Sabah launches padi board to boost local rice production

KOTA BELUD: The Sabah Padi and Rice Board (LPBS) was officially launched to help the State Government reach its target of 30 per cent rice self-sufficiency by 2026 and 60 per cent by 2030. Chief Minister Datuk Seri Hajiji Noor said LPBS will take over padi development and management from the Agriculture Department, with full cooperation from all relevant state agencies. He said Sabah currently produces only 22.8 per cent of its local rice needs, making the state heavily dependent on imports. Efforts will focus on six key districts with over 22,000 hectares of padi fields, while hill padi cultivation and the use of idle GLC-owned land will also be intensified. Farmers were also encouraged to join the Agrobank Padi Cultivation Takaful Scheme, which offers protection against losses due to natural disasters, pests, and diseases. 'Most of them are on contract,' he told reporters briefly in Dengkil, Selangor, today. Advertisement He was asked to comment on the national oil and gas company's announcement that it intends to reduce its headcount by more than 5,000 people, and to freeze hiring until December 2026. The retrenchment plan is part of a company-wide restructuring as Petronas looks to reduce costs due to falling crude prices. Petronas president and group CEO Tengku Muhammad Taufik Aziz was reported as saying yesterday that the company sets its budget based on Brent crude oil priced at around US$75 to US$80 per barrel. The global benchmark is currently trading near US$65, down about 13% this year, as trade tensions threaten global growth and OPEC+ restores production. Petronas's net income slid 32% in 2024 after a 21% drop in 2023. Separately, Anwar said he will contact Thai prime minister Paetongtarn Shinawatra this afternoon to discuss the Thai-Cambodia border dispute. 'We will release a statement after that,' he said. Thailand and Cambodia have seen military clashes since 2008, resulting in at least 28 deaths. Cocoa Board looks towards Sabah interior

KENINGAU: The Malaysian Cocoa Board (MCB) will continue to play an active role in supporting the development of the country's cocoa industry, particularly in Sabah's Interior region. Its Chairman Datuk Matbali Musah, said various initiatives are being implemented, including the Cocoa Farm Rehabilitation Programme, agricultural input assistance, research on superior cocoa varieties, and technical guidance for farmers. Advertisement He said these efforts are important to ensure that the dried cocoa beans produced meet high quality standards, thereby increasing market value and enhancing Malaysia's reputation in the international cocoa market. Matbali, who is also the Member of Parliament for Sipitang, said this while officiating the Cocoa Cluster Strengthening Programme for the Interior Zone of Sabah held here, on Thursday. Organised by the MCB, the programme brought together more than 200 participants from various zones, including Keningau, Tenom, Sook, Tambunan, and Nabawan. 'This is a proud achievement because we are not only sharing knowledge but also fostering a sense of unity among the cocoa community in Sabah,' he said. Matbali also stressed the importance of good agricultural practices, sustainable pest and disease management, and the adoption of the latest cocoa farming technologies. He said MCB hopes cocoa farmers in Sabah will take further steps by joining cooperatives and becoming involved in downstream processing, including the production of locally made chocolate products. He expressed confidence that with support from entities such as Koperasi Koko Kluster Sabah Berhad, the cocoa industry holds great potential to stimulate the local economy and attract interest from rural youth. Sports Toto failed to prove Perlis gaming ban decision, says court

PETALING JAYA: The Kangar High Court dismissed a bid by Sports Toto Malaysia and four others to revive their gaming business in Perlis, saying the application failed to identify any 'official decision' that could be made subject to judicial review. Justice Arik Sanusi Yeop Johari said the applicants had not identified any decision by the Perikatan Nasional-led state government that had impacted their livelihood. Advertisement Instead, they relied on printed and online news reports about the state's purported refusal to issue lottery operators licences for business premises, the judge said. 'The applicants only cited printed and online news reports (about the purported decision). 'These news reports cannot be considered an 'official decision' made by the state government, and thus the application is frivolous,' Arik said in a judgment issued last week. The judgment set out the grounds for a decision he had handed down last year. The applicants – STM Lottery Sdn Bhd, Leong Jenn Kiang, Chin Soo Shian, C Santha and Yip Kok Chyun – are appealing the decision to the Court of Appeal. They are seeking to quash the Kangar municipal council's decision not to renew the licences for their business premises, thereby preventing them from operating their lottery business. They contend that matters relating to the issuance of gaming licences are within the purview of federal law. For that reason, they said the state authorities' decision was irrational, ultra vires the powers vested in the municipal council and the state government, and contravened the Federal Constitution. However, Arik said the application for leave to bring judicial review proceedings was bound to fail for lack of a formal decision. The judge added that even if such a decision had been made, the matter was one of policy. 'The court does inquire into policy making decisions,' he said. The applicants' appeal will come up for case management in the Court of Appeal on June 16. Parallel case in Kedah Meanwhile, a High Court in Alor Setar last year quashed the Kedah government's refusal to renew the licences of several pool betting agents, their companies and officers. The court held that the state government had overstepped its powers under the Federal Constitution in doing so. It said pool betting and lotteries were matters within the federal government's purview, and that the state government had no power to ban them. The state government's appeal from that decision was heard by the Court of Appeal on May 26, which has reserved its judgment.
