These changes are based on recommendations from a High-Level Joint Government-Industry Task Force formed by LG VK Saxena, which had flagged Delhi's uncompetitive market rates as a deterrent for developers.Alongside reforms in commercial real estate, the DDA approved land use changes in Narela to establish an education hub and a multi-sports integrated stadium.A discount scheme was also cleared for bulk flat purchases by government entities in Narela, mirroring the Apna Ghar Awaas Yojana 2025 public offer.In a residential push, the DDA launched the Premium Housing Scheme 2025 through e-auctions, offering HIG, MIG, and LIG flats and garages in areas such as Vasant Kunj, Rohini, Dwarka, and Pitampura.Additionally, Signature View Apartment residents will receive a facilitation rent during their building's reconstruction phase, ensuring their welfare is protected.These measures reflect the DDA's broader strategy of aligning real estate policies with industry inputs, deregulating processes, and making Delhi more competitive as both a commercial and residential destination.- EndsMust Watch

After six years of repeated denials, the Delhi Development Authority (DDA) headquarters in south Delhi's INA Colony has finally secured a fire safety certificate — but only conditionally. The clearance comes with a list of compliance requirements, including the removal of basement encroachments within three months, failing which the certificate could be withdrawn. (HT Archive) The fire department had refused to grant the fire safety certificate (FSC) to the DDA headquarters in Vikas Sadan since 2018, citing at least 11 deficiencies that posed potential fire hazards. These included open wires in the basement, gaps in fire check doors, non-functional lift pressurisation systems, and a faulty automatic fire detection and alarm network. According to the new certificate, a copy of which has been reviewed by Hindustan Times, a reinspection was carried out on July 2 this year, following which the building was deemed compliant with fire prevention and safety standards. The certificate, issued on July 7, will remain valid for three years and applies to blocks A, B, and D of the premises — with A, D, and part of B comprising ground plus three floors, and the remaining part of Block B rising to seven floors. The premises share a common basement. 'The said building/premises is fit for occupancy class 'business' with effect from July 7, 2025, for a period of three years in accordance with Rule 36... This FSC is issued subject to removal of encroachment from corridors in basement within three months... failing which FSC shall be withdrawn,' the certificate notes. Apart from the basement encroachments, the fire department has flagged seven other conditions that the DDA must continue to meet. These include keeping all entry and exit routes unobstructed, ensuring that fire safety equipment remains fully functional, and training staff to operate firefighting systems. The certificate adds that some of the systems on upper floors had previously been found non-functional but have now been repaired — with the exception of the basement encroachments. The building was assessed on 20 parameters during inspection, including accessibility, number and type of exits, smoke management systems, fire extinguishers, hose reels, automatic detection and alarm systems, sprinkler networks, hydrants, and water storage. Provisions for lifts and designated refuge areas were also evaluated. 'We have received the fire certificate last week and will soon submit a compliance report addressing the remaining points. Minor issues like clearing entry and exit points will be resolved shortly,' a DDA official said. Officials familiar with the matter said the authority failed to meet fire safety requirements despite multiple inspections over the past six years. The last denial was formally communicated on September 25, 2024. Two follow-up inspections were conducted subsequently before the certificate was finally granted. While the DDA has managed to secure a long-overdue clearance, safety advocates expressed concern over the conditional nature of the approval. 'A certificate is not the end goal — maintaining real-time readiness is. It's like receiving a driver's licence with the understanding that you obey every traffic law every day, not just on test day,' said Paras Tyagi, president of Centre for Youth Culture Law and Environment (CYCLE).

New Delhi: Taking a grim view of delay in the construction of housing for the district judiciary, Delhi High Court on Thursday laid down strict timelines for the authorities. "We don't want lip service," a bench of Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela told Delhi govt, PWD, and DDA, as it gave roughly a month for the start of construction at one of the sites in Shahdara. The high court fixed deadlines after DDA submitted that it would hand over a large parcel of land in Shahdara to the govt's law department. The court took on record the statement of the principal secretary law that tenders will be floated for hiring a project management consultant by PWD. Appearing for Delhi govt, standing counsel Sameer Vashisht assured the bench that by July 28, the draft document would be finalised, prompting the bench to direct that a week thereafter, the process to select a consultant would be over so that the project could start. During the hearing, DDA submitted that it would identify alternative land at Rohini rather than the one earmarked earlier and sought some time. The Centre is preparing a policy to allow high-rise residential construction in Delhi, aiming to link multi-storey buildings directly to metro stations through elevated walkways, Union Housing and Urban Affairs Minister Manohar Lal Khattar said on Thursday. Speaking at the NDTV Real Estate Conclave 2025, Khattar said the proposed linkways — described by him as a 'hanging way' — would ease road congestion by enabling residents to access metro stations without using surface transport. 'For Delhi, we will soon introduce a policy to construct high-rise buildings. High-rise buildings will be connected directly to metro stations with a hanging way, and residents will not need to use roads,' he said. Vertical expansion necessary Khattar added that urbanisation is accelerating while land remains finite, making vertical expansion essential. 'We need to use vertical space. Many cities are adopting Transit-Oriented Development (TOD) under which they are allowing multi-storey buildings along metro lines,' Khattar said. He added that around 60 developers in Gurugram and Faridabad have already secured licences to build such high-rises at key transit points. Currently, under Delhi's Master Plan 2021, residential plots can accommodate buildings up to three storeys without a lift. For taller structures, including high-rises, developers require special permissions from the Delhi Development Authority (DDA), which has constructed such projects in locations like Kidwai Nagar and parts of Outer Delhi. The upcoming Master Plan of Delhi 2041 proposes to expand vertical construction through the DDA's land pooling policy, allowing ground coverage between 33 per cent, and 50 per cent for residential plots earmarked for vertical development.
