summer. The Liberals were defeated 166 to 164 on that vote. Four Liberal Liberal MPs did not vote because of paired abstentions, which happen when parties agree to have a member sit out a vote because someone from another party is not able to attend. Gerretsen told reporters on his way into a cabinet meeting Tuesday morning that everything went according to plan. 'Every single person who was supposed to vote yesterday voted,' he said. The amendment, tabled by House of Commons Opposition Leader Andrew Scheer, added a passage to the throne speech calling for a spring economic update. The amendment includes language inserted by the Bloc Québécois and the NDP, and all three opposition parties voted to support it. Government House leader Steven MacKinnon said Tuesday the vote that really matters is the confidence motion on adopting the throne speech, set for Wednesday. 'It was a non-binding advisory resolution of the House of Commons. I suspect you're going to see a lot more of them,' MacKinnon said. 'I think the note said 'urge' and we'll take note of having been urged.' The minority Liberal government has 169 MPs, including House Speaker Francis Scarpaleggia — who does not vote, except in the event of a tie. That leaves the Liberals four votes shy of a majority, meaning they have to work with other parties to pass legislation and survive confidence motions. Environmentalists criticize Trump administration push for new oil and gas drilling in Alaska
ANCHORAGE, Alaska (AP) — Top Trump administration officials — fresh off touring one of the country's largest oil fields in the Alaska Arctic — headlined an energy conference led by the state's Republican governor on Tuesday that environmentalists criticized as promoting new oil and gas drilling and turning away from the climate crisis. Several dozen protesters were outside Gov. Mike Dunleavy's annual Alaska Sustainable Energy Conference in Anchorage, where U.S. Interior Secretary Doug Burgum, Energy Secretary Chris Wright and Environmental Protection Agency Administrator Lee Zeldin were featured speakers. The federal officials were continuing a multiday trip aimed at highlighting President Donald Trump's push to expand oil and gas drilling, mining and logging in the state. The trip has included meetings with pro-drilling groups and officials, including some Alaska Native leaders on the petroleum-rich North Slope, and a visit to the Prudhoe Bay oil field near the Arctic Ocean that featured selfies near the 800-mile (1,287-kilometer) trans-Alaska oil pipeline. Calls for additional oil and gas drilling — including Trump's renewed focus on getting a massive liquefied natural gas project built — are 'false solutions' to energy needs and climate concerns, protester Sarah Furman said outside the Anchorage convention hall, as people carried signs with slogans such as 'Alaska is Not for Sale' and 'Protect our Public Lands.' 'We find it really disingenuous that they're hosting this conference and not talking about real solutions,' she said. Topics at the conference, which runs through Thursday, also include mining, carbon management, nuclear energy, renewables and hydrogen. Oil has been Alaska's economic lifeblood for decades, and Dunleavy has continued to embrace fossil fuels even as he has touted other energy opportunities in the state. Another protester, Rochelle Adams, who is Gwich'in, raised concerns about the ongoing push to allow oil and gas drilling on the coastal plain of the Arctic National Wildlife Refuge. Gwich'in leaders have said they consider the coastal plain sacred, as caribou they rely on calve there. Leaders of the Iñupiaq community of Kaktovik, which is within the refuge, support drilling as economically vital and have joined Alaska political leaders in welcoming Trump's interest in reviving a leasing program there. 'When these people come from outside to take and take and take, we are going to be left with the aftereffects,' Adams said, adding later: 'It's our health that will be impacted. It's our wellness, our ways of life.' Zeldin, during a friendly question-and-answer period led by Dunleavy, said wildlife he saw while on the North Slope didn't appear 'to be victims of their surroundings' and seemed 'happy.' Burgum, addressing a move toward additional drilling in the National Petroleum Reserve-Alaska, said wildlife and development can coexist. His agency during the Alaska trip announced plans to repeal Biden-era restrictions on future leasing and industrial development in portions of the petroleum preserve that are designated as special for their wildlife, subsistence or other values. Wright bristled at the idea of policy 'in the name of climate change' that he said would have no impact on climate change. Stopping oil production in Alaska doesn't change demand for oil, he said. 'You know, we hear terms like clean energy and renewable energy. These are inaccurate marketing terms,' he said. 'There is no energy source that does not take significant materials, land and impact on the environment to produce. Zero.' Asian countries are being courted to sign onto the Alaska gas project, which has floundered for years to gain traction amid cost and other concerns. The project, as proposed, would include a nearly 810-mile (1,300-kilometer) pipeline that would funnel gas from the North Slope to port, with an eye largely on exports of liquefied natural gas. Wright told reporters a goal in inviting them to the Prudhoe Bay stop was for them to see the oil pipeline infrastructure and environment and meet with residents and business leaders. Glenfarne Alaska LNG LLC, which has taken a lead in advancing the project, on Tuesday announced expressions of interest from a number of 'potential partners.'
